JANUARY 21, 1981

READING OF THE MINUTES
Motion by Melin, seconded by Starcevic that the reading of the minutes
be dispensed with and accepted as written. All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Fowler, seconded~by Melin that the bills be paid out of the
proper funds. All ayes, motion carried.
OLD BUSINESS
DRAPES, FOR JPM HALL
Drapes are now ordered and a partial payment has been made. Clarence
Graves wiilt be calling Tom about them next week. It should take three
or four weeks for them to arrive. (The latest they will be ready is
in March).
SULLIVAN LAKE DEVELOPMENT
Reviewing what. had been agreed upon last month, Tom asked if there were
any particular ideas regarding other aspects of the development. Things
taken into consideration were: style of the building, style of the p]ay-
tround equipment, types of:trees, etc. Logacz brought up the point that
the style really doesn't matter; it's the durability of the items and the
idea that they can be functional at the same time. Many different ideas
for the building were discussed. It was agreed upon that.there would be
only one entrance to each restroom and the doors should probably face the
street. It was also decided that the preliminary plans should be ready
for next month's meeting. These will be drawn up.by the City Engineering
Depa rtmen t.
NEW BUSINESS
REVIEW OF COMPREHENSIVE PLAN
This is the fina] rough draft put together by the City Planner concerning
Recreation Open Space. This section was reviewed at the last Council meeting
and no major changes were made.
Suggestion brought up to classify Sullivan Lake Park the same as LaBel]e
Park, Sullivan Lake will not be a playground type of area as it is
classified. Salsbury will look into changing this classification,

Review of Comprehensive Plan (cont.)
These reports are part of the process of filing an application for a
grant. In that instance, these should be up to date and precisely correct
in their wording.
CITY CODE
City codes pertaining to rules, regulations and permissible behavior
in the City parks were reviewed by the Board. Discussion was held on
Ordinance 925, elf. 9/11/80, (b); wording should be changed from Columbia
Heights Field House to John P. Murzyn Hall. The procedure to enact this
change will be reviewed and then implemented.
LETTERS & REQUESTS
LIQUOR PERMITS
Motion by Melin, seconded by Mruzyn that requests for liquor permits be
granted in accordance with rules and regulations. All ayes, motion carried.
Permits granted to the following: Phyllis White, 2931 Humboldt Avenue No.,
Minneapolis; Eugene.Liychik, 3155 Old Highway 8, Minneapolis; Garry Gloppen,
3414 Irving Avenue No., Minneapolis; Linda Mangen, 101 - 49th Avenue N.E!.,
Columbia Heights; Nancy Sullivan, 3922 Tyler Street N.E., Columbia Heights;
Terry Butorac, 191 - 59½ Way, N.E., Fridley.
REQUEST FOR J.P.M. HALL - CUB SCOUT PACK #52
Motion by Murzyn, seconded by Melin to grant Cub Scout Pack #52 use
of JPM Hall on the date requested for their Pinewood Derby. All ayes,
motion carried.
REQUEST FOR J.P.M. HALL - CUB SCOUT PACK #169
Motion by Murzyn, seconded by Fowler to grant Cub Scout Pack #160 u~e
of JPM Hall on the date reques'ted for their Blue & Gold Banquet. All
ayes, motion carried.
REQUEST FOR APPROVAL - BROOMBALL TOURNAMENT - GEORGE.IS IN FRIDLEY
After discussion, there was a motion by Murzyn, seconded by Melin to
deny this request for use of Gauvitte hockey rink for the weekend of
January 31 - February 1 due to the amount of ice time requested, along
with the interference of weekend rink maintenance, and that the sponsor
is not in the Heights broomball l'eague. All ayes, motion carried.
REQUEST FOR J.P.M. HALL - EASTSIDE YMCA
Motion by Meiin, seconded by Fowler to allow the Eastside YMCA use of
JPM Hall on the night .requested for their Recognition Night to parti-
cipants in the basketball program. Fee will be waived. All ayes,
motion carried.

REQUEST FOR J.P.M. HALL - NORTH STAR SILENT LIONS CLUB
Motion by Logacz, seconded by Fowler to approve a .request by the North
Star Silent Lions Club for use of JPM Hall, on the basis that this is a
legally recognized non-profit organization. Regular fee will be charged.
All ayes, motion carried.
REQUEST FOR J.P.M.' HALL'- CONGREGATION OF THE WORLDWIDE CHURCH OF GOD
Motion by Murzyn, seconded by Melin, to deny thi's group use of the JPM
Hall due to lack of. space and availability of time. A11 ayes, motion
carried.
REPORTS
REPORT FROM RECREATION COMMISSION FOR PARK BOARD REPRESENTATIVE
Recreation Commission wit11 call to set up time with Tom for a meeting.
The first meeting would be on the night of Redreation's regular meeting
prior to their starting time, The following meet'lng will be scheduled
according to the same'procedure,.except that it will be held on the
night of the Park Board's :mohthly meeting.
An agenda wi]l be made for these meetings to assure structure and basis
of a meeting.
HOCKEY AND SKATING RINKS
Rinks are poor now because of the weather. All the rinks were lined in
time for Recreation hockey games. Major concern now is how much damage
will be done because of .the uncommonly warm weather.
HUSET TENNIS COURT LIGHTING
Work has been completed. R&jzer. checked out the new mechanism and
it works fine.' It is .also set up so that Recreation may bypass the
timing system in the event of a class. R~jzer will be able to give
them a key in case this option need be used.
REPORTS FROM WAYNE'S PROTECTION AGENCY~
Tom received a call from Wayne who made a suggestion of coming in one
hour earlier but still working the same amount of hours.
Also, meeting with Wayne should be postponed'until time is convenient
to meet 'with Chief Anderson since he will be gone in January and February.
Tom made up a ring of keys for Wayne so that if a building is found open
or in any simi:lar incident, he may inspect for damage and lock up again
when through.

Suggestion made by Melin that copies of these be run off and the Board
review them to see what progress has been made and what improvements
need to be scheduled.
