HomeMy WebLinkAboutDecember 17, 1980COLUMBIA HEIGHTS PARK BOARD MEETING DECEMBER 17, 1980 ROLL CALL Members Present: .Bill Hollom, JoAnn Melin, John Starcevic, Jim Fowler, Walter Logacz, John Murzyn and Tom Rejzer. Also Present: Fred Salsbury, Director of Public Works READING OF THE MINUTES Motion by Melin, seconded by Starcevic that the reading of the minutes be dispensed with and accepted as written. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Melin, seconded by Fowler that the bills be paid out of the proper funds. All ayes, motion carried. OLD BUSINESS HOCKEY RINKS AT COLUMBIA AND CENTRAL JUNIOR HIGHS The City Council and City Manager have discussed the Park Boards' request to abolish the agreement between the School Board and the City as it concerns the maintenance of the hockey rinks at Columbia and Central Junior Highs. The School Dist. then contacted City Manager Bocwinski stating that they did not need the rinks for any class activities, and thus, gave their approval to unbind the agreement. The Recreation Department verified that they do not have any activities scheduled at either hockey rink. Being this matter resolved the Park Department will discontinue maintenance duties on the hockey rinks at both Central and Columbia Junior Highs. DRAPES FOR J.P.M. HALL If the Board were to go through the process of having the City purhcase the drapes and have the VFW reimburse them, it would have to go through the formal process of choosing from more than one estimate. After being informed of this, Murzyn contacted Sears for another estimate. He will now take the new estimate to the VFW to see if they will purchase the drapes according to the new'price. If action iS taken now to purchase the drapes,: we may save the VFW any further charg~ to them because of the price hikes that are taking effect. 1980-81 ICE SKATING/HOCKEY SEASON Opening date for the rinks was scheduled for the 20th, but due to the uncommonly warm weather, the date has been set back to Monday or Tuesday, the 22nd or 23rd. All of the rinks except Huset and Ostrander are ready as far as base ice, If the weather becomes colder, it may be possible to have them ready for opening sooner than expected. Warming house attendants have been chosen. There are 25 attendants altogether, (20 permanent attendants, 2 for each warming house, and 5 COLUMBIA HEIGHTS PARK BOARD MEETING DECEMBER 17, 1980 Page 2 1980-81 Ice Skating/Hockey Season (cont.) substitutes). There is an organizational meeting on Friday, December 19th, to acquaint them with the rules and regulations and the duties they are expected to perform. Recreation hockey practice begins on Monday, December 22nd. Their first game is scheduled for January 10th; One of the warming.houses was broken into during the past week, but there was no.major vandalism. As of now, one of the park workers is checking the buildings on a daily basis. REVIEW OF SCHOOL CLOSING SITUATION This is regarding the possibility of Solver Lake School closing and having part of it become a park facility and/or park property. This seems to be rather doubtful since Columbia Junior High is scheduled to be the new Recreation Center'. NEW BUSINESS REVIEW OF 1980 EXPENDITURES As of now, we are very close to our assigned budget. Everything should be accounted for, unless some unforseen purchases come up. PREVIEW OF 1981 BUDGET ITEMS Rejzer showed the Board his Capitol Outlay Report, explaining how this will help with the dispensation of the budget. This report shows how projects, allotted time, man-power, etc., will be scheduled throughout the entire year. SULLIVAN LAKE DEVELOPMENT Rejzer showed some layouts of the proposed development. The first drawing was of the proposed "active area". This area includes tennis courts, an arbor area with shelter, a parking lot and a utilities building which includes restrooms and a storage room. On this layout, two options were shows for the pathways. After some deliberation, the Board agreed to accept the "green" pathway option. The second drawing showed an overall view of the development. Two options were shown for a bridge crossing. After a short discussion, it was decided that the "red" option would be acceptable. It was also agreed upon by the Board not to have any observation decks included in the plan. Motion by Murzyn, seconded by Melin to accept both the options agreed upon by the Board. At the next meeting, discussion wilt be held on the design and speci- fications for the park building. .Federal agencies are now reviewing the grant application for this project and we should know the outcome of their decision sometime in February. LETTERS & REQUESTS LIQUOR PERMITS Motion by Murzyn, seconded by Melin that requests for liquor permits be granted in accordance with rules and regulations. All ayes, motion carried. REQUEST FOR J.P.M. HALL - COLUMBIA HEIGHTS JAYCEES Motion by Murzyn, seconded by Me]in to grant the Jaycees use of the J.P.M. Hall on Wednesday, December 17th for their Membership Orientation meeting. All ayes, motion carried. Because of recent cancellations of their activites in the hall being unknown by the Department, the Jaycees will be sent a letter reminding them to inform us on any changes in their plans for use of the halt. REQUEST FOR J.P.M. HALL - COLUMBIA HEIGHTS LIONS CLUB Motion by Starcevic, seconded by Fowler to grant the Lions Club use of J.P.M. Hall on September 25, 1981, for their fund-raiser and pork roast. Fee will be waived. All ayes, motion carried. We witl inform them that there can be no. sale of tiquor in the hall, and that they also have to present their request for a food permit to the City Council. REPORTS HUSET PARK HOCKEY RINK LIGHTING The ]uminaires have now arrived and installation is underway. The job should be completed by the end of the day, December 18th. COLUMBIA HEIGHTS PARK BOARD MEETING DECEMBER 17, 1980 Page 4 MATHAIRE & HILLTOP LIGHTING The electrical work for the Mathaire hockey rink and the Hilltop skating rink has been install'ed. The electrical inspector has approved the work. Although they have been called to do so, NSP has not yet made their connections. HUSET TENNIS COURT LIGHTING Due to a delay in receiving parts, Heights Electric has not been able to install the new time'r mechanisms in the lightin9 system for the Huset tennis courts. Rejzer died receive a call at the beginning of this week that the parts finally arrived, and that Heights Electric will be working on them immediately. REPORT FROM RECREATION COMMISSION MEETING Melin stated that the Recreation Commission would like to have a few joint meetings with the Park Board. These will be special meetings. They should be set up prior to the seasonal sports programs. ADJOURNMENT Motion by Melin, seconded by Starcevic to adjourn. All ayes, motion carried. Hollom thanked the senior members of the Park Board for their time and efforts this past year, and the new members for their time here so far. He also wished everyone a Merry Christmas and Happy New Year.
