ESTABLISHMENT OF NEW MEMBERS
Motion by Murzyn, seconded by Melin that John Starcevic and Jim Fowler
be officially welcomed as new members to the Columbia Heights Park
Board as. of this meeting. All ayes, motion carried. Hollom then
welcomed both men to the Board and expressed his feelings that they
would both do a fine job.
PRESENTATION TO MIKE FARRELL & GORDON SCHELDE
Chairman Hollom presented plaques expressing the Board's appreciation
to Michael Farrell and Gordon Schelde for their'service to the community
'and the City of Columbia Heights as members of the Park Board.
READING OF THE MINUTES
Motion by Melin, seconded by Murzyn that the reading of the minutes
be dispensed with and accepted as written. All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Murzyn, seconded by Melin that the bills be paid out of the
proper funds. All ayes, motion carried.
ESTABLISHMENT OF NEW RECREATION COMMISSION REPRESENTATIVE
Motion by Logacz, seconded by Murzyn to etect JoAnn Melin as the
new representative of.the Columbia Heights Park Board to the Recreation
Commissilon. This fills the vacancy created by the resignation of
Gordon Schelde who had previously filled this position. All ayes,
motion carried. Recreation Director Hansen w 11 be notified of this
action.
OLD BUSINESS
CONGREGATE DINING WRAP-UP
Col. Martin telephoned Rejzer a few days after last month's meeting and
told him that the Seniors would not be able to come into the facilities
because of the inavailability of equipment in the lavatories for use
by the t~andicapped.

HOCKEY RINKS AT COLUMBIA AND CENTRAL JR. HIGHS
The Board requested to terminate any involvement with the maintenance
and upkeep of the hockey rinks located at both Central and Columbia
Jr. High. After conferring with school Principal Dr. Ostendorff,
Bocwinski gave Rejzer a copy of the agreement made in 1973 between the
two schools and the City stating the Park Board's committments for the
care and upkeep for the rinks. The agreement contains a clause which
states that the agreement may be terminated at any time, providing
both parties are in agreement.
Motion by Melin, seconded by Murzyn, that if agreeable to both
schools, the Park Department will eliminate its involvement with the
hockey rinks located at both Central and Columbia Jr. Highs by ter-
minating the agreement with School District #13. All ayes, motion carried.
The following is a list of factors that brought about this reevaluation:
1. The recorded minimal use of the Columbia Jr. High rink
through the past few years.
2. Neither Central or Columbia will be sponsoring a hockey team.
3. The City Recreation.Department does not have any programs
scheduled for the rinks.
The hockey teams sponsored by the Columbia Heights Hockey
Association can be scheduled to use other available City
rinks.
5. Savings cost in labor and energy needs, especially when
compared to proposed usage.
REVIEW OF WAYNE PROTECTION - SECOND MEETING
A second review meeting between Chief Anderson, Public Works Director
Salsbury, Wayne Fisher, Melin and Rejzer was conducted on October 17, 1980,
Discussion was held on the benefits of why Wayne Protection should keep
a written record of his mileage.
Items brought up by Wayne that need attention ~nc]ude the gate on
the boat landing, the need for more signs in the park regarding
motorized vehicles and alcohol consumption in the park areas,
Rejzer would also like Wayne to include on his reports, the names of
the parks where he finds vandalism or unlocked doors. This information
could be written at the bottom of the report form~
There was some vandalism at the pump station at Sullivan Lake, thus
this area has now been added to Wayne's patrolling schedule.

Review of Wayne Protection Second Meeting (Continued)
Tentative meeting again in January between Chief Anderson, Salsbury,
Wayne, Rejzer and Melin. Date will be set at a later time.
DONATION BY VFW POST #230 FOR DRAPES AT J.P.M. HALL
The actual estimate from Sears, Roebuck and Company was turned in
by Murzyn.
Rejzer will write a letter to City Council regarding this for their
next meeting.
VFW POST #230 50TH ANNIVERSARY PARTY
Motion by Murzyn, seconded by Fowler that we waive the fee for the
VFW 5Otb Anniversary party and return the downpayment for their use
of J.P.M. Hall on March 7, 1981, from 10am to lam. All ayes, motion
carried~.
FLAGS FOR LABELLE PARK
Still in need of a flag for LaBelle Park. Rejzer will call George Marko
of VFW Post #230 regarding this matter.
NEW BUStlNESS
1980-81 ICE SKATING/HOCKEY SEASON
Park Department has put out notice that we are now taking applications
for warming house attendants. Deadline for such applications is
December 5th.
Hours for the skating rinks will be much the same as last year, with
the rinks being closed on Christmas Day and New Year's Day.

LIQUOR PERMITS
Motion by Murzyn, seconded by Melin that requests for liquor permits
be granted in accordance with rules and regulations. All ayes, motion

REQUEST FOR ICE TIME BY COLUMBIA HEIGHTS HOCKEY ASSOCIATION
Marie Mickelson of the Columbia Heights Hockey Association will be sent
a letter explaining our hopes to satisfy their needs by setting aside
Gauvitte and Keyes Parks for their use and to also inform her of our
estimated date for opening the rinks.
REQUEST FOR J.P.M. HALL - CITY EMPLOYEES CHRISTMAS PARTY
Motion by Melin, seconded by Murzyn to grant the city employees use
of the J.P.M. Hall on December 19th for their Christmas party. Fee
has been waived. All ayes, motion carried.
REQUEST FOR J.P.M. HALL - GIRL SCOUT TROOP #326 CHRISTMAS PARTY
Motion by Melin, seconded by Logacz to allow Girl Scout Troop #326
use of the J.P.M. Hall on December 22nd, from 5:3Opm to 7:3Opm for
their Christmas party. Fee will be waived. All ayes, motion carried.
REQUEST FOR J.P.M. HALL - COLUMBIA HEIGHTS JAYCEE WOMEN
Motion by Murzyn, seconded by Melin to allow the Jaycee Women use of
the J.P.M. Hall on November 18, 1980. All ayes, motion carried.
REQUEST FOR J.P.M. HALL - COLUMBIA HEIGHTS JAYCEE WOMEN
Motion by Fowler, seconded by Murzyn to allow the Columbia Heights
Jaycee Women use of the J.P.M. Hall on December 15th, from 4pm to
1Opm, for their Supper with Santa. Fee has been waived. All ayes,
motion carried.
REQUEST FOR J.P.M. HALL - COLUMBIA HEIGHTS HOCKEY ASSOCIATION
Motion by Melin, seconded by Fowler to allow the Columbia Heights
Hockey Association Women's Group use of the J.P.M. Hall on October 31,
1981, from 9am to 4pm for their annual style show and luncheon. Fee
will be waived. All ayes, motion carried.

WAYNE PROTECTION REPORTS
Everything already covered under the review of the meeting.
MATHAIRE HOCKEY RINK
Luminaires were put up November 19, waiting now for prices for hooking
up the electrical work and putting up timer and meters on a pole that
was blown over during a storm this past summer.

HILLTOP SKATING RINK
All grading work completed. Prices also being taken for electrical
work to provide outdoor lighting. Furnace sti]i needs to be hooked
up for propane by Texgas.
HUSET HOCKEY LIGHTING
Total Electric has poured the concrete bases and the underground wiring
and conduit to bases is all in. Now we need luminaires. They should
get to us by December lst~ Once we get those, we can finish the 'job.
TREE PLANTING
Completed for this year.
JACKSON POND CLEAN-UP
Public Works employees loaded a couple of City dump trucks with junk
that was taken out of Jackson Pond and along the drive thru behind the
old Zayre/Shoppers City building during a clean-up operation. Notice
will be given to the caretaker of the building to make them aware of
the problem and see if they can try to alleviate some of it.
SULL1VAN LAKE
Salsbury went over the situation for the new members and suggested
that they look at the proposal to become familiar with it and possibly
turn in any suggestions, etc., that they might have~ Salsbury mentioned
that the City Council would like the pathway continued down to the
south end of the lake. Possibly will have to include a floating bridge
or something of that nature.
Salsbury also mentioned that the DNR is looking to classify five locations
as publi'c bodies of water:and marshland. The five they are considering
are: Cilover Pond, Sullivan Lake, LaBe]le Pond, Silver Lake, Hart Lake.
LIGHTS FOR NEW PARKING LOT
NSP is now starting the work.
