Walter Logacz, Gordon Schelde Robert S. BocwinSki, City Manager READING OF THE MINUTES Motion by Melin, seconded by Murzyn that the reading of the minutes be dispensed with and accepted as printed. All ayes, motion carried. PAYMENT OF THE BILLS Motion by Murzyn, seconded by Melin that the bills be paid out of the proper funds. All ayes, motion carried. OLD BUSINESS QUOTATIONS FOR TENNIS COURT LIGHTING CHANGES The informal quotations for tennis court lighting changes at Huset Park Tennis Courts. are as follows: Williams Electric - $2,991.O0; Total ElectPic - $1,4OO.O0; Heights Electric - $1,295.00. The specifications are for a time delay agastat plus a heavy duty metal plate time adjustment inside the control box for the button. Also a by-pass switch to enable the Recreation Department to keep the lights on when giving lessons, or other special activities. Murzyn recommended that the old coin mechanisms be traded in. Rejzer will check into this. Hollom asked Rejzer to go ahead with trading in old mechanisms and to contact Heights Electric to make the necessary changes. RESPONSE FROM CONGREGATE DINING Rejzer reported that at the present time he has not had a reply from Congregate Dining. They have been informed as to the average number of times J.P.Murzyn Hall would!not be available to them because of previously scheduled activities. The Memorandum of Understanding to- be revised in accordance with the Park Board's stipulations for use of the hall. RESPONSE FROM MAYOR NAWROCKI ON MATHA1RE SIDEWALK Rejzer, reported that the request for a sidewalk along Mathaire Park had been a single request, not a petition from a group, and that he had not been in contact with Mayor Nawrocki regarding this matter. The Board felt that they did not wish to put in a sidewalk along the Johnson Street side as requested at this time. Mayor Nawrocki to be notified accordingly. REVIEW OF WAYNE PROTECTION AGREEMENT A meeting with Police Chief Stu Anderson, Wayne Fisher, JoAnn Melin, Fred Salsbury and Tom Rejzer was held on September 12th with regard to closer cooperation between the Police Department and Wayne's Protection. Another meeting is scheduled for October 17, 9:30 a.m., to review progress thus far. NEW BUSINESS HUSET PARK HOCKEY RINK LIGHTING Re}zer re~0rted there is ample money in the budget for the new lighting at Huset park Hockey Rink. He would like to purchase materials and COLUMBIA HEIGHTS PARK BOARD MEETING (CONTINUED) SEPTEMBER 17, 1980 Page 2 Huset Park Hockey Rink Lighting (cont.) then get a formal bid for electrical work to be done. At the present time we have six poles, and the arms. The rectangular luminaires with metal Halite bulbs, would be most efficient, and direct more of the light downward to the area that is to be lighted. Cost of the spot type, two per pole - $200 per head. If the yokes need to be pruchased, they are $60.00 each. Murzyn thought there were some yokes previously purchased that were in storage. Rejzer to check on this. Murzyn preferred the lighting system at the Columbia Junior High School Hockey Field. Hollom asked Rejzer to check out this lighting system to see if it is similar. Motion by Murzyn, seconded by Me]in, that we get formal bids for flood lights and installation, informal bids for materials. All ayes, motion carried. LETTERS & REQUESTS LIQUOR PERMITS Motion by Me]in, seconded by Murzyn that requests for liquor permits be granted to the following people in accordance with rules and regulations: Thomas Walby, 11740 Crocus St., N.W., Coon Rapids; Diane Tomala, 13455 Jefferson St., N.E., Blaine; Ken Bohn3806 58th Avenue No., Brooklyn Center; Susan Todd, 2312 St. Anthony Pkwy., Minneapolis; 3917 Jackson St., N.E., Columbia Heights; Stephanie O'Hair, 1153 Kingsford, St. Paul. REQUEST FOR J.P.M. HALL BY COLUMBIA HEIGHTS JAYCEES Motion by Melin, seconded by Murzyn to allow the Jaycees the use of J.P.Murzyn Hall on January 24, 1980, as requested. All ayes, motion carried. REQUESTS FOR FIELDS - COLUMBIA HEIGHTS HIGH SCHOOL GIRLS' SOFTBALL A request from Dave Gehrke, Head Softball Coach, for softball fie]ds at Prestemon almost every weekday from 3 - 5 p.m., for the Spring of the 1981 season, also for a B-Squad Girds' Tournament, Saturday, May 2nd. Rejzer was instructed to tell them they could have the fields, and as for the Tournament, we would prefer it a week later to allow a little more time for the fields to dry out, also to inform then which fields will be available to them. REQUESTS FOR FIELDS - COLUMBIA JUNIOR HIGH GIRLS' SOFTBALL Rejzer was instructed to notify the coach, Larry DeNucci, that the Junior High Girls' Softball will be allowed use of Huset Park, #2 and #4 on the dates requested, September 23, 30 and October 14. REQUESTS FOR J.P.M. HALL, GREATER MINNEAPOLIS CHILDBIRTH EDUCATION ASSOC. The Childburth Education Association has requested J.P.Murzyn Hall, 7:30 - 10:00 p.m., June 23 - July 28, and August 11 - September 15. Me]in asked Rejzer to talk to Doug Johnson, see if this is part of the Community Education, if so, does he know they cannot use the Senior High School next year? COLUMBIA HEIGHTS PARK BOARD MEETING (CONTINUED) SEPTEMBER 17, 1980 Page REPORTS PRESTEMON PARK PARKING LOT The rainy weather has delayed the blacktopping, it woutd have been done today had it not rained. · MATHAIRE HOCKEY RINK Rejzer reported the hockey rink is in good shape, will be putting lights back in. There will be steel posts installed around the curbs at Mathaire. KEYES & McKENNA OVERLAY Rejzer reported the overlay completed, they will be replacing the boards. PAINTING OF HOCKEY RINKS Three employees have been painting hockey rink boards, more to be painted when both the weather and the boards dry out. HILLTOP BUILDING The building has been torn down, a trailer will be moved in for a warmin9 house this winter. DISCUSSIONS SULLIVAN LAKE! PARK Concerning LAWCON Grant funding for Sullivan Lake Park, Bocwinski recommended the Park Board to inform City Manager to recommend to the Mayor and City Council that necessary papers and resolutions be sent in. Also, it should be included that $104,000 be for the building. Discussion followed as to using some of the land as lots for homes. There are 7½ acres on one end of the area, of which 4 acres aFe designated for passive park area. Between Midland and 51st Avenue rests 237 feet of passive recreation area. Of this space, what amount will be lot development sites for HRA and what will be development area for the Park Department? Bocwinski explained in the following manner: On the descriptions, separate parcel 9oes all the way to Washington. Abtorney says that property can be sold off. One of the homes is to be moved from the Downtown Development. Bocwinski explained the various ways the land could be subdivided for lots. It would be his recommendation that 97 feet not used in negotiations revert to park property and be used with the rest of the park area. REQUEST TO MAYOR NAWROCKI FOR ARCHERY RANGE A memo is to be sent to Mayor Nawrocki, with a copy to City Manager Bocwinski, explaining we really do not have any 9ood backdrop for this type of activity, and it is not feasible in any of the parks. A reminder will be made that there are excellent facilities available at Columbia Park for this type of activity. ADJOURNMENT Motion by Murzyn, seconded by Melin to adjourn. All ayes, motion carried.
