MEETING
AUGUST 20, 1980
ROLL CALL
Members Present: Bi]] Hoi]om, Mike Farrell, Gordon Sched]e, Walter Logacz,
doAnn Me]in, ]'om Re]zer.
Also Present: Fred Sa]sbury, Public Works Director, Mary do Bernhagen,
Ken Hueser, members of ~Vector'~ band; Doug Steeves, member of the Jaycees;
Sandy Vant, member of the Jaycee Women; Wayne Fisher, Wayne's Protection.
READING OF THE! MINUTES
Motion by Meli'n, seconded by Logacz to accept the minutes as presented in
writing, and that the reading be dispensed with. A]] ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Heli~n, seconded by Logacz to pay all the bills according to their
proper funds. A]] ayes, motion carried.
JAYCEES & JAYCEE WOMEN
Doug Steeves, of the daycees, and Sandy Vant, of the Jaycee Women, were present
to present their offers for park improvement projects. The daycees have offered
their help in removing blacktop underneath some of the playground equipment.
They asked if they could remove it themselves, and then spread 9ravel under-
neath the playground equipment instead. They were advised the Street'Department
would remove the blacktop (starting at Edgemoor Park, and the materials for
the Jaycees would be available of September 6; railroad ties and pea 9ravel)..
Sandy Vant, of the Jaycee Women, representin9 the Jaycee Women, asked for
permission to paint playground equipment at various park locations.
The next project for the Jaycees would be to ask permission to Rut in climbers,
this will be taken care of at another meeting.
"VECTOR'~ BAND REQUEST USE OF BANDSHELL FOR CONCERT
The ~'Vector~ band, represented by Mary Jo Bernhagen and Ken Hueser, requested
use of the bandshel] on a Saturday or Sunday in September. Motion made by
Sche]de, seconded by Melin that we allow them use of the bandshell on Sunday,
September 14, between l:O0 and 6:00 PM, with a $50.00 clean-up deposit. They
wilt need electrical power.
CONGREGATE DINING PROJECT
The revised Memorandum of Understanding regarding the Congregate Dining site
operations at the dohn P. Murzyn Hall was reviewed. Re~zer stated he-had
not had a reply from the City Attorney on it yet. (At this point, Schelde
]eft to attend another meeting.) Ho]]om suggested that Rejzer check the
schedule of events presently scheduled in the ha]] for coming months and
see how many days there would be interference with activities. Murzyn was
opposed to giving out keys as requested in the proposed contract. Logacz
felt the 2-weeks notice should be changed to 1-week. Rejzer is to check on
four items: (t) Keys (2) l-week advance notice (3) Crosscheckin9 our
schedule (4) Talk with Recreat,ion, see if any items they might not have given
us as far as scheduling, i.e., Pre-School, etc., use of the ha]] at times.
Rejzer to send information to Pat Brennan, Coordinator for the Congregate
Dining Project.

WAYNE'S PROTECTION AGENCY
There was some discussion with Wayne and the Park Board regarding possible
supervision of the park security officers by the Police Department. Fisher
stated he had always been in favor of such an arrangement. Sa]sbury stated
that the hiring, fiting, setting up schedules, etc., would still be a
function of the Park Board, but that by a direct supervision with the Police
Department, better cooperation, better services would result. There was a
motion by Murzyn, seconded by Melin, to go ahead with a working arrangement
between Wayne's Protection and the Police Department. Chairman Hollom
suggested that the Police Chief, Wayne's Protection, and possibly a member
of the Park Board meet in the near future.
GET WELL CARDS FROM PARK BOARD TO PARK DEPARTMENT STAFF
Upon being informed that a Park Department employee was ill, JoAnn Me]in
suggested the Park Board send a get well card to hospitalized Park Department
employees. A get well card was sent to Everett Gray.
LA BELLE PARK - EAST PROPERTY LINE
There was discussion on the process of acquiring land on the east embankment
of LaBel]e Park. The possession of the property would allow for better control
in reducing the erosion problems and littering problems that presently exist.
There was a motion by Melin, Seconded by Murzyn, that the Park Board recommend
the City Council to allow for the proper procedures to be taken in order for
the land to be procured. All ayes, motion carried.
RESIGNATION OF MIKE FARRELL
Mike Farrell requested that he be relieved of his duties as a Park Board
member because of the considerable amount of time spent traveling, etc.,
with his work at the present time. Hollom expressed appreciation from the
Board for his dedicated services and thanked him. Farrell is to write
a letter of resignation to the City Council. (Farre]l left the meeting).
Motion by Murzyn, seconded by Melin to get a p'laque or gift of some type
for Mike Farrell.
SODDING
Sodding at the Silver Lake Boat Landing has been completed, the sodding at
Prestemon Park all around the building has also been carried out.
KEYES'PARK
Rejzer reported that he had talked to Mr. Bixler, of the Lions' Club, about
the playground equipment at the Lions' Den. If there is a question of a
safety hazard, Mr. Bixler felt ~t would be all right to take it out.
HUSET PARK TENNIS COURT LIGHTING
Rejzer reported that informal quotations are being obtained from three or
four electrical companies to change the lighting system at Huset Park Tennis
Courts from a coin operated mechanism to a push-button type with a time delay
relay. Informal quotations close August 29.
OVERLAY KEYES & McKENNA HOCKEY RINKS
Rejzer reported the bituminous surfacing would have been done on this day,
(August 20) had it not rained. Work is still scheduled for the fall.

ORDINANCE FOR HUSET PARK BEER & LIQUOR
A copy of the letter from the City Manager regarding City Council action pro-
hibiting beer and intoxicating liquor in Huset Park from 11:30 PM to 8:00 AM
was noted.
UNIVERSITY OF MINNESOTA - SOFTBALL TOURNAMENT
Motion by Murzyn, seconded by Me]in that we deny use of the fields to the
University of Minnesota Women's Intercollegiate Athletics for a softball
tournament on Friday and Saturday, October 3 and 4, 1980, the r~asoo:.bei, ng
the fields will be prepared for soccer. All ayes, motion carried.
ANOKA HENNEPIN INDEPENDENT SCHOOL DISTRICT #11
The letter requesting use of the kitchen and porch area of Murzyn Halt from
7:00 to 9:00 PM, September 24, October 1, 8, 15, 29 and November 12, for a
cooking class for mentally handicapped adults was noted, and is scheduled
at the J.P.M. Hall at the present time.
LIONS' CLUB RtJMMAGE SALE - SEPTEMBER 5 - 19, !980
Motion by Murzyn, seconded by Logacz to grant the Columbia Heights Lions'
Club use of the Jefferson Building at 39th and Jefferson on September 5
through 19 for a rummage sale. All ayes, motion carried.
LIONS" CLUB FIJND RAISER - OCTOBER 24, 1980
Motion by Murzyn, seconded by Logacz, to allow the Columbia Heights Lions'
Club use of the J.P.M. Hall on October 24, 1980, for a fund raiser, in
accordance with rules and regulations. All ayes, motion carried.
COLUMBIA HEIGHTS LEAGUE OF WOMEN VOTERS
Motion by Murzyn, seconded by Melin, to grant use of the J.P.M. Hall on
October 23, 1980, and February :19, 1981, from 7:30 PM to 10:30 PM. All ayes,
motion carried.
MATHAIRE PARK - MAYOR NAWROCKI
A request from a resident to Mayor Nawrocki for a sidewalk from 49th Avenue
past the wading pool to the end of the park property was tabled until the
next meeting. It was recommended that Rejzer check with Mayor Nawrocki, if
this is a written petition or an individual request?
HOCKEY LIGHTS - HUSET PARK
Rejzer reported he is in the process of getting some electrical professional
estimates. Sylvania representative is to give us some information on the
types of lights for this rink.
MATHAIRE PARK HOCKEY RINK
Rejzer reported on the progress of rebuilding the Mathaire hockey rink. Plans
include an eight-foot high screen on the west end; spruce trees to be planted
just beyond the rink to act as a natural light and sound buffer for the next
door neighbor, and for post and cable to be installed around the cul de sac.
SILVER LAKE BEACH/WADING POOLS
Rejzer reported the beach and pools closed Sunday, August 17.

1981 BUDGET
The 1980-1981 Budget was compared. Suggested revision to the Budget were
addressed. The Board will be reviewing the Budget with the Mayor and Council
sometime in mid-September.

Motion by Melin, seconded by Murzyn to grant liquor permits to the following:

Drive, New Brighton; Morris Longerbone, 1494 Gardena Ave., Fridley; Terry
Nathe, 8901 Pascal Ave., New Brighton. All ayes, motion carried.
