MEETING
JUNE 18, 1980
ROLL CALL
Members Present: Mike Farrell, William Hoilom, Walter Logacz, Gordon Schelde,
and Thomas Rejzer
Members Absent: JoAnn Melin, John Murzyn
Also Present: Fred Salsbury, Director of Pubtic Works
READING OF THE MINUTES
Motion by Logacz, seconded by Farre11 to accept the minutes as presented in
writing, and that the reading be dispensed with. All ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Schelde, seconded by Logacz to pay all the bills according to their
proper funds. All ayes, motion carried.
OLD BUSINESS
CONGREGATE DINING PROJECT
The Memorandum of Understanding sent by the Congregate Dining Project was dis-
cussed. It was felt the terms set forth seemed quite demanding~ and brought
out more things than previously discussed. According to our commitment, use
of J. P. Murzyn Hall would be allowed on a trial basis of'one year with the
stipulation that any presently scheduled events or any civic event given a two-
week notice shall take precedence over the Congregate Dining date. The starting
date, insurance, contracts, etc. are still subject to negotiation with the
City Manager, Mayor and City Council. A letter was sent to Col. T. Herbert
Martin, Project Director, on June 9, 1980 stating the above stipulations in
the motion. Another letter will be sent to Col. Martin indicating the presently
scheduled events for the hall.
NEW BUSINESS
PURCHASE OF PARK SIGNS
A price quotation for three park signs--Edgemoor, Hilltop and Sullivan Park has
been received from Park Signs, North Branch, MN at $3]0.00 each plus
delivery. The Board fett that a sign at Edgemoor should have priority, and
be ordered as soon as possible. Rejzer indicated that he will have to receive
more than one quotation before bringing the purchase requisition to the Council.

Motion by Logacz, seconded by Farrell, to grant liquor permits to the following:

REAPPOINTMENT OF WILLIAM HOLLOM TO PARK BOARD
A letter dated June 11, 1980 from Mayor Bruce Nawrocki informing William Hollom
of'his reappointment to the Park Board was read and a note of appreciation from
the members was expressed to him.
THANK-YOU LETTERS FROM U OF M WOMEN'S ATHLETICS
Two letters from the University of Minnesota Women's Intercollegiate Athletics
were noted in which they expressed their sincere appreciation for the time and
effort expended during the recent Regional softball tournament.
REQUEST FOR MCKENNA FIELDS BY CENTRAL JR. HIGH
Motion by Schelde, seconded by Farrell, that we allow Friends of the Columbia
Heights Library use of the J. P. Murzyn Hall for a fund-raising luncheon, from
10:00 A.M. on Thursday, September 25, normal fees waived. All ayes, motion
carried.
DICK'S TOURNAMENT
Motion by Farrell, seconded by Schelde, to allow Dick's Place Softball Team
to hold a softball tournament at Huset Fields' #3, #4, and #5 on June 28 and 29,
all in accordance with Park rules and regulations. All ayes, motion carried.
MINNEAPOLIS ELECTRIC STEEL CASTINGS COMPANY TENNIS TOURNAMENT
Motion by Schelde, seconded by Logacz to allow Minneapolis Electric Steel
Castings Company to hold a tennis tournament at Huset Park on Sunday, July 13,
beginning at 9:00 A.M., in accordance with rules and regulations. All ayes,
motion carried.
USE OF BANDSHELL--BY "LITTLE WING"
Motion by Schelde, seconded by Farrell that the "Little Wing," band be allowed
to use the bandshell at huset on Saturday, July 12, from 2:00 to 6:00 P.M. in
accordance with rules and regulations. The check deposit from their previous
performance will be held for damage and clean-up. All ayes, motion carried.
TOM REJZER--ATTENDANCE AT NATIONAL RECREATION AND PARK PLANNING AND MAINTENANCE
SCHOOL
Motion by Farrell, seconded by Schelde, that Tom Rejzer be allowed to go to
the National Recreation and Park Association Park Planning and Maintenance
School, August 25, 26 and 27, also the new Safety School at Colorado Springs
on August 28 and 29 with a recommendation from the Board to the City Manager
and City Council. Expenses for the School to come out of Code 1210--Travel,
Conferences and Schools. All ayes, motion carried.
CHRISTOPHER TOASTMASTER CLUB
Motion by Schelde, seconded by Farrell, to grant use of J. P. Murzyn Hall for
the Christopher Toastmaster Club on Monday nights at 6:00 P.M., beginning on
September 8, 1980. All ayes, motion carried.
USE OF KEYES PARK FOR AMATEUR PORTABLE RADIO STATION
Use of Keyes Park for an amateur portable radio station on Saturday, June 28
until 6:00 P.M. Sunday, June 29 was granted to Anthony J. Becker, 3638 Pleasant
Avenue South on June 10, 1980, after receiving permission from Park Board
members via the telephone. The letter sent to Mr. Becker was copied and
included in materials sent to the Park Board members.

MCKENNA AND KEYES HOCKEY RINKS
Work is scheduled to begin shortly for removal of col'or coating on the bituminous
surfaces on the McKenna and Keyes hockey rinks. Slama Brothers, Inc., of Waseca,
MN, has the low bid of $2,878.50 to remove the color coating by profilin9.
Hotion by Schelde, seconded' by Farrel], that funds from the budget be made
available to install a 1'~ bituminous overlay following the profiling. This
over]ay can be performed in conjunction with other City bituminous projects to be
completed this summer. All ayes, motion carried.
JAYCEES--4TH OF JULY--USE OF BANDSHELL
Motion by Farrell, seconded by Schelde, to grant the daycees use of the bandshe]l
on July 4, 8:00 - 9:00 P.M. to sell popcorn and pop before the fireworks. All
ayes, motion carried.
PAST-DUE ACCOUNT--BITUMINOUS ROADWAYS, INC.
Tom Rejzer reported that there has been an outstanding account in the amount of
$1,606.84 with Bituminous Roadways, Inc., because of unsatisfactory work on the
new Huset Park tennis court at 39th and Jefferson. The new color coating has
now been completed satisfactorily and the account will be paid.
COMMUNITY SERVICE PROJECTS
Rejzer reported on a number of community service projects performed in the parks
by various community organizations. Both the Lion's Club and Jaycees have
repainted their donated scoreboards in Huset Field #3, and #5, respectively.
The Boy Scouts repainted a sitting area, the east stairway, and the bridge at
LaBelle. Any woodwork that did not get attention will be painted by the seasonal park
employees. The Girl Scouts painted the warming house benches at both Mathaire
and Keyes Parks. The Jaycees donated their time on a Saturday to help retrieve
debris out of the water at LaBelle Park. Alt the organizations did a fine job
and have received letters of thanks.
WAYNE'S PROTECTION AGENCY
Protection of Parks was discussed, a recommendation was made that between now
and "budget time," the number of warning tickets and police calls from the
Columbia Heights City Police be counted. Public Works Director Salsbury asked the
Board if they had any objection to having Wayne being under the supervision of the
Police Department. The Board stated they would have no problem as long as he
would still be performing only Park supervision and related work for the Park.
HELICOPTER AT HUSET AND KEYES PARK
A copy of a letter sent by Robert S. Bocwinski, City Manager, to the Minnesota
State Patrol to send a helicopter to visit Huset and Keyes Park on June 26 and
July 10 was noted.
1981 BUDGET REQUESTS
Discussion was held on the possible projects and developments to take place in
the parks for 1981. Topics of discussion included work on remodeling the restrooms
in J. P. M. Hall, removal of the Hilltop building, development of both Sullivan
Lake and Prestemon Parks and purchases of new equipment. Hollom requested that
the process of obtaining easements along the east side of LaBelle Park be
initiated and to receive a legal opinion from the City Attorney concerning this
matter.

CHANGING OF HOURS FOR BEER AT HUSET PARK
Public Works Director Salsbury asked the Board if they would be opposed to chang-
ing the ordinance for beer drinking at Huset to help eliminate some problems.
Salsbury stated he was approached by the Police Chief on this matter as it would
probably eliminate some problems we may have with beer drinking in the Park.
There was a motion by Schelde, seconded by Farrell, that a recommendation be made
to the Mayor and City Council to reword the ordinance concerning beer in Huset
Park to include, "No Beer Allowed Between the House of 11:30 P.M. and 8:00 A. M.
All ayes, motion carried.
