Suchy and Greg- ory B. Jordan~ Four softbal! players from Columbia Heights Men's recreation League; Three members from Northern Skygliders Preceding the regular meeting, there was a special meeting between the~Park Board members and City Manager Robert S. Bocwinski and Public'Works Director, Fred V. Salsbury. READING OF THE! MINUTES Motion by Melin, seconded by Schetde to accept the minutes as presented in ~writing. All ayes, motion carried. PAYMENT OF THE! BILLS Motion by Schelde, seconded by Melin to pay a'll the biils according to their proper funds. All ayes, motion carried. OLD BUSINESS FINAL REVIEW OF BRAUER & ASSOCIATES PARK PROPOSALS Prestemon Par~:L-The proposed master plan was reviewed and discussed. Mention was made that the parking tot will be i~nstalled this year as part of the City b]acktop bid. Approval by motion was made at last month's meeting', the Board makes no change on that motion. Sullivan Lake Park--The proposed master plan was reviewed and discussed. The changes requested during the previous review were noted. The restroom and storage facilities are made adjacegt to the Sewer and WateE building and the picn.ic shelter' positioned adjacent to the building. The. main vehicle entrance will lay where the present vehiCle roadway is located. A motion was approved ~at last month's meeting on the concept. The Board made no changes on that motion. The Board was a]so informed that work has beg. un on installation, of a water line from the. City water system and a water line to pump water out of the lake for irrigation purposes. Applications for LAWCON funding have also been turned in to the proper state agencies. Huset Park--The proposed master plan was reviewed and discussed. The modifi~ cations for the west side of Jefferson Street were of concern to Me]in. ghe expressed her concern that if the fences were ~oved to regulation men's ~is- tance,: the fields will eventually becdm'e unavailable to women's'teams. A motion was made by Schelde, seconded by Logacz, to accept, the modifications to the west side of Huset Park. ROLL VOTE: kogacz, Murzyn, Schelde, Hollom-- aye. 'Melin--ctay. Motion passes. This motion is-slightly different (use of Huset #3) thar~ the motion proposed at last month's'meeting. The modification for the east side of Jefferson was discussed and agreed upon providing.an are~ for a lighted soccer/football field and providing one more regulation sof:tbal] field.- The motion on this matteF was provided at last month's Board meeting. Columbia Heights Park Board Meeting May 21, 1980 2 PRIVACY'FENCE--4025 STINSON BLVD. N.E. Rejzer provided pictures of the location and prices for various types and sizes of fences that could be p~ovided for this ~re~. Prices ranged from $1~,O00-$1,400. Discussion followed. M0tion by Schelde, seconded by Logacz, that the request for the Park Board to provide and install fencing be denied on the basis that it has not been Park Board policy to do so in the past. All ayes', motion carried. JPM HALL--ESTIMATE ON WOMEN'S RESTROOM Rejzer provided the Board with an estimate on improving the women's restroom to comply with building standards for the handicapped. The estimate was approxi- ma.t~ly $3,000... The.Boa~sug§e~ed that quotations be requested for the necessary improvements and that they be provided for in the 1981 budget. MCKENNA & KEYES HOCKEY RINKS' Informal~quotations were taken for services to remove the color coating on the bituminous surfaces on the McKenna & Keyes hockey rinks. Slama Brothers, Inc. of Waseca, MN had the low bid of $2,878~50 to remove the color coating by profiling. Motion by Melin, seconded by Schelde, that the Board request the City Manager to recommend to ~he Mayor and City Council to accept the low quotation of Slama Brothers, Inc. to remove the color coating at the McKenna and Keyes hockey rinks. All ayes, motion carried. LETTERS AND REQUESTS LIQUOR PERMITS Motion by Melin, seconded by Murzyn to grant liquor permits to the following: Ann Burkowski, 1231 Monroe St. N.E.; Gerald P. McNeil, 4516 Oregon Ave. No, New Hope; John G. Martin, 4101 Quincy N.E.~ Orrie Bell, 525 - 38th Ave. N.E.; Jack Bartlett, 1300 Lincoln Terrace; Sue Hagen, 5401 Madison St. N.E.; Thomas Weiss, 3350 Colfax No.; Imogene Marquette, 3050 Old Highway 8; Annah M. Gaona (Anoka Co. Assn. of Hearing Impaired, 2917 108th Lane'N.W., Coon Rapids; Mr. & Mrs. Leo H. Lentsch, 250 Dawn Ave. St. Paul; Greg C. Mihock, 7427 10th Ave. So.; Everett Gray, 1419 Parkview Lane; Wayne Fisher, 8321 Pierce St. N.E.; David Olson, 5146 7th St. N.E.; Mark Wild, 1678 Lydia Avenue, Roseville; Sebe Heintz, 503 Mill Street N.E. All in favor. Melin suggested next time to list the dates of the request on the Liquor permit List. USE OF LA BELLE PARK--WEDDING, SUSAN M. SUCHY AND GUY B. JORDAN Susan M. Suchy and Gregory B. Jordan were present to accompany their written request to have their wedding ceremony in LaBelle Park. Motion by Schelde, seconded by Logacz to allow the use of LaBelle Park for their wedding ceremony on September 6, 1980. All ayes, motion carried. USE OF HUSET PARK BANDSHELL--ST. MATTHEW'S CHURCH Motion by Murzyn, seconded by Schel.de, to grant St. Matthew's Lutheran Church the use of Huset Park bandshell for a special outdoor worship service on Sunday, September 28, 1980 followed by a potluck picnic. In case of inclement weather they may use J. P. M. Hall with rental fees waived. All ayes, motion carried. Columbia 'Heights Park Board Meeting May 21, t280 CONGREGATE DINING PROJECT Rejzer reported that another le%ter was received letting us know that the Congregate Dining Project is still interested in using J. P. M. Halloas a project site. WAYNE PROTECTION AGENCY Discus;sion was held on the question of W~yne's request for payment for court. time. The City Council i's requesting more information on the matter. Motion by Logacz, seconded by Schelde, that further information be given to the' Council and Chat payment for his time become effective upon passage by the City Council.. All ayes, motion carried. COLUMBIA HEIGHTS V.F.W. POST #230 Motion by Murzyn, seconded by Melin, to grant the use Of J. P. M. Hall to the F.F.W. Post 3230~for their Installation of Officers on May 1~ 1981 from 5 P.M.-. 10 P.M. All ayes, motion carried. ~, Motion by Schelde, seconded by Melin, to deny th~ request of V.F.W. P6st #230 to use J. P. M. Hall for their 50th Anniversary because 'the request ls con- trary to the Park Board policy to sell alcoholic beverages. All ayes, motion carried. KAREN'S SCHOOl. OF DANCE Motion by Schetde, seconded by Murzyn, to grant the' use of J. P. M. Hall to Karen's School of Dance for a small party for her-dancigg students on Wednesday, June 4, 198© from 6 P.M. - 9 P.M. Fee of $35.00 t° be charged. All ayes, motion carried. HANG GLIDERS--.KEyES pARK Three members of the Northern Skygliders,were.present to ask per~'ission to use Keyes Park hiilt for amateur hang gliding. The Board stated it would be per- missib]e to use the hill so long as it d-id not interfere with any scheduled RecreationS.Department events or softball tournaments.. ~The group indicated that they do have iliability insurance through the H~ng Gliding Association. HOE'S GYM Motion by Mu.r::yn, seconded by Melin to grant "Hoe's Gym," the Use of J. P. M. Hall on June ill, 1980 from 5 P.M. - 8 P.M. for their Annual Father & Son's Awards Banquet. Fees to be waived. All ayes, motion carried.' USE OF BANDSHELL--'BY "LITTLE WING'~' Motion:by Melin, seconded by Schelde, to grant use of the Huset Park bandshell to the "Little Wing~,"band for.a concert~.on.',June 7, 1980 from 2 P.M. until 6 P.M. $50.00 damage deposit is required. All ayes, motion carried. COLUMBIA HEIGHTS WOMEN'S FAST PITCH SOFTBALL TOURNAMENT Motion by Schelde, seconded by Melin, to grant the use of fields at Huset Park for a tournament on July 12 &'13, 1980, all in accordance with the POLICY FOR SOFTBALL TOURNAMENTS ON PUBLIC PARK PROPERTY. alt ayes, motion carried. REPORTS KEYES 'PARK PLAYGROUND Rejzer informed the Board of the letter submitted by the City Insurance Company on the safety of the ~Astro City" play equipment at Keyes Park. The Board suggested Rejzer to get cost estimates on new parts and repairs. Columbia He|ghts Park Board Meeting May 21, 1980 4 LABELLE PARK HiLL Public Works Director Saisbury asked the Board on their feelings about request- ing the Soil COnservation Service for,~grant monies to help curb erosion on the LaBelle Park hill. The Board indicated it was interested in any positive control of that area. MEN'S RECREATION SOFTBALL LEAGUE Rejzer reported to the Board on the number of complaints being phoned in about ball players not using the restroom facilities available. Also, there has been a lot of littering of the parks, and parking lots with beer cans, bottles and paper. Rejzer stated he sent a memo to Linda Hansen, Recreation Director, about the prob'lem and'requested that she inform the managers and teams to use the facilities and trash receptacles provided.
