MEETING
APRIL 23,'1980
ROLL CALL
Members Present: Chai. rman William Hollom, Mike Farrell, Walter Logacz,
John Murzyn, doAnn Melin, Gordon Schelde, and Tom Rejzer.

READING.OF THE MINUTES
Motion by Melin, seconded ~y Schelde, to accept the minutes of March 19,
1980 as presented in writing and that the reading be dispensed with. All
ayes, motion carried.
PAYMENT OF THE B'ILLS
Motion by Schelde, seconded by Logacz, to pay all'the,bills according to
their proper funds, as noted. All ayes, motion carried.
CONGREGATE DINING PROJECT
Pat Brennan, Expedito~ for the Community. Action Agency, of Anoka County,
and Helen Ashford, 3813 Hayes St. N.E., were present to reiterate the use
of J.'P. Murzyn Hail. for a Congregate Dining Project side. Discussion was
held on the accessibility of the facility and 'the problems the women's
restroom presents.
The Board stated that a commitment has been pre~iously made to Congregate
Dining and it will. stand~ on that commitment. The final say on the project
still is subject tO the City Manager, the Mayor and City Council with Park
Board approval. Motion by Murzyn, seconded by Melin, to receive some
~uotations'~ on fixing the women's restroom. All ayes, motion carried.
PRIVACY FENCEZ-SILVER LAKE BOAT LANDING
Mrs. Joseph Gallus, 4025 Stinson N.E., was present to request a 6' high fence
between her property and the Sliver Lake Boat Landing. The fence would be
approximately 100 feet in 1, ength running along the property line from the
backyard up to the street.
The Board recommended Rejzer to get information on the cost involved, poli-
cies of ~he past and a recommendation. Mrs. Gallus will be notified fol-
lowing investigation into the matter.
PROPOSED PARK DEVELOPMENTS OF BRAUER & ASSOCIATES
Prestemon Park--Motion by Melin, seconded by Logacz, to accept the site plan
of Prestemon Park as drawn up bY Brauer and Associates. All ayes, motion
carried.
Sullivan Lake Park Development--The preliminary master Rlan of Sullivan Lake
Park as drawn up by Brauer and Associates was presented and discussed. Of
concern was the location of the park building, parking lot and pathways. The
park building in its present proposed site would be all around more costly
than if placed in conjunction with the lif~ station. The parking lot would
then have to be modified to a different~location. The proposed pathway
entrances off of Central Ave. and east of St. Timothy's Church will have to
be deleted° Motion by Logacz, seconded by Murzyn to accept the preliminary
plans of Sullivan Lake Park as drawn up by Brauer and Associates to include
the afore-mentioned modifications. Ail ayes, motion carried.
(At this time Schelde left to attend another meeting.)
Columbia Heights Park Board Meeting
Apri 1 23, 1980
Huset Park Redevelopment--The preliminary master plan for the redevelopment-
of Huset Park was presented and discussed. There was much concern for the
overall costs and necessity for the various facilities. Motion by Melin,
seconded by Farrell, that in Huset Park, on the east side of Jefferson St.
a football-soccer field be placed to the east of field #5, a softball field
be placed in the southeast corner and that the rest of the present facilities
be left as it is. ROLL VOTE: Murzyn-No; Logacz-No; Farre.ll~-yes;.:Melin~Yes;
Hellem~Yes; Schelde-Absent. Motion passes 3-2.
Motion by Farrell, seconded by Melin, that in Huset Park, on the west side
of Jefferson St., fields #1, #3 and #4 remain as they are and that light
standards be installed to adequately light a football-soccer field located
. in the outfield area of field #1. All ayes, motion carried.
WAYNE'S PROTECTION AGENCY
Wayne Fisher, Wayne's Protection Agency, requested if he could receive payment
for his court time. Whenever Wayne makes a citizen's arrest, he has to
appear in court or else the case is thrown out.
Motion by Farrell, seconded by Melin, to recommend to the City Council that
additional funding be provided to'cover the cost of court appearances by
our hired park police. All ayes, motion carried.
LIQUOR PERMITS
Motion by Murzyn, seconded by Farrell, to grant liquor permits to the following:
Theresa Perrin, 8108 Zane Ave. No.; Sandy Ramsey, 7527 Sunkist Blvd., Brooklyn
Park; Jeff Bartz, 3646 McKinley St. N.E.;-Julia Matuska, 3743 Newton Ave. No.;
Darryl Kowalski, 5330 7th St. N.E.; John Lyons, 10235 Pierce Pl. N.E.;
Harold Schafer, 3969 - 5th St. 'N.E. All ayes, motion carried.
EASTSIDE yMcA REQUEST FOR FIELDS
Motion by Melin, seconded by Farrell, to allow the Eastside branch YMCA the
use of Prestemon and Keyes fields on Friday nights, May 9, 16 and 30;
June 6, 13, 20 and 27; July. 11, 18 and 25; August 1 and 8. AI~ ayes, motion
carried.
K-MART REQUEST FOR FIELDS
Motion 'by Farrell, seconded by Melin, to allow the K-Mart Softball Team the
use of Huset. Park #3 for their games on Sunday nights at 7:00 P.M. All ayes,
motion carried.
REQUEST FOR FIELDS BY ICC
Motion by Melin, seconded by Murzyn, to allow Immaculate Conception Schoo!
the use of Huset Park fields for their scheduled spPing games. All ayes,
motion carried.
TOPS CLUB, INC.
Motion by Melin, seconded by Murzyn, that the request for Che use of J. P.
M~r~yn Hall by two chapters of TOPS (Take Off Pounds Sensibly) be denied
due to the lack of space and open time available in the building. All ayes,
motion Carried.

HEIGHTS BOOSTERS GIRLS' FAST-PITCH SOFTBALL
Motion by Mel'in, seconded by Logacz, to allow the Columbia Heights Girls'
Fast-Pitch Softbatl Team the use of Huset #3 on Friday nights from 6:30-
IO:OOP.M., starting on May 30 and until August 1. All ayes, motion carried.
ADJOURNMENT
Motion by Murzyn, seconded by Meiin, that the meeting be.adjourned.
ayes, motion, carried. Meeting adjourned at 9:30 P.M.
The next regular scheduled meeting will be May 21, 1980.
