MEETING
MARCH 19, 1980
Meeting called to order by Chairman William Hollom.
ROLL CALL
Members Present: Tom Rejzer, John Murzyn, doAnn Melin, William Hollom,
Walter Logacz, Mike Farrell and Gordon Schelde.
Also Present: Paul Fjare, George Watson and Paul Schrooten of Brauer
& Assoc.
READING OF TilE MINUTES
Motion by Me]in, seconded by Murzyn to accept the minutes as presented
in writing. All ayes, Motion carried.
PAYMENT OF THE BILLS
Motion by Melin, seconded by Murzyn to pay all the bills according to
their proper funds with the correction that "Postal inspections Services"
be changed to read "Tennis Inspection Services.'" All ayes, motion
carried.
OLD BUSINESS
COLUMBIA HEIGHTS HOCKEY ASSOCIATION
Hotion by Schelde, seconded by Farreii, to waive the fees for the softball
tournament sponsored by Leroy Sibell now that it has the approval of the CHHA.
All ayes, motion carried.
Congregate Dining Project
The letter from Carol Kapsen, Assistant Project Director for the Congregate
Dining Project, was noted with the mention that this project will probably
not involve Murzyn Hall, but could be included in a Community Services
package when one of the schools close in 1981.
WAYNE PROTECTION AGENCY, INC.
A letter from Wayne Protection Agency with a cost breakdown of expenses was
reviewed. Motion by Farrell, seconded by Schelde, to request the City
Manager to recommend to the City Council that Wayne Protection Agency have
their hourly wage rate increased to $10.O0 an hour effective 4/1/80. All
ayes, motion carried. Discussion was also held on the procedure for
.Wayne to submit any salary requests. The Board proposed that any increases
the following year be submitted annually by June, so they may be reviewed
with the City Council when the annual budget is being presented.
NEW BUS~NESS
BRAUER & ASSOCIATES
Mr. Paul Fjare, Mr. George Watson and Mr. Paul Schrooten, from Brauer &
Associates, were present to show the Board their concepts and drawings as
to Sullivan Park, Huset Park and Prestemon Park. Discussion was held on
ali three presentations with the Board proposing to review the concepts
as presented and to bring back their discussion to Brauer at a later date.

LIQUOR PERMITS (.CONTINUED)
Schelde noted the number of requests that are from outside Columbia Heights
and stated that requests should, be restricted to Columbia Heights' residents.
Discussion on the matter followed.
Discussion was also addressed to the matter of discounts to Park Department
employees for the ~se of Murzyn Hall. Farrell recommended that Rejzer get
an opinion from the City Attorney as to the subjects of precedence and policy.
COLUMBIA HEIGHTS FIREFIGHTER'S LADLES AUXILIARY
Motion by Murzyn, seconded by Logacz, to allow the Columbia Heights Firefighter's
Ladies Auxiliary the use of Murzyn Hall for their Christmas party on Sunday,
December 7, from 12-6 P.M. All ayes, motion carried.
COLUMBIA HEIGHTS JAYCEE WOMEN
Motion by Logacz, seconded by Melin, to allow the Columbia Heights Jaycee
Women the use of Murzyn Hall for their "Next. to. New Sale," on Thursday, May ],
from 7 A.M. to 6 P.M. and to be allowed to set up on Wednesday, April 30 from
7:30 - l0 P.M. All ayes, motion carried.
BROWNIE TROOP 326
Motion by Farrel], seconded by Logacz, to allow Brownie Troop 326 the use of
Murzyn Hall on Wednesday, May 14, from 5:30 P.M.-8:30 P.M. for thei.r Fly-Up
Ceremony. Also to allow Troop 326 the use of Murzyn Hall on June 15, in the
case of inclement weather for their Second Annua] Father/Daughter Picnic to
be held in Huset Park. All ayes, motion carried.
ARROWFAST SOFTBALL TOURNAMENT
Motion by Schelde, seconded by Melin, to allow theuse of fields by the
Arrowfast softball team for their softba]l torunament July 26 and 27, all in
accordance with the POLICY FOR SOFTBALL TOURNAMENTS ON PUBLIC PARK FACILITIES.
All ayes, motion carried.
DICK'S PLACE SOFTBALL TOURNAMENT
Motion by Logacz, seconded by Murzyn, to a]low the use of fields by the Dick's
Place softbai] team for their softba]l tournament May 2, 3, & 4, all in accord-
ance with the POLICY FOR SOFTBALL TOURNAMENTS ON PUBLIC PARK FACILITIES. Al1
ayes, motion carried.
LION'S CLUB CONCESSIONS SALE
Motion by Melin, seconded by Murzyn, to allow the Lion's Club to sell conces-
sions at the AIAW Region 6 softball championships May 8-10, 1980, at Huset
#3, sponsored by University of Minnesota Women's Athletic Department. The
license fee.to be waived. All ayes, motion carried. Rejzer noted that
there wi]l be no beer sales since this is a University of Minnesota sponsored
event and their statutes prohibit the sale of alcoholic beverages at sponsored
functions.
SHARP SHOP SOFTBALL TOURNAMENT
Motion by Farreil, seconded by Schelde to allow the use of fields by the Sharp
Shop softball team for their softball tournament June 6,7 & 8, all in accord-
ance with the POLICY FOR SOFTBALL TOURNAMENTS ON PUBLIC PARK FACILITIES. A11
ayes, motion carried.
COMMUNITY WOMEN'S CLUB
Motion by Logacz, seconded by Melin to allow the Community Women's Club the
use of Murzyn Hall on Saturday, November 1, for their boutique sale and
breakfast, and to be a]lowed to set up on Friday evening, October 31. All
ayes, motion carried.

REPORTS
BALLFIELD PERMITS
Rejzer reported to the Board that with the large number of softball teams
participating in 1980 as compared to our limited amount of fields it has been
necessary to devise a new field reservation plan for the upcoming season.
Rejzer showed the Board the new regulations and schedule board to be used
this yea'r.
ORGANIZATIONAL PROJECTS
Rejzer reported to the Board that he has negotiated projects with three
community organizations. The Boy Scouts wilt be doing some staining on the
woodwork in the LaBelte Park plaza area. The Girt Scouts will be painting
benches that are used in warming houses during the skati, ng season. The
Jaycees will be getting ihvo~ved with the construction of two wooden play-
ground structures that were purchased in 1979.
SOUTHWEST PARK ORGANIZATION
Farrell reported that the SoUthwest Park Organization has $95.00 they would
like to donate toward Southwest Park.
