ROLL CALL Members Present: JoAnn Melin, William Hollom, Michael Farrel$, John Murzyn, Walter Logacz, Gordon Schelde and Thomas Rejzer Members Absent: None Also Present: Fred Salsbury, Public Works Director READING OF THE M][NUTES Motion by Melin, seconded by Farrell to accept the minutes as presented in writing and that the reading be dispensed with.. All ayes, motion carried. PAYMENT OF THE BZLLS Motion by Farreli!, seconded by MurZyn to pay all the bills according to their proper funds. All ayes, motion carried. INTRODUCTION OF MR. FRED SALSBURY The Board would like to welcome Mr. Fred Salsbury, the new Public Works Director, to the City of Columbia Heights. APPLICATION FORMS - RULES AND REGULATIONS FOR JOHN P. MURZYN HALL Motion by Murzyn,. seconded by Melin to accept all the revised rules, regulations and rental rates as presented in writing and that the policies go into effect as soon as possible for the renting of John P. Murzyn Hall. All ayes, motion carried. PARK DEVELOPMENT Rejzer suggested that the Board should look into having a professional landscape architect develop master plans for both Sullivan Lake and Huset Parks and for the area immediately adjacent to the new building in Prestemon Park. This would provide the Board with a guideline to follow for future development. Motion by Melin, seconded by Murzyn to have Rejzer compile a letter to be sent to the City Manager and the City Council requesting that up to $5,000.00 be spent for pro- fessional services by a landscape architect. All ayes, motion carried. 1980 BUDGET Rejzer reported that the 1980 budget was approved as presented except for the hiring of one extra man as a regular employee. 1979 MRPA RETIREE AWARD Rejzer presented John P. Murzyn with a plaque from MRPA in recognition of 40 years of service to the City of Columbia Heights. SKATING RINKS AN[) WARMING HOUSE ATTENDAN~ Rejzer reported that the target date for the opening of skating rinks is December 22, ].979, and that the Recreation Department has been notified by letter of that date. Rejzer also stated that all applications for warming house attendants are in and that assigning them to the various houses is presently in progress. Beginning January 1, t980, attendant s~l~ry r~tes will be set at $2.90/hr. - skating rinks Only, $3.10/skating and hockey rinks and $3.25/hr. at Gauvitte Park. After some discussion a motion by Murzyn, seconded by Logacz to close the warming houses on New Years Day. Roll Call: Murzyn aye, Melin aye, Logacz aye, Hollom aye, Schelde naye. JOHN P. MURZYN HALL - CEILING On Sunday, December 2, 1979 a section of ceiling tiles in the main hall of John P. Murzyn Hall collapsed onto the stage and floor immediately following a Lion's Club gathering. The problem is due to the poor method by which the metal tile guides are anchored. Repair work to check all guides and properly anclor them will be done as soon as possible. The Board expressed its concern that the repairs be done promptly so as to not present any possible hazards to renters of the hall. LIQUOR PERMITS Motion by Murzyn, seconded by Melin to grant liquor permits to the following: Gary Anderson, 413 Rice Creek Blvd. for March 28, 1980, George Zurbey, 3820 Tyler St. N.E. on October 18, 1980, Lori Jadodzinski, 966 43½ Ave. N.E. on August 16, 1980 and Paul Adamski, 4105 2nd St. N.E. on January 6, 1980 pending proper liability insurance. All ayes, motion carried. GARY PETERSON OF THE COLUMBIA HEIGHTS HOCKEY ASSOCIATION FOR TROPHY CASE Rejzer informed the board of Mr. Petersons request to install a new trophy case in John P. Murzyn Hall to display trophys earned by Col- umbia Heights hockey teams. After some discussion the Board expressed its interest and approval and would like to look into t~is matter further so that a mutually agreeable location can be determined. JAYCEES REQUEST JOHN P. MURZYN HALL FOR WINTER SOCIAL Motion by Melin, seconded by Schelde to grant the use of John P. Murzyn Hall to the Columbia Heights Jaycees for their District 2 Social, all fees waived, on January 11, 1980. All ayes, motion carried. COLUMBIA HEIGHTS HIGH SCHOOL REQUEST FOR.PRACTICE FIELDS Motion by Melin, seconded by Murzyn to grant the use of Keyes and Mathaire Parks tome Columbia Heights Girls Softball Team for their practices. All ayes, motion carried. DISTRICT 2 CAMP FIRE GIRLS Motion by Murzyn, seconded by Melin to grant the use of John P. Murzyn Hall to the District 2 Camp Fire Girls on April 23, 1980 for their Day Camp Training Class. All ayes, motion carried. ROBERT ARTH REQUEST FOR USE OF KEYES WARMING HOUSE Motion by Melin, seconded by Schelde to deny the request of reserving Keyes Park Warming House. All ayes, motion carried. A letter was written to Mr. Robert Arth stating that although we do not not have a policy for reserving warming houses, we do welcome his group to use the facility as presented. Muryzn Hall to the Columbia Heights Comets on their requested dates for their meetings. All ayes, motion carried. ADJOURNMENT Motion by Schelde, seconded by Logacz to adjourn.
