MINUTES
APRIL 18, 1979
Meeting called to order by Chairman John Rak.
ROLL CALL
Members Present:
John Rak, Micheal Farrell, Walter Logacz, Gordon Schelde, JoAnn
Melin, William Hollom, John Murzyn and Thomas Rejzer.
Members Absent: None
Also Present: Mr. Mike Hall, Representative from Eastside YMCA and Representative
from Columbia Heights K-Mart.
READING OF THE MINUTES
Motion by Hollom, seconded by Farrell that the minutes of March 21, 1979 be
accepted as presented in writng and that the reading be dispensed with. All-ayes,
motion carried.
PAYMENT OF BILLS
Motion by Farrell, seconded by Logacz to pay all bills as presented in writing
from their proper funds. All ayes, motion carried.
REQUEST FOR FIELDS FROM EASTSIDE YMCA
Mr. Hall was present as a representative, from the Eastside YMCA to request the use
of 4 softball fields for softball games. Motion by Melin, seconded by Hollom to
approve the use of Prestemon and Keyes Park softball fields on Friday nights to
the Eastside YMCA as long as they do not interfere with any Recreation games.
Murzyn to inform them of any possible conflicts upon receiving league~game schedules
from the Recreation Department. Ail ayes, motion carried.
K-MART REQUEST FOR FIELDS
Motion by Farrell, seconded by Logacz that the Park Board grant the use of Huset
field #3 on Sunday nights at 6:30 p.m. to the Columbia Heights K-Mart for their
softball games. All ayes, motion carried.
PARK SHELTER BIDS
Murzyn presented the informal quotations received for the Park Shelter to be
constructed at Huset Park picnic grounds. Motion by Logacz, seconded by Melin to
recommend to the City Manager the bid of Be!son Mfg. Company in the amount of
$4,809.75 for a Park Shelter Building. Ail ayes, motion carried.
PLAYGROUND STRUCTURES
Murzyn presented the informal quotations received for Playground Structures.
Motion by Hollom, seconded by Melin to recommend to the City Manager to accept
the bid of Landscape Structures in the amount of $6~725.00 for Playground
Structures. All ayes, motion carried.

WAGE ADJUS~_~ENT-WAYNE~ S PROTECTION AGENCY
Murzyn reported that the City Council approved the increase in the hourly wage paid
to Wayne's Proteotion Agency from $7.00/hour to $8.00/hour to be retroactive as of
January 1, 1979.
LETTER FROM CITY_ ATTORNEY - RE - W~2YNE~S PROTECTION AGENCY
Letter from City Attorney in regards to letting out bids for protection service was
read and filed. The City Attorney recommended to the City Manager that bids not
be called for.
LIQUOR PEB~S
Motion by Farrell, seconded by Hollom to grant liquor' permits to the following
reservations pending proper liability insurance: Mas. Betty Wilson 6027 Girard
Avenue North on Saturday, April 19, 1979 and Salvatore Iaquinto 4353 4th Street
N.E. on January 5, 1980. All ayes, motion carried.
LETTERS AND REQU~BTS
Motion by Melin, seconded by Farrell to grant the use of the Field House to the
Columbia Heights League of Women Voters for their annual Spring Luncheon on June
7, 1979 form 9~00 a.m. to 4:00 p.m. 1All ayes, motion carried.
Letter from Mr. LeRoy Sib~T~l requesting Huset Park for a softball tournament on
July 21 & 22, 1979 to defray expenses for the Columbia Heights Traveling B-Pee-Wee~s
was read. The Park Board stated that in order for the Board to grant this request
with all fees wadved, the request would have to come from the Columbia Heights
Hockey Association. It was suggested that Murzyn notify Mr. Sibell of this matter
and that the req~!est be tabled with the fields requested to be held.
Motion by Farreld~, seconded by Hollom to approve the Columbia Heights Recreation
Commission's request to hold a softball tournament on July 14 & 15, 1979 at Huset
fields #4 & 5, I~'estemon Park abd Keyes Park with all rental fees waived except
the damage deposit must be provided. All ayes, motion carried.
Motion by Logacz~ seconded by Hollom to allow the Columbia Heights V~ Post 230
the use of the Field House on May 4, 1979 and May 2, 1980 for their annual
Installation of Officers. All ayes, motion carried.
Motion by Melin, seconded by Schelde to allow the Columbia Heights Sunbirds the
use of Huset Park field #3 on Friday nights for softball practices. All ayes,
motion carried.
Motion by Hollom, seconded by Melin to allow the Columbia Heights Sunbirds the use
of Huset Park fields #3 & #5 for a softball tournament on July 7 & 8~ 1979 in
accordance with the rules and regulations and fees set forth in the policy for
softball tournaments. All ayes, motion carried°
Motion by Melin, seconded by Hotlom to grant the use of the Field House to the
City of Columbia Heights on June 1, 1979 for the John Murzyn Appreciation Night.
Rental fees to be waived. All ayes, motion carried.

Motion by Farrell, seconded by Melin in a telephone roll call to allow Sharp Shop
the use of Huset Park fields for a softball tournament on June 1, 2 & 3, 1979, in
accordance to the rules and regulations and fees set forth in the policy for
softball tournaments. All ayes, motion carried.
Motion by Farrell, seconded by Melin in a telephone roll call to allow Tasty Pizza
the use of Huset Park fields for a softball tournament on May 4, 5 & 6, 1979 in
accordance to the rules and regulations and fees set forth in the policy for
softball tournaments. All ayes,, motion carried.
PREST~MON PARK BUILDING
Murzyn reported that the Prestemon Park Buildim~ is being constructed in good
progress.
