Meeting called to order by Chairman Pro-tern William Hollom.
ROLL CALL

Also Present: Wayne Fisher, Wayne's Protection Agency.
READING OF THE M~UTES
Motion by Melin, ~seconded by ScheIde that the ~minutes of February 21, 1979 be accepted
as presented in ~iting and that the reading be dispensed with. All ayes, motion
carried.
PAYMENT OF BILLS
Motion by Farrell,

BID FOR STEEL PO~iES
Motion by Melin, ~seconded by Farrell to ratify the roll call of the Board members in
awarding the low bid for Ste~l Standard Light Poles to Northland Electric Supply Co.
in the amount of $1,701.00. All ayes, motion carried.
BID FOR FENCING G? PRESTEMON PARK SOFTBALL FIELD
Motion by Farrel!, seconded by Meiin to ratify the roll call of the Board members in
awarding the low bid for the installation of fencing at Prestemon Park to U.S. Streel
Supply Division in the amount of $3,189.00. All ayes, motion carried.
BID FOR ROTAEY MOWER
Motion by Logacz, seconded by Farrell to recommend to the City Council that Minnesota
Toro be awarded the bid for the purchase of a 72" Rotary Mower in the amount of
$6,100.00. All ayes, motion carried.
BEER LICENSE
Motion by Melin2 seconded by Logacz to ratify the roll call of the Board ~embers that
the term "event" l~ defined as no more than five (5) consecutive days as it pertains
to the purchase of a City Beer License in accordance with City Resolution. Ail ayes,
motion carried.
PARK PATROLLING
Discussion was held on the matter of writing up specifications and to go out on bid
for the type of service that WaynS's Protection Agency now provides. Murzyn and
Rejzer explained to the Board the feelings of the City Nanager, Police Chief and City
Attorney. They also explained that no direction has been reported to the~_ so the
situation is sti~4 in question. Discussion was also held on the expenditures charged
to the Park Board by Wayne's Protection Agency.
Motion by Melin, seconded by Schelde to recommend to'the City Manager and City Council,
an'increase in the hourly wage paid to Wayne's Protection Agency fro~ $7.00/hour to
$8.00/hour to be retroactive from January 1, 1979. All ayes, motion carried.
PARK PATROLLING CONT.
Motion by Farrell, seconded by Melin to recommend to the City Manager and City Council
to advertise for bids for the purchase of a 2-way portable radio system for park
patrolling and that monies be appropriated by the Counc.~.ml for. this expenditure,
also to include that the hourly wage be increased from $8.00/hour to $10. O0/hour
to help defray the expense of having a person ~rk the base station during the
alter evening patrol hours,' to be acted upon by May 15, 1979. Ail ayes, motion
carried.
RECREATION COMMISSION OFFICE FACILITIEE
~m~rzyn and Rejzer reported on the Park Staff opinion to the alternatives proposed
by the Recreation Commission. Discussion was held on the Board's position and
its degree of involvement concerning this project. It is the feeling of the Board
that if ca. lled upon by the City Council, it will assist in finding space for the
Recreation Department providing that the Park Department Staff is not moved from
it s present location.
LETTERS AND REQUESTS
Motion by Farrell, seconded by Melin to grant the use of the Field House, porch and
kitchen to the Columbia Heights Fire Department for their annual meeting on December
14, 1979. Ail ayes, motion carried.
LETTER OF APPRECIATION FROM CENTRAL JUNIOR HIGN
A letter of appreciation from Ns. Barbara Zakrajsek, Assistant Principle, concerning
the fine Job the Park Department performed on the Central Junior High hockey rink
this past season, was read and filed.
COLUMBIA HEIGHTS BASEBALL TEAM
Motion by Farrell, seconded by Rak to allow the Columbia Heights Baseball Team,
as requested by Gary De¥~rs, the use of Huset field #1 for an exhibition game
on June 23, 197~ and any other requested dates that would be available. Ail ayes,
motion carried.
ARROWFAST PRINTING SOFTBALL TOURNAMENT
Motion by Rak, seconded by Logacz to allow Arrowfast Printing the use of Huset
fields #4 & #5 for their softball tour~ment on July 28 & 29, 1979, to be in
accordance with the proper fees and expenses as stated in Park Board policy.
Ail ayes, motion carried.
REd,SD ~._~,~E~T - ANN THIEL
Motion by Farrell, seconded by Melin to retain $10.00 and refund $25.00 to Ann Thiel
632 Taylor Street, Minneapolis, MN 55413, due to the cancelation of her Field
House reservation of March 25, 1979, all in accordance with Park Board policy.
Ail ayes, motion carried.
LIQUOR PERMITS
Motion by Farrell, seconded by Eeltn to grant liquor permits to the following
pending proper liability insurance: William Palmer ~141 7th Street N.E. on April
26, 1980 and Vickie Garin 530 Summit N.E. on May 25, 1979. All ayes, motion carried.
INFORMAL QUOTATIONS ON PARK SHELTER
M~rzyn reported that informal quotations will be asked for in regards to a park
shelter to be located in the Huset Park' picnic area.

Motion by ~lin~ seconded by. Logacz to recommend to the City Council that Olson
Plumbing be awarded the bid for lavatory Partitions in the amount of $770.00.
All ayes, motion carried.
