FEBRUARY 21, 1979
Meeting Called to Order by Chairman John Rak.
ROLL CALL

Also Present: Robert Bocwinski City Manager, Linda Hansen Recreation
Director, and Irene Ricci.
READING OF THE MINUTES
Motion by Itollom, seconded by Logacz that the minutes of January 17, 1979
be accepted as presented in writing and that the reading be dispensed with.
Ail ayes, motion carried.
PAYMENT OF THE BILLS
Motion by Hollom, seconded by Melin to pay all the bills as presented in
writing from their proper funds. Ail ayes, motion carried.
WAYNES PROTECTION AGENCY
The Board again discussed the problems Waynes Protection Agency will have
with communications if he is to start patrolling after 11 PM. City Manager
Bocwinski explained that he felt bids should go out concerning Park patrol-
ing. Bocwinski also stated that the bid specifications should call for
the agency to provide its own communications, transportation and to be
licensed and bonded. Much discussion followed on this topic. Bocwinski
recommended that the Board look into other agencies to see what they have
to offer. The Board would like to investigate this matter further before
making any final decision.
SULLIVAN ~kKE PARK
City Manager Bocwinski discussed with the Board some of his concerns about
the passive area for the'proposed Sullivan Lake Park. He recommended
that some additional trees be planted in the passive'area so as not to
invite non-passive use. Bocwinski also explained the options facing Midland
concerning the drawing of Water from the lake for their use for irrigation
and the possibility for thePark to install an underground sprinkler system.
The Board expressed an interest in both concerns and stated that any dis-
cussions with Midland should be encouraged.
FEE WAIVING CRITERIA
Rejzer reported that the Council passed the proposal as it was stated
in his memo to them. He also explained that the proposed rates for the
food and beer licenses will have to be presented in proposal form before
the Council to make it offical.
RECREATION COP~ISSION
City Manag~er Bocwinski and Recreation Director Linda Hansen informed the Board
that the ~creation Commission will present to the City Council, a ~
resolution that alternative office facilities be provided for the Rec-
reation Department by June I, 1979. This matter concerns the Park Board
be~use s0~e of the proposed alternatives would force the Park Staff to
move from its present location or else they call for extensive remodeling

of the Field House. The Board expressed that they would like some time
to investigate these proposals being they were not informed of this until
the meeting.
COLUMBIA HEIGHTS JAYCEES
Motion by Melin, seconded by Hollom to grant the use of the Field House to
the Columbia Heights Jaycees on March 16, 1979 for a teen dance. Ail ayes,
motion carried.
COLUMBIA HEIGHTS JAYCEES
Motion by Melin, seconded by Holl6m to grant the use of Huset Fields #2, 3
and 4 to the Columbia Heights Jaycees for a snow softball tournament on
March 3 and 4, 1979 also granted to them is the use of the Jefferson building.
Ail ayes, motion carried.
JAYCEE WOMEN
Motion by Hollom, seconded by Melin to grant the use of the Field House
to the Columbia Heights Jaycee~Women on March 9 & 10, 1979 for their salad
luncheon & Fashion Show. Ail ayes, motion carried.
COLUMBIA HEIGHTS JAYCEES
Motion by Hollom, seconded by Logacz to grant the use of the Field House
to the Columbia Heights Jaycees for their annual New Year's Eve Party on
December 31, 1979. Ail ayes, motion carried.
CAMP FIRE GIRLS
Motion by Melin, seconded by Logacz to grant the use of the Field House
to the Camp Fire Girls for a day camp training class' on May 1, 1979. Ail
ayes, motion carried.
COLISiBIA HEIGHTS JAYCEE WOMEN
Motion by Melin, seconded by Hollom to grant the use of the Field House
to the Columbia Heights Jaycee Women for their Bunny Brunch on March
31, 1979. Ail ayes, motion carried.
COLUMBIA HEIGHTS FIRE FIGHTER AUXILLARY
Motion by Hollom, seconded by Melin to grant the. use of the Field House
to the Col. Hgts, Fire Fighter Auxiliary for a Christmas Party on December
2, 1979. Ail ayes, motion carried.
A SQUIRT HOCKEY
Motion by Melin, seconded by Hollom to grant the use of the Field House
to the Columbia Heights A Squirt Hockey team for a banquet on February
28, 1979. Ail ayes, motion carried.
DICKS PLACE
Motion by Hollom, seconded by Melin to grant the use of Hhset Fields
3-4-5, Prestemon and Memorial Parks on the dates of May 18-19-20 with
an alternate date of May 25-26-27, 1979.to Dicks Place. Ail ayes, motion
carried.
LIQUOR PERMITS
Motion by Melin, seconded by Hollom to grant Liquor Permits to the
following: Virgil Hallett, 1092 14th Ave. S.W. and to provide the Park
Board with the proper Liability Insurance. Ail ayes, motion carried.
COLUMBIA HEIGHTS PARK BOARD MINUTES CONT.
PROPOSED PLAYGROUND EQUIPMENT FOR MCKENNAAND KEYES PARK
Murzyn presented the Board with illustrations of playground equipment
he recommends for McKenna & Keyes Parks. Motion by Holiom, seconded by
Melin to purchase the items presented. Ail ayes, motion carried.
PROPOSED SIGN FOR MATHAIRE AND MCKENNA PARKS
Motion by Hollom, seconded by Melin to purchase the wooden park signs
for Mathai~e and McKenna Parks. Ail ayes, motion carried.
PROPOSED FENCING FOR PRESTEMON SOFTBALL FIELD
Murzyn reported that Cyclone Fencing was the lowest bidder for the fencing
of Prestemon softball field at the price of $3,189.00. He stated he would
like to get more information concerning the fencing then get back to the
Board members by a phone conversation.
BIDS FOR SOD
Motion by Melin, seconded by! Hollom to recommend t° the City Council that
we accept the bid from Rehbein Farms Inc. at 50¢ for the first 5,000 yards,
49~¢ for the next 5,001-10,000 and 49¢ for 10,000-15,000 delivered. Ail
ayes, motion carried.
BIDS FOR ROTARY MOWER
Murzyn explained the need for a rotary mower and what the estimated price
may be. He stated that the Specifications are in the process of being
examined by the Public Works. Director. Murzyn also explained that the City
Council will have to authorize the request to advertize for bids. Bid
opening will be on March 21, 1979.
CLOSING OF SKATING AND HOCKEY RINKS
Murzyn & Rejzer informed the Board on the present conditions of the skating
and hockey rinks and recommended they be closed February 25, 1979. After
some discussion, the Board requested the rinks be open until March 4, 1979
with the exception of Hilltop, Prestemon and Wargo's Court.
1978-79 S~kTING SEASON
Murzyn reported on the attendance and use of the rinks this past year.
Murzyn explained that the cold weather and heavy use of indoor rinks kept
attendance figures down. The Board reRorted they were pleased with the work
of the house attendants.
