ROLL CALL Members Present: and Walter Logacz Tom Rejzer, John Rak, Bill Hollom, Gordon Schelde, Mike Farrell, Members Absent: John Murzyn and JoAnn Melin READING OF THE MINUTES Motion by Hollom, seconded by schelde that the minutes Of December 20, 1978 be accepted as presented in writing and that the reading be dispensed with. Ail ayes, motion carried. PAYMENT OF THE BILLS Motion by Hotlon, seconded~by Farrell to pay all the bills as presented in writing from their proper funds. Ail ayes, motion carried. FEE WAIVING CRITERIA For the December meeting, Rejzer sent information regarding the waiving of fees to the Park Board members. Motion bY Hollom, seconded by Farrell, to answer the City Council's request for informationconcerning fee waiving criteria in the following manner. Any function whose profit does not specifically go to support a Civic purpose or benefit the general citizenry of Columbia Heights as deemed by Park Board action~ will be charged the necessary license and user fees. NOTE: Any organization and/or team using any or all function profits for their own self benefit and promotion such as uniforms, travel expenses, equipment, entry ~ees etc. shall pay all necessary license and user fees." Ail ayes, motion carried. Motion by Schelde, seconded by Hollom that the following field rental charges be acceptable. Damage Deposit Per Field Charge Light in g $75/event $5O $10/field/nite Fees shall be paid in the following manner: A $50.00 non-refundable downpayment is required one month in advance of date of event. Balance due two (2) weeks prior the event date. Ail ayes, moti'on carried. Motion by Schelde, seconded by Farr~ll to recommend to the City Council for their approval a per event charge for'both City food and beer license. The recommended rate would be $10/event far food license and $50/event for beer license. Ail ayes, motion carried. WAYNES PROTECTION AGENCY SALARY Motion by Hollom, seconded by Schelde to table the discussion concerning Wayne's Protection Agen¢:y salary until the next meeting. Ail ayes, motion carried. PARK BOARD MINUTES CONT. COLUMBIA HEIGHTS GIRLS SOFTBALL Motion by Schelde, seconded by Hollom, to have Asst. Park Sup[.,'R~2~..~o~[~'~ Mr. Gehrke, girls sofhb~ll~c6~ch:~ra~d.-:Work out~a schedule per his request con- cerning practices and games held at Mathaire and Keyes Parks. Ail ayes motion carried. ' .LIQUOR PEm~ITS Motion by Hollom, seconded by Farrell to grant Liquor Permits to the following: Renee Pellow, 1471 18th St. N.E., Arla Kuss 4208 Jackson St. N.E., Roger Nundahl 813 49~ Ave. N.E., and Edna Miracle 4449 Reservoir Blvd. N.E. and to provide the Park Board with the proper Liability Insurance. Ail ayes, motion carried. COLUMBIA HEIGHTS JAYCEES Motion by Farrell, seconded by Logacz to grant the use of the Field House to the Columbia Heights Jaycees on Friday, January 26, 1979 for their district social Ail ayes, motion carried. ' COLUMBIA HEIGHTS JAYCEE WOMEN Motion by Farrell, seconded by Hollom to grant the use of the porch & kitchen to the Columbia Heights Jaycee Women on February 13, 1979 for an Outstanding Adult Banquet. Ail ayes, motion carried. BOY SCOUTS Motion by Hollom, seconded by Schelde to grant the use of the Field House to the Boy Scouts on February 27, 1979 for their Boy Scout & Cub Scout Banquet Ail ayes, motion carried. ' PARK SECURITY Discussion was held on the communication situation of Wayne's Protection Agency. Rejzer reported that in the past week a meeting was held attended by the City Manager, Police Chief, Public Works Director, Superintendent of Parks and himself concerning the same matter. The Board felt that further discussion should be tabled until such a time that it Can be discussed with the City Manager. PROPOSED LANDSCAPING AT SULLIVAN I.AYE Rejzer presented the Board with the landscaping plan drawn up by Midland's Landscape Architect, Arteca. The plan shows the planting for around their building and for the park's passive area located behind St. Timothy'd Church. The Board found no major difficulties with the plan and suggested that Rejzer inform St. Timothy's of the drawing. PROPOSED ROADWAY ADJACENT KEYES PARK Rejzer presented the Board with an aerial photo showing the traffic' commissions proposal of a roadway atop the Keyes Park hill on City of Mpls. property. This was just an informational presentation to show the Board that the street would not run through the Park. ADJOURNMENT Motion by Schelde, seconded by Farrell to adjourn the meeting. carried.
