ROLL CALL Members Present: Members Absent: Also Present: MINUTES JULY 19, 1978 John Rak, Micheal Farrell, JoAnn Melin, Walter Logacz, Gordon' Schelde, John Murzyn and Tom Rejzer. William Hollom George Brown, City Engineer READING OF THE MINUTES Motion by Melin, seconded by Logacz that the minutes of June 21, 1978 be accepted as presented in writing and that the reading be dispensed with. ALl ayes, motion carried. PAYMENT OF BILLS Motion by Schelde, seconded byMelin to pay all bills as presented in writing from their proper funds. All ayes, motion carried. APPROVAL 0FPLAQUEFORLABELLE PARK Murzyn presented to the Park Boar~ the plans for the plaque of LaBelle Park memorial. The plaque will consist of an etching of James LaBelle, the Medal of Honor and the original Citation with raised letters at a size of 40" x 24". Discussion was held on a date for the dedication of LaBelle Park. The Park Be~rd recommended Saturday, September 23, 1978 at 10:00 a.m. as the dedication date. Rak suggested that the Park Board send invitations to President Carter and Vice-President Mondale. PRESTEMON PARK BASkeTBALL COURT ~ Murzyn reported that Diedrich is working on plans and specifica~ons for the lighting of a basketball court at Prestemon Park. The City Engineering Department is cutting the~base for the court. OWNERSHIP OF PLANS AND SPECIFICATIONS Murzynreported t~t Diedrich signed the contract stating that the City of Columbia Heights owns the plans and specifications for Prestemon Park building. RESUEFACING OF TENNIS COURTS Mr. George B~own, City Engineer, was present to discuss with the Park Board members the recommendations and proposals for the resurfacing of tennis courts at McKenna and Keyes parks. The Park Board members discussed the proposal plans and fees i~om various companies for the resurfacing of the peeling tennis courts at McKenna and Keyes Parks. After further discussion, Murzyn recommended to seal coat and stripe tennis courts, instead of color coating courts due to previous problems. Motion by Schelde, seconded by Melin for Murzyn to receive cost bids on the cleaning of courts, slurry coating and striping for the tennis courts at McKenna and Keyes Parks. Murzyn to make a con- firmation on the expense and completion time and to notify the Park Board members before Monday so that George Brown can present the Park Boardts recommendation to the City Council on their meeting of July 24, 1978. The Park Board members feel that this peeling of the tennis courts is due to the defective installation of materials and that the Park Board should withhold payment to N.D.H. and apply it to the subsequent coating. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD ~gNUTES CONT. JULY 19, 1978 LIQUOR PERMITS Motion by Schelde, seconded by Logacz that the applications for liquor for t~ following reservations pending proper insurance: Housing and Redevelgpment Authority 590 4Oth Avenue N.E. on August 10, 1978; William Chenoweth 4039 Virginia Avenue on June 9, 1979; Timothy Tkach 4053 Van Buren Street N.E. on July '14~, 1979 and Waynes Protection Agency 8321 Pierce Street N.E. on August 18, 1978. All ayes, motion carried. LETTERS AND REQlYESTS Motion by Schelde, seconded by Logacz that the Park Board grant the use of Huset Park to the Columbia Heights Lions Club from June 14 through 17, 1979 for the annual Columbia Heights Jamboree. All ayes, motion carried. Motion~y Melin:~ seconded by Logacz that the Park Board grant the use of fields #2, 3 and ~ in Huset Park for a Jaycee Women's D~strict Softball Tournament on August 16, 1978 at 6:00 p.m., and also the use of the Field House the same evening for a social to the Columbia Heights Jaycee Women. All ayes, motion carried. Motion by Schelde, seconded by Melin for the Park Board to approve the request of the Columbia Heights Jaycees to run the water dunk tank at Huset Park during their softball tournament on ~ust 4, 5 & 6, 1978, they also request that a City vehicle fill the tank. This re~est was also approved. All ayes, motion carried. ANNUAL pAPJ~ TO~LABELLE PARK The annual park tour is completed. Discussion was held on the n~intenance problems at LaBelle Park.. Schelde suggested that Rejzer be in charge of maintenance of LaBelle Park, due to M~zyn's excess workload. A recommendation was also made for LaBelle Park to be cleaned every morning and that the park should be in good shape. It was recommended that Rejzer work out a work schedule for LaBelle Park. Discussion was also held on solving the problem of littering in the Park, it was suggested that a fence be constructed around the park to minimize the flow of traffice through the pa~k. Murzyn recommended that agricultural lime pathways be asphalt due to excess maintenance with agricultural limeo Motion by Melin, seconded by Schelde to asphalt all agricultural lime pathways from Circle Terrace to ~Oth Av~.nue and steps on the east side of LaBelle Park and~to repair where needed on existing pathways. All ayes, ~otion carried. Motion by Melin:~ seconded by 8chelde that the site of ~lst Avenue Central Area be approved as the site for the LaBelle Park Memorial. All ayes, motion carried. 1979 PARK BUDGET It was recommended for the Park Board members to table discussion of the ~979 Park Budget until a scheduled meeting of Tuesday, July 25, 1978 at 6:30 p.m. ADJOURNMENT Motion by Schelde, seconded by Melin to adjourn.
