JUNE 21, 1978
Meeting called to order by Chairman John Rak.
ROLL CALL

Also Present: Rod Marquette and members from N.E. Fellowship.
READING OF THE MINUTES
Motion by Farrell, seconded by Metin that the minutes of May 17, 1978 be accepted as
presented in writing and that the reading be dispensed withi All ayeS, motion carried.
PAYMENT OF BILIS
Motion by Hollom, seconded byMelin to pay all bills as presented in writing from their
proper funds. All ayes, motion carried.
APPROVAL FOR I.C.C. TO SELL BEER
Motion by Farretl, seconded by Rak for ~the Park B0ard~0 make a formal motion of
approval for Immaculate Conception to sell beer at their picnic of June 11, 1978,
approval was previously made by a telephone poll of the Park Board members. Ail
ayes, motion carried.
REQUEST FOR KEYES PARK
Mr. Rod Marquette and representatives from N.E..Fellowship were present to request the
use of Keyes Park on the evenings of July 15, August 5 and August 26, 1978 from 7:00
to 10:00 p.m. for three Christian concerts. Mr. Marquette stated that this is not a
promotional concert and that no offering would be taken, these services would be for a
sharing of Christian song and testimonies. Keyes Park is preferred because of the
amphitheater atmosphere. A request was also made for the use of Keyes building for
electrical power and bathroom facilities. N.E. FellowShipwould buildand remove their
own stage and provide electricalcords. Motion by Farrell, seconded by Melin to permit
the use of Keyes Park to N.E. Fellowship for three Christian concerts on July 15,
August 5 and August 26, 1978 from 7:00 to 10:00 p~m. A clean-up deposit fee of $25.00
to be paid prior to the concerts, this will be refunded pending the grounds are
acceptably clean to~'the Park Superintendent. The ParkBoard suggested that ¥~. Marquette
inform the Columbia Heights Police Department of the concerts. A park permit to be
issued to N.E. Fellowship upon receipt of $25.00 clean-up fee. All ayes, motion carried.
LIQUOR PERMITS
Motion by Hollom, seconded by Farrell that the Park Board grant the applications for
liquor for the following reservations pending proper insurance:
Charles Brandt 5801 DeCatur Avenue North on October 13, 1978~ Mary Ann Brinda 3633.
Quincy Street N.E. on October 20, 1978; JoDell Luther5870 Monroe Street NoE. on June
30, 1979; John Steffens 3819 North Upton Avenue on August 11, 1979 and Columbia Heights
Lions Club Installation of Officers on June 21, 1978. All ayes, motion carried.
LETTERS AND REQUESTS
Request from Mr. Gayle Norberg for the Park Board to waive the fee of the use of the
Field House to the Republican Convention held on March 17, 1978. Motion by Melin,
seconded by Farrell that the Park Board approve Mr. Norberg's request to waive fee
for Republican 'Convention held on March 17, 1978. All ayes, motion carried.
COLUMBIA HEIGHTS PARK BOARD

LETTER~ AND REQUESTS CONT.
Motion by Farrell, seconded by Hollom that the Park Board grant the use of Huset
Park fields #2,3,~ & 5 to the Columbia Heights Jaycees for a 32 tesm softball
tournament on August 4, 5 & 6, 1978. To sell beer at the tournament, they must
apply £or a beer license with the City Council and provide the City with proper
liability insurance. To sell food at the tournament, they must apply for a food
license with the Anoka County Health Department and this also must be approved by
the City Council. The fees for this tournament will be waived. All ayes, motion
carried.
Thank you letter from Everett H. Wostrel, Vice President of H.E. F~ller Company was
read and filed.
Letter from Deb~ie Rogers~ Park Board Secretary was read and filed. Park Board
regretfttlly accepts Debbie Roger's resignation as secretary as of August 11, 1978.
Motion by Hollom, seconded by Farrell that the Park Board grant the use of Huset
Park fields #4 & #5 to Arrowfast Softball Team for a tournament on August 12 & 13,
1978. To sell beer at the tournament, they must apply for a beer license with the
City Council and provide the City with proper liability insurance, To sell food at
the tournament, they must apply for a food license with the Anoka County Health
Department and this also mmstbe approved by the City Council. ~ll ayes, motion
carried.
PLANS FOR BASKETBALL COURT IN PRESTEMONPARK
Murzyn reported on the estimated costs for the drawing of plans for the construction
and lighting of the proposed basketball court in Prestemon Park. The Park Board
discussed the possibility of the City Engineering Department constructing the
basketball court and then to let out bids for lighting. After further discussion,
Motion byMelin, seconded byHollom to delay discussion of basketball courts until
additional information is received. All ayes, motion carried.
1979 PROPOSED PARK BUDGET
Murzyn requested the Park Board's input for the 1979 budget. The Park Board suggested
that each psrk be assesed for any final improvements. Murzyn suggested that he
would like to have a permanent 6 foot fence installed at Prestemon Park softball field.
Murzyn to prepare a suggestion list for each park. The Park Board members at their
meeting of July 19, 1978, will have a park tour prior to the regular scheduled
meeting, at which time each park will be assesed for any further additions.
Discussion was held on the floating bridge at LaBelle Park. A suggestion was made
on the possibility of removing the bridge. The Park Board members felt that the
bridge should remain as is.
PRESTEMON PARK BUILDING
Murzyn presented the drawing of the proposed Prestemon Park building. It was
suggested that mn extension of a patio or overhang be included in the plans and
specifications.
GAUVITTE PARK BERM
Murzyn reported that the shrubbery for Gauvitte Park berm has been planted and the
berm is now completed.
COLUMBIA HEIGHTS PARK BOARD
LABELLE PARK MEMORIAL
Murzyn reported that the contract for the LaBelle Park memorial to Specialty Sales
has been signed ~nd preliminary plans for the plaque will begin. The flagpole was
received on Mond~ The Park Board discussed the possible locations for the memorial
A location will be decided upon at the July 19, 1978 park tour.
DREDGING AT LABW~LE PARK
Murzyn reported that the dredging at LaBelle Park will be completed by next week.
Desco Company has done a good job.~
TENNIS COURT SEAL COATING
Discussion was held on the letter from George Bro~n in regards to the peeling of the
tennis court seal coating. Cost ofr the repair work was discussed. Murzyn suggested
that we proceed with repairs. Motion by Farrell, .~econded by Melin that the Park Board
authorize Murzyn to proceed with the repairs of seal coating on tennis courts at
McKenna and Keyes Parks. All ayes, motion carried.
