READING OF THE~NUTES Motion by Ho!lomb, seconded by Me!in that the minutes of April t9, 1978 be accepted as presented in ~iting and that the reading be dispensed ~.~th. All ayes, motion carried. PAYMENT OF BILLS Motion by Ho!!om~, seconded by Me!in to pay all bills as presented in writing from their proper funds. All ayes, motion carried. DREDGING OF SULLZVANLAKE PAP~ Mr. Robert Bocwinski, City Manager and Mr. George Brown, City Engineer were present to discuss ~ith the Park Bbkrd the negotiation between the City Council and Midland Co-op in reference to the agreement terms of Sullivan Lake Park. Boc~nski hoped that dredging would begin no later than byAugust 15, 1975.o The completion of the dredging would be by November 1, 1978 pending ~!iutiOn Control Agency requirements and weather conditions. Bocwinslai read t~ conditions of the contract and the obligations and responsibilities of the buyer and seZler of the land. Boowinski~s presentation was to infomm the Park Board on the decision of the City Council and Midland Co~ ~. GAUVITTE PA~ BE~ Mr. Robert Bocwinski presented theaction taken by the Mayor and City Council in reference to the drainage problem on M~. Moneta~s property onto Gauvitte Park. A letter from Bocwinski dated ~y 8, 1978 was sent to Mr. Moneta providing him with possible solutions acceptable by the City of Columbia Heights to resolve the drainage problem and avoid continued deposit of eroded materia! onto Gauvitte Park. First, plans for any corrective stoma drainage work must be prepared by a registere~, professional engineer, this must then be approved by the City Council and the Park Board prior to the commencing of work. Secondly, the Cit~ indicated solutions to this problem and methods for a~~oiding drainage on park property, this is to be entirely at the expense of Mr. Moneta. It was noted that the arrangements suggested to ~. Moneta are tempora~ and subject to fu'bure development on his property. It was suggested that Mr. Moneta undertake, immediately some of the suggestions indicated and to co-ordinate his efforts with the Director of Public Works, Mr. Earl Gustafson. The Park Board questioned a time limit for ~. Moneta to take action on this situation. Mr. Bocwinski recommended that~a months time would be sufficient, if Mr. ~neta fails to develop any proper drainage system in this time, the City would proceed to take legal action° HUSET PARK TENNIS COURT BIDS The Park Board members and Mr? Richard Feig from W.J. Sutherland reviewed and evaluated the bid tabulations for construction and lighting of the tennis court in Huset Park picnic area~ Mr. Feig-related some change~ proposed by Bit~uinOus Roadways such as proposal change #2 to delete the color coated tennis surface from the practice area with a deduction of ~173.00 and proposal change #3 to delete the horizontal center rail z~rom the fence, except where line posts are encountered at corners and gates ~th a deduciion of $360.00. After considerable time spent revie~Y_ng ail the alternatives to work with~ along W_th meeting our estimated budge% the Board took the fot!o~dng action. HUSET PARK TENNIS COURT BIDS CONT. Motion by Schelde, seconded by Melin to recommend to the City Manager for Council action the low responsible electrical bid of Edina Electric Company in the amount of $8,031.12. Ail ayes, motion carried. Motion by Schelde, seconded by Hollom to recommend to the City Manager for Council action, the base bid of Bituminous Roadways in the amount of $26,455.00 and delete from the bid'%he coloring of the practice court area in the amount of $173.00 and also delete the horizontal center rail from the fencing except in corners and gates, in the amount of $360.00. All ayes, motion carried. Motion by Schelde, seconded by Hollom to contract W.J. Sutherland for three inspections during the construction of the tennis courts not to exceed $360.00. Ail ayes, motion carried. The Park Board is exercising every effort to come within an estimated budget of $32,300.00. PRESTEMON PARK BUILDING The Park Board members reviewed the hiring of a designer for the Prestemon Park building. Discussion was also held on the plans for revision of the building with the deletion of the dome. A motion by Hollom, seconded by Melin that the Park Board recommend to the City Manager, that Mr. Robert Diedrich be hired to design the pro- posed building at Prestemon Park for a total amount of $1,875.00. Ail ayes, motion carried. RE-APPOINTMENT OF GORDON SCHELDE The Park Board discussed the reappointment of Mr. Gordon Schelde to the Park Board for a period of five years by the Mayor and City Council. Congratulations to ~. Gordon Schelde. LABELLE PARK MEMORIAL Discussion was held on the LaBelle Park memorial for James D. LaBelle. The Columbia Heights Post No. 230 V.F.W. donated $200.00 towards this memorial. Motion by Farrell, seconded byMetin to send a thank you letter to the V.F.W. for their donation. Ail ayes, motion carried. LABE~LEPARK DREDGING Murzyn reported on the progress of dredging at LaBelle Park pond. A request was made from Desco Company for an extension date on the contract for dredging due to the slow removal of the materials from the bank of the lake. Mnrzyn discussed this request with ~. Bocwinski. Murzyn reported that Desco Company is doing a good job and that he is requesting an extension for dredging of LaBelle Pond. Further discussion was held on vandalism and littering in LaBelle Park and various other park areas. Recommendations were made on possible methods for prevention of vandalism. It was suggested for a vandalism expense report to be published in the Columbia Heights 8un Newspaper. Discussion was held on the possibility of installing fencing at LaBelle Park. PRESTEMON PAR~BA~KETBALL COURTS Murzyn reported that the State Planning Agency approved the funding for a lighted basketball court at Prestemon Park. MCKENNA PARK TENNIS COURTS Par~ Board members questioned Murzyn on the possible solution of the peeling seal coat on the tennis courts at McKenna Park. It is also noted that the seal coating at K~Byes Park tennis courts is also peeling. Murzyn reported that the Engineering Dept. is handling this problem and conversing with the contractor and that a solution will be provided very soon. LETTERS AND REQUESTS Thank you letter from Dawn C. Oswald was read and filed. COLUM~IA K~IGHTS i?ARK BOARD CONT. t978 LETTERS AND REQUESTS CONT. Letter from Lang and Pauly~ Ltd. representing American Fidelity Fire Insurance Co. in re- gards to Metro Engineering Inc. was read. They requested that no further contract balance be released due to claims filed against their bond by suppliers and subcontractors of bond principal~ Metro Engineering in the approximate aggregate sum of $3~500.00. Murzyn stated that all payments to Metro Engineering for LaBei!e Park improvements have been finalized. Motion by Schelde:, seconded by Logacz for the Park Board to deny the request of 0ccie's Bar for a softball tourn~aent on June 24& 25, 1978 due to the lack of players residing in Columbia Heights and not entered in Co!~abia Heights Recreation League. Motion by Schelde~, seconded by Melin that the Park Board grant the use of Huset Park fields to Mr. Leroy Sibe!l for a softball too~nament on July 8 & 9, 1978 for the purpose of raising money for Traveling A Squirt Hockey Team. This request was originally denied but due to a cancelation of a pervious too~namen% it is available for use by 1~. Sibe!!. To sell beer at the too~namen% they must apply for a beer license with the City Council and provide the City~ith proper liability insu_~ance. To sell food at the tournam~ent, they must apply for a food license with the ~uoka County Health Department and this also must be approved by the City Council. All ayes, mo%ion carried. Letter from Violet B. M~ch!itt was read. She is requesting help from the Ci~t~ of Columbia Heights in installing a cyclone fence on the east side of her home at 1332 45~ Avenue N.E. which is next to Keyes Park~ due to litter of children taking shortcuts through her yard to Keyes Park. The Park Board discussed this situation and a motion was made by Sche!de, seconded by Melin for the Park Board to deny the request of Violet B. Mach!itt for the Park Department to aid in the expense of fencing for her property. Ail ayes~ motion carried. SOFTBALL TOURNA~E]~S Mr. Richard Kudak was present requesting the Park Board to review the rental fees of the softball fields for tournaments for the 1978 season. M~.rzyn stated that he would look into the fees for previous softba!!tournaments and woo~d re-adjust the fees for the 1979 softball season. RE-LOCATION OF HUSET PARK HOCKEY RI~{ Discussion was held on the prob!emspresented by the berm used for the ice skating rink on Huset Park field #5. Rejzer presented to the Park Board alternatives to help alleviate the situation. The first alternative was to move the existing hockey rink to the east and place the skating rink where the hockey rink is at present. This procedo~e woo~d be of considerable ~ense because it would mean moving the present lighting system along with the fLxtures that make up and support the hockey boards. The second alternative was to leave the hockey rird~ where it is at and regrade the present skating area and redo the drainage system so that a berm would not be necessary. This alternative would not only be tess expensive:, but also would not be as big an inconvenience to recreation functions on field #5. Rejzer stated that the big problem was not winter ki!!~ but the mess t~at is left over when removing the berm. These two alternatives were then subject to dis- cussionby the Board members. Motion by Ho!iom~ seconded byLogacz to move the hockey ri~k to the east end and~p!ace the Skating rink where the hockey rink is at present. Hol!om, Sche!de~ ]?arre!i~ Logacz and RakAyes, Melin Naye. Motion carried. ~[ASTE RECEPTACLES Rejzer and Kudak presented the new style of supports for waste paper barrels in parks, they are present~ installed in LaBai!e Park and are~doing a favorable job in preventing vandals from distributing litter.
