MINUTES
APRIL 19, 1978
Meeting called to order by William Hollom.
ROLL CALL
Members Present:
Micheal Farrell, Gordon Schelde, William Hollom, JohuRak,
Walter Logacz, JoAnn Melin, John Murzyn and Tom Rejzer.
Members Absent: None
Also Present:
Mr. Dick Fieg, W.J. Sutherland; Mr. Pat Grady and representatives
from the Columbia Heights Jaycees; Mr. Hall, YMCA representative
and Mr. John Moneta, property owner by Gauvitte Park.
READING OF THEMINUTES
Motion by Farrell, seconded by Melin that the minutes of March 15, 1978 be accepted
as presented in writing and that the reading be dispensed with. All ayes, motion
carried.
Motion by Melin, seconded by Schelde to pay all bills as presented in writing from
their proper funds. All ayes, motion carried.
HUSET PARK PICNIC AREA TENNIS COURTS
Mr. Dick Fieg from W.J. Sutherlandwas present to discuss and present plans and
specifications for the construction of 2 tennis courts and lighting in the Huset
Park picnic area. Mr. Fieg reported that one elm will have to be removed and
that soil tests were conducted by Soil Exploration Services and the results of
the soil tests are positive, the so~l is good with the exception of the removal
of the top 2 feet of soil, which will be replaced with granular material. Feig
also reported that the courts will be inspected after each step of construction
by the Soils Engineer and approved before they could proceed with the next sequence.
The courts will be installed at a good time when the weather is hot. The warmer
the weather, the more workable the material for applying the base coats. These
courts will have a total of 5 coats as compared to 2 coats at the other tennis
courts. Mr. Feig also stated that fencing for the courts will be 9 gauge chain
link fence. Nets and a practice board 32 feet wide and 8 feet high are also
included on the materials list. Lighting for the courts will consist of a
separate light operator for each court. The lights will be coin operated with
o25~ for 1 5 minutes and each box mechanism will hold up to 32 quarters. Each
light pole will have a low sodium light attached for safety purposes and possible
vandalism prevention. Mr. Feig distributed copies of the plans and specifications
for reviewal by the Park Board members. He also gave a ballpark estimate for the
total construction of 2 tennis courts in Huset Park picnic area at $32,000.00.
Bids will be opened on Nay 4, 1978 at 2:00 p.m. Motion by Rak, seconded by
Farrell to approve and accept the plans and specifications for the construction
of 2 tennis courts with lighting at Huset Park picnic area. ALI ayes, motion
carried.
COLUMBIA HEIGHTS JAYCEES ARBOR DAY PROJECT
Mr. Pat Grady and representatives for the Columbia Heights Jaycees were present
to request approval from the Park Board to plant 20 trees in Huset Park for their
Community Action Project on April 29, 1978 in conjunction with Arbor Day. Mr. Grady
reported that the Jaycees have received a donation of $2,000 from H.B. Fuller
Company and they would use this donation for tree planting. Each tree would be
2½" B & B, and the variety would consist of Hackberry, Thornless Locust, Marshall
Seedless and Redmond Linden, which are the best suitable shade trees for this area.

COLUMBIA HEIGHTS JAYCEES ARBOR DAY PROJECT CONT.
The Jaycees request the help of the Park Department in digging, watering holes and
for supplying b]~ck dirt for the trees. Motion by Farretl, seconded by Logacz for
the Park Board to grant approval to the Columbia Heights Jaycees for planting of
trees in Huset Parkfor their Arbor Day Proj.ect. The Park Department will auger
holes for trees and provide watering and black dirt for their project. Murzyn to
send thank you letters to the Jaycees and H.B. Fuller Company for their donations.
Ail ayes, motion carried. The Jaycees invite the Park Board members and the Park
Department to their Arbor Day Celebration on April 29, 1975. The Park Board
expressed their appreciation to the Jaycees for their contributions and concern
for city parks.
YMCA REQD-EST FOR SOFTBALL FIELDS
M~. Hall was pre, sent as a representative for the YMCA to request the use of 5 soft~
ball fields for softball gsmes, due to a greater number of teams t_his year, it is
necessary ~o request more fields. Motion by Schelde, seconded by Farrell to approve
the use of Prestemon Park and Keyes Park softball fields on Friday nights to the
Eastside YMCA, as long as they dolnot interfere with any Recreation games. All
ayes, motion carried.
EROSION ON MONETA PROPERTY
Mr. John Moneta was present to seek approval from the Park Board to disposed of
water drainage from his land through a drainage pipe leading down to Gauvitte Park.
The Park Board received a letter from George Brov~ concerning M~. Monet'as property
and that this would be an approved drainage system. Mr. Moneta explained that due
to erosion on his property, water collects and spills do~n% into Gauvitte Park thus
blocking up manholes and this presents a safety problem for the Park Department.
He also stated fhat the drainage pipe would be a temporary solution to the problem
until constz~ction develops. Murzyn reported that he %~a!ked that area and did not
agree that a drainage pipe would solve the problem and that there would still be
excessive drainage damage to the Park. The Park Board members discussed the present
situation at Gauvitte Park and questioned if the drainage pipe would provide a
solution to the problem. Motion by Sche!de, seconded byMelin that this discussion
be table~ for a week to receive a reconumendation !etterfrom Earl Gustafson and
George Brown on 'the alleviation of this problem. A poll from the Park Board
members will then be taken. Ail ayes, motion carried.
PRESTEMON PARK Bi~LDING
rmrzyn recommended Diedrich for the construction of Prestemon Park building. He
reported that the contracts were out for soil borings. The Diedrich fee for dra~ng
up plans and specifications for Prestemon Park building would be $1,875.00. The
Park Board questioned the copyright law of another company using Diedrich's plans
and specifications. The Park Board suggested that the hiring of a designer for
Prestemon Park ~itding be tabled until the ~'~y 17,. 1978 Park Board meeting.
LABK~LE PARK ART STRUCTURE
It was suggested to change the color of the LaBel!e Park art structure. The Park
Board, after discussing this change, recommended to leave the color of the structure
the same.
CONSTRUCTION COST OF T~NIS COURTS
~'~rzyn reported that he received a cost estimate for the construction of 2 tennis
courts from Hena~ 0. Mikke!son ComPany. ~4i~dcelson's bid was approximately $20,000
for grading, placing gravel base, installing asphalt, tennis court surface and lines

and installing fencing and net posts, lighting would be excluded.
that we can only hire a contractor by letting out bids.

GUARD RAIL POSTS
Murzyn reported on the additional quotations for guard rail posts sent out to various
companies and did not receive any return bids. Murzyn recommended to the Park Board
to accept the low bid of Stewart Lumber Company for guard rail posts. Motion by Farrell,
seconded by Hollom that the Park Board recommend to the Mayor and City Council the
bid of G.M. Stewart Lumber Company for one hundred and thirty (130) 8" x 8" x 6'
pine post in the amount of $1,648.40. All ayes, motion carried.
LIQUOR PERMITS
Motion by Melin, seconded by Hollom that the Park Board grant the applications for
liquor for the following reservations pending proper insurance:
Don Buzzell 1834 Fi~U~more Street N.E. on August 26, 1978; Tom Working 4832 4th Street
N.E. on April 28, 1979; Edward Zemlicka 301 2nd Street N.E. on May 6, 1978; Betty
Browning 11121 ~vis Street N.W. on March 24, 1979; Stephen Kordiak 501 Mill Street
N.E. on May 26, 1979; Cindy Dupay 715 36~Avenue N.E. on April 21, 1979 and Gerald
Petrik 3911 Ulysses Street N.E. on November 4, 1978. All ayes, motion carried.
LETTERS AND REQUESTS
Motion by Schelde, seconded by Farrell that the Park Board grant the use of the Field
House to the Camp Fire Girls on Thursday, May 4, 1978 from 8:30 a.m. to 1:30 p.m.
for an Adult Training Session. All ayes, motion carried.
Motion by Melin, seconded by Hollom that the Park Board grant the use of the Field
House to the Columbia Heights League of Women Voters on Tuesday, June 6, 1978 for
their annual Spring Luncheon. All ayes, motion carried.
Motion by Hollom, seconded byFarrell that the Park Board grant the use of Huset Park
fields to Frank's 500 Club for a softball tournament on May 13~& 14~ 1978. To sell
beer at the tournament, they must apply for a beer license with the City Council and
provide the City with proper liability insurance. To sell food at the tournament,
they must apply for a food license with the Anoka County Health Department and this
also must be approved by the City Council. All ayes, motion carried. The Park Board
recommended that ~rzynwrite a memo to softball teams using the fields for tournaments,
stating that "No Beer Drinking Contests" be allowed due to area complaints~ or there
will be no consideration on future tournament requests.
Thank you letter from the Anoka County Comprehensive Health Department was read and
filed.
Motion by Melin, seconded by Farrell that the Park Board grant the use of the Field
House to Cub Scout Pack 52 on April 25, 1978 from 7:00 p.m. to 9:30 p.m. for a pack
meeting. All ayes, motion carried.
Murzyn reported on the letter to the Traffic Commission on the request of the Park
Board for the installation of a handicap parking space in front of the Field House.
The Traffic Commission approved one stall and the City Council designated 2 handicap
parking spaces in front of the Field House.

Tuesday nigh% 6:00 p.m. to 9:00 p.m., April 18 through July 25~ 1978. Motion
by Scheld% seconded by Farre!! that the Park Board table this request omtil further
information on the residency of the players is received and that their games do
not interfere with any Recreation games. Ail ayes~ motion carried,
Motion by Melin~, seconded by Ho!!om to deny the request o£ Occies Bar for the use
of Huset Park fields for a softball t ~

unavailability of the fields. All ayes~ motion carried.
Request of Mr. LeRoy Sibell to hold a softball toum~nament on Huset Park fields
& #5 for July 8 & 9,.1978 for the purpose of raising money for Traveling A Squirt
Hockey Team. ~,tion, by~!in~ seConded~/Sche!de to inform Mr. Sibel! that the
dates requested are unavailable and that the Park Board would be ~!!ing to negotiate
an alternate date. Ail ayes~ motion carried.
Motion by Ms!in, seconded by Ho!!Om that the Park Board grant the use of Huset Park
field#3 for ~he Region 6 AZAW Softball Championship on ~y 10 through 12~ 1979.

SMOt~NG AND NON-SMOt~NGAREAS
Letter from Environmental Field Services requesting that public places be posted
with signs designating smoking and non-smoking areas ~s read. Murz~n reported
that he ordered 2 dozen signs (1 dozen of each) and that they will be posted in
designated areas.
ASPHALTING
~mrztm requests Park Board recommendation on the asphalting of Prestemon Park parking
lot and underneath bleachers located on #5 diamond. Motion by Melin, seconded by
Ho!lom to delete the asphalting at Prestemon Park parking lot and to use the money
for sod and to asphalt under #5 bleachers in Huset Park. All ayes, motion carried.
GAUVITTE PARK BEi~
Rejzer reported 'that he ~ent to Frank's Nurser~ to look at shrubbery for the Gauvitte
Park berm. They didn't have any shrubs in ye% but they should have some materials
arriving next week. Rejzer stated that it ~,as still too early to plant yet and that
~e should hold off for awhile.

LABELLE MEDAL OF HONOR
The Park Board discussed the purchasing of a bronze plaque for LaBelle Park in honor
of Pvt. James Dennis LaBelle. A motion was made by Schelde, seconded by Farrell
that the plaque with sculpture art work which included the Medal of Honor picture of
James LaBelle and the citation which has about 1,000 letters in the amount of
$2,168.00 be recommended to the Mayor and City Council. All ayes, motion carried.
The Board felt that this would be a fitting tribute to honor Pvt. LaBelle, awarded
posthumously the highest military honor, the "Medal of Honor", by inserting this
plaque at the base of a flagpole in the park that bears his name.
SUMMER WORK SCHEDULE
Mnrzyn reported that for the summer work schedule, he will have 2 men at LaBelle Park
between the hours of 1:00 p.m. to 9:30 p.m. after May, and will have a crew at all
parks from 10:30 a.m. to 6:30 p.m., after 4:00 p.m. the park employees will be doing
all necessary work on softball fields.
SOUTHWEST PARK BUILDING
Mnrzyn reported on the progress of Southwest Park building, everything is completed
except the building is not painted and the gas line is not in yet. A payment fee
of $1,224.61 is being withheld until the building is completed.
SAFETY COMMITTEE REPORT
The Park Board received and placed on file the report to the Safety Committee from
the Columbia Heights Police Department in regards to the Standard's for Wayne's
Protection Agency.
