ROLL CALL Members Present Micheal FarreML, Gordon Schelde, William Hotlom, John Rak, Walter Logacz, JoAnn Melin, John Murzyn and Tom Rejzer. Members Absent: None READING OF THE ~NUTES Motion by Farre]X, seconded by Hollom that the minutes of February 15, 1978 be accepted as presented in ~iting and ,that the reading be dispensed with. All ayes, motion carried. PAYMENT 0FBILLS Motion by Melin, seconded, by Farrell to pay all bills as presented in writing from their proper fu~.~ds. All ayes, motion carried. CONGREGATE DINI~ PROJECT Murzyn reported on the declination by Colonel Martin and the Congregate Dining Project of using the Field House 3 days a week for their diningproject. Colonel Martin stated that the Minnesota Board on Aging advised him that the Title ~I Guidelines in a community the size of Columbia Heights requires at least five days operation. However, they will continue to look for a five day location in the general area. JEFFERSON STREET SIDEWALK ~urzyn reported on the City Council's request to reconsider concrete sidewalk on Jefferson Street instead of the previously recommended bituminous type of walk. Discussion was held on if the concrete was feasible to the needs on the community or if asphalt would be sufficientfor the expense involved. It was noted that although concrete would be more expensiv% it would last a considerably longer time than would asphalt. Holtom recommended that if the money was available to install a pe~nanent concrete sidewalk that it would be a better choice than asphalt. Motion by Ho!lo~, seconded by Me!in to install a permanent concrete sidewalk rather than a bituminous type of walk. Ayes, Schel~% Melin, Hollom, Farreli and Logacz. Naye, Rak. HUSET PARK TENNIS COURTS Murzyn reported on the progress of the proposed Huset Park tennis courts. Soil borings were taken by Soil Services of Minnesota and their analysis of these borings, indicate that the tennis~courts will have to be constructed with a 5" base ~th 2 layers of asphalt on top. INSPECTIONS AND SURVEYS BY CITY ENGINEERING DEPARMENT Murzyn repoted on the decline by the City Engineering Department to do any inspection work for the tennis courts due to an excess of city street work. The Park Board discussed tha~ the responsibility of the project should be designated to on company therefore avoiding any uncertainity if problems arise. It was recommended that Murzyn hire one contractor for the entire project. Murzyn stated that being a governmental bo~y, we have to advertise for bids for the construction of tennis courts. Rak recommended that Murzyn receive a ballpark estimate on the total construction fee for tennis courts and then present it to the Park Board. COLUMBIA HEIGHTS PARK BOARD MARCH 15, 1978 MINUTES CONT. PRESTEMON PARK BUILDING Discussion was held on the size of the proposed Prestemon Park building and how much the building would be used for various programs. Murzyn reported that the size of the Southwest Park building would be sufficient for a building in Prestemon Park. Discussion was held on using the same building plan aor Prestemon Park as was used for Southwest Park with the possible elimination of the dome. Murzyn reported on the extra expense of having a new plan drawn up, when the same plan .for Southwest Park building including the dome could be used at no extra cost. Murzyn will discuss with Diedrich the feasibility of using the Southwest Park building plan for Prestemon Park building. Motion by Hollom, seconded by Schelde to draw up plans and specifications for a building at Prestemon Park similar to Southwest Park building eliminating the dome. All ayes, motion carried. Discussion was then held on the additional expense involved by drawing up a new plan for the building when you could use the same plan for Southwest Park building if you did not eliminate the dome. An ammendment was made, motion by Schelde, seconded by Melin nottto eliminate the dome and use the identical plan for Prestemon Park building that was used for Southwest Park building. All ayes, motion carried. SULLIVAN LAKE SPRINKLING SYSTEM Motion by Schelde, seconded by Farrell to table discussion of Sullivan Lake Park sprinkling system until the April 19, 1978 Park Board meeting. All ayes, motion carried. RATE INCREASE FOR HALL RENTAL Murzyn presented a rate increase for the rental of hall due to the expense of janitorial fees. Rate increases would be from $200. $225. for wedding receptions; from $25. to $35. for round dancing; from $39. to $50. for showers in the dance hall and $25. to $35. for showers in the porch. Motion by Schelde, seconded by Farrell to accept the rate increases of the hall to be in effect as of March 15, 1978. Ayes, Farrell, Schelde, Rak, Logacz and Hollom. Naye, Melin. MP~. JAYCEES SOFTBALL TOURNAMENT Motion by Farrell, seconded by Logacz that the Park Board grant the use of Huset Park softball fields to the Mrs. Jaycees for a woments softball tournament on July 8 & 9, 1978 with all fees waived. To sell food at the tournament, they must apply for a food license with th~ Auoka County Health Department. All ayes, motion carried. P TS Motion by Schelde, seconded by Farrell that the Park Board grant the applications for liquor for the followi~ reservations pending proper insurance: Mrs. T.P. Mlekoday 1612 University Avenue N.E. on September 17, 1978; Roy Pearo %560 Central Avenue N.E. on September 15, 1978; Rebbecca Koltes 4201 Woodbine Lane on October 7, 1978; Mrs. Ernest Woodf. ill 1821%Oth Avenue N.E. on July 9, 1978; Steven Cudo 3555 Main Street N.E. on July 29, 1978 and Robert Lofgren 9Z~ 1%3rd Avenue N.E. on December 16, 1978. All ayes, motion carried. LETTERS AND REQUESTS Thank you letter from Barbra Zakrajsek, Assistant Principal at Central Jr. High was read and filed. Motion by Melin, seconded by Logacz that the Park Board grant the Columbia Heights Mrs. Jaycees the use of the Field House on April 26, 1978 from 7:00 - 10:30 p.m. for a community service program on the prevention of child abuse. All ayes, motion carried. Motion by Logacz, seconded byFarrell that the Park Board grant the use of the Field House to the Columbia Heights Fire Auxiliary on December 3, 1978 from 12 noon to 6:oo p.m. for their annual Christmas Party. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD LETTERS AND REQUESTS CONT. Motion by Farrell, seconded by Logacz that the Park Board grant the Jaycees the use of Huset Park softball field #5 for practices and games on Wednesdays, beginning May 3 through August 9, 1978. All ayes, motion carried. TOURNAMENT RULES AND REGULATION2 M~urzyn presented the rules and regulations for summer/winter softball and broomball tournaments to the Park Board. Motion by Melin, seconded by Farrell to accept the tournament rules and regulations as presented in writing. All ayes, motion carried. SUN SHELTER BIDS Murzyn presented the bids for the sun shelter to the Park Board. Motion by Scheld% seconded by Melin that the Park Board recommend to the Mayor and City Council the bid of Earl F. Auderson and Associates as the responsible bidder in the amount of $1~397.50 for a 20' x 24~ sun shelter. All ayes, motion carried. SOD BIDS Murzyn presented the bids for sod to the Park Board. Motion by Schelde, seconded by Logacz that the Park Board recommend to the Mayor and City Council the bid of Robins~on Landscaping Inc. as the low responsible bidder in the amount of .50¢ per yard up to 5,000 and .49~ per yard over 5,000 for sod. All ayes, motion carried. · PATE< SIGN BIDS Murzyn presented the bid for park signs to the Park Board. Motion by Farr~ll, seconded by Melin that the Park Board approve the bid of Park Sign Inc. for park signs at Gauvitte and Ostrander Parks. It was recommended by the Park Board that one sign be purchased in March and the other in April. All ayes, motion carried. GUARD RAIL POSTS MotionbySchelde, seconded by L~acz for Murzyn to receive 2 additional bids ~ for guard rail .posts and that the bids be tabled until the April 19, 1978 Park Board meeting. All ayes, motion carried. ADJOURNMENT Motion by Schetde, seconded by Farre!! to adjourn. All ayes, motion carried.
