ROLL CALL Members Present: Micheal Farrel, JoAnn Melin, Murzyn and Tom Rejzer. Gordon Schelde, Walter Logacz, John Members Absent: JoAnnMelin and Walter Logacz READING OF THE MINUTES Motion by Hollom, seconded by Schelde that the minutes of January 18, 1978 be accepted as presented in writing and that the reading be dispensed with. All ayes, motion carried. PAYMENT 0FBILLS Motion by Farrell, seconded by Hollom to pay all bills as presented in writing from their proper funds. All ayes, motion carried. PROPOSED SULLIVAN LAKE PLANS Rejzer displayed his preliminary drawings for the proposed Sullivan Lake Park area. A discussion was held on the installation of lighting and of an underground irrigation system. Rejzer was directed to investigate further the probable cost and feasibility of such an irrigation system and report back to the Park Board. Motion by Schelde, seconded by Farrell to approve the drawing depicting a tot lot, skating area and lighted tennis courts and allowing for overhead lights on decorative poles and extension of the sidewalk on 51 st Avenue. All ayes~ motion carried. JEFFERSON STREET SIDEWALK Motion by Schelde, seconded byFarrell to approve the installation of a bituminous sidewalk on the west side of Jefferson Street going north from the tracks at 39th Avenue to the alley south of 40th Avenue excluding the area through the parking lot at a cost of $711.75. All ayes, motion carried. INFORMAL QUOTATIONS ON MATTING Motion by Farrell, seconded by Schelde to recommend to the Mayor and City Council the low bid for 240 feet of matting from Superior Products in the amount of $1,096.00. All ayes, motion carried. PRESTEMON PARK BUILDING The Park Board recommended that the discussion of the size of Prestemon Park b~ilding be tabled until the March 1 5, 1978 Park Board meeting. METRO ENGINEERING CHANGE ORDER Murzyn reported on the change order from Metro Engineering Inc. concerning the deletion of 441 feet of limestone pathways in LaBelle Park along 40th Avenue in the amount of $911.20. STATE OUTDOOR RECREATION GRANT Murzyn reported on the proposed construction of two lighted tennis courts for Huset Park. The City of Columbia Heights will receive funding from the State Outdoor Recreation Grant Project Agreement in the amount of $16,150.00 which is half of the toal project cost. LETTERS ~ND REQUESTS Motion by Farrell, seconded by Ho!tom to grant the Columbia Heights hockey backer's the use of the Field House for their banquet and dance on December I or 15, 1978. All ayes, motion carried. Motion by Holtom, seconded by Farre!l to grant the Col~bia Heights Senior Class the use of the Field House on June 1~ 1978 for the Senior Ail Night Party. Ail ayes, motion carried° Motion by Holtom, seconded by Sche!de to grant Mr. Dave Gerkhe the use of the Field House on March 7, 1978 for the annual hockey banquet. All ayes, motion carried. Motion by Hollom, seconded by Farrell to grant the Columbia Heights junior high school the use of the Huset Park tennis courts five days a week from April 3 through May 28, 1978 provided that one court stay open for public use. Al! ayes, motion carried. Motion byFarrell, seconded by Schelde to grant the Columbia Heights Lion's Club the use of Huset Park field #5 on June 16, 1978 for a drum and bugle exhibition. All ayes, motion carried. Motion by Schelde, seconded by Ho!iom to grant the Columbia Heights B Squirts hockey team the use of the Field House for a banquet on February 28, 1978. All ayes, motion carried° Motion by Hol!om, seconded by Farrell that the Park Board grant the use of Huset Park softball fields to Dick's Place for a slo-pitch tournament on April 22 & 23, t978 requiring $50.00 for application permit and a $200.00 deposit for clean-up and vandalism da~age and that the deposit be refunded pending the grounds are acceptable by the Park Superintendent. To sell beer at the tournament, they must apply for a beer license from the City- Council and provide the City~th proper liability insura~.ceo To sell food at the tournament, they must apply for a license with the Anoka County Health Department. All ayes, motion carried. Brickner 1401 Kerry Circle on December 2, 1978 and Susan Brousseas 4422 Bryant Avenue Northlon February 10, 1979. All ayes, motion carried. COLUMBIA HEIGHTS PARK BOARD MINUTES FEBRUARY 15, 1978 CONT. ANOKA COUNTY HEALTH DEPARTMENT Murzyn reported that he received a letter from the Anoka County Health Department stating that the Field House kitchen facilities appear to be adequate however, before giving a definate yes or no, they need to know e~actly what the Congregate Dining Project has in mind. Murzyn also stated that he has received no further notice from Colonel Martin of the Salvation Army concerning their acceptance of a three day a week program. TENNIS COURT DESIGN AND LIGHTING Report by Mnrzyn that the City Engineering staff be selected to supervise, inspect, set grades and perform any other work within the construction period of the proposed Huset tennis courts that will be designed byW.J. Sutherland Company. BOCCE BALL RESOLUTION Report by Rejzer that the City Council at their meeting of February 13, 1978 passed a resolution enabling the Park Board to receive 3 complimentarybocce sets provided by the League of Minnesota Cities. WARMING HOUSES Report by Murzyn and Rejzer on the current conditions of the ~kating and hockey rinks and the proposed closing dates for the warming houses. Motion by Schelde, seconded by Farrell to leave some of the houses open and to work on a procedure of closing the various houses to the discretion of the Park Superintendent and his assistant. SHADE TREE PROGRAM Rejzer reported that the City of Columbia Heights will receive State subsidy payment in the amount of 28% of our incurred expenses for the removal of diseased trees. The City Council had not yet determined a reimbursement percentage for the City subsidy program to private homeowners. ADJOURNMENT Motion by Farrell, seconded by Hollom to adjourn.
