MINUTES
DECEMBER 21, 1977
Meeting called to order by Chairman John Rak.
ROLL CALL
Members Present:
John Rak, Micheal' Farrell, William Hollom, JoAnn Melin, Sebe Hsintz,
Gordon Schelde, John Murzyn and Tom Rejzer.
Members Absent: None
Also Present:
Colonel Martin and representatives from the Hennepin-Anoka Counties
Congregate Dining Project and Carl Saarion, Communi~ty~ Educational
Director.
READING OF THE MINUTES
Motion by Schelde, seconded byMelin that the minutes of November ~6, ~977 be accepted
as presented in writing and that the reading be dispensed with. All ayes, motion
carried. 7.
PAYMENT OF BILLS
DiScussion was made on whether ornot to present payment to Roger Sheehy Company for
construction of Southwest Park building, also discussionwas held on what fund pre-mix
payment goes into. Motion by Heintz, seconded byMelin to pay all bills as presented
in writing from their proper funds. All ayes, motion carried.
SOUTH~ST PARK BUILDING
Murzyn reported on the developmen~ of Southwest Park building, stating that the
building should be completed 90 days after Roger Sheehy Company signed the contract,
excluding holidays and weekends, thus making the completion date January 15, 1978.
Park Board expressed their ~uuhappiness on the delay of. completion of the building,~
it was suggested tha$_Roger SheehyCompauy~should not be paid until the building
is completed. It was recommendedthat Murzyn co~tact Stu Anderson, Interim City
Manager, concerning the delayed construction of Southwest Park building and to give
a telephone report to the Pa~Board members. ~

~RESULTS FROM CHURCH'S FOR WAP~NGHOUSE ATTENDANTS
Rejzer reported that he did not receive any response from any Columbia Heights
church organizations for warming house attendants, the Only organization that
responded t6 the request was the'Columbia Heights Jaycees who will be working at
Huset Par~ building. Rejzer also reported that the~arming house jackets were
ordered but they' were a different color, so they were reordered.
CO~ZNITY EDUCATIONAL SERVICES
Carl Saarion, Community Educational Service Director, was present to repor~ on
Columbia Heights Community Education Service and its function. CommunityEducation
offers various p~ograms such as adult education, GED programs, service projects,
college credit ~orkshops etc. The goals of the Community Education Advisory Council
for community services are to expand program afferings, explore alternate program
formats, extend methods of communications and assist in co-ordination of community
services. Community Education Advisory Council determines what the mneeds and
interest of the citizens are~ and provides services that meet their needs. Carl
Saa~ion reported that his duty isto develop the programs to a fuller extent.
HENNEPIN-ANOKA COUNTIES CONGREGATE DINING PROJECT
Colonel Martin of the Salvation Army and citizens from the Hennepin-Anoka Counties
Congregate Dining Project were present to request the use of the Field House 5 days
a week for the Congregate Dining Project. They prefer Columbia Heights because it

is a target area for the Senior Citizens in Anoka County. The requirements for the
dining project is that a person must be at least 60years of age and there is no fee
required only contributions and there is no residency limits. The hours for the
project would Monday through Friday, 10:00 a.m. to 2:00 p.m. and they would have a
flexable schedule in case of the Field House having prior commitments. Colonel
Martin stated that it is far better to have the Field House used to its full extent
than for it not to be used at all. Questions from the Park Board members and the
staff were brought up such as if the Congregate Dining would maintain the cleanliness
of the Field House and Colonel Martin reported that volunteers from the Dining Project
would clean it and also set up and take down tables. The purpose of this project is
to get Senior Citizens out of their homes and go out to socialize with other seniors.
As for any equipment that is necessary to have in the Field House such as ramps and
railings, this would be provided by the Salvation Army. The Congregate Dining Project
advertises the meals in the Minneapolis Star every Tuesday and in the Sun Newspaper
every Wednesday and that any Senior Citizen from any community is welcome to attend
the dinners. Colonel Mart~n is requesting the Park Board to seriously consider their
request. The Park Board was concerned because of local organizations also wanting
to use the Field House. It was recommended by the Park Board that Colonel Martin
put all the pertinent information concerning the use of the Field House by the
Congregate Dining Project in a letter and present it to the Park Board at the
January 18, 1978 meeting. A recommendation wasmade for Murzyn to take a survey
of conflicting programs at the Field House and for Rejzer to obtain information
concerning the "Meals on Wheels" program and to take an opinion poll from the
Columbia Heights Golden Age Club concerning the Congregate Dining Project at the
Columbia Heights Field House.
SALARY ADJUSTMENT FOR TO~ REJZER
It was reported that the City Council approved the salary adjustment for Tom Rejzer.
PARK SAFETY COMMITTEE MEE. TING
Schelde reported on the Park Safety Committee meeting held on December 14, 1977. with
Mayor Nawrocki, Chief Stu Anderson, John Murzyn, Wayne Fisher, Bill Hollom and
Gordon Schelde. The results are as follows:
1. All vandalism will be reported directly to the dispatcher at the time Of discovery
of the accident. He will make d~termination if police will investigate. Written
confirmation of the report is to be sent to the Chief.
2. Existing radio to be checked by Chief so that the Park Department has a radio that
works. The existing unit to be fixed or substitute unit obtained. Park police~w~ll
use the public works channel monitored by the police dispatcher. This channel closes
at 11:00 p.m.
3. The Park Board would like to see the communication channel from the Board and John
Murzyn to the Chief be open and subject to prompt replys. No objections from the
Chief and he said, "I will forward copies of any matters pertinent to the Park to
John." Copies to be given to the Park Board members~ Communications to be written
memos, not verbal.
~. The Chief will, with the co-operation of the City Attorney, County Attorneys and
staff, establish guidelines for any paid police agency to operate under. These
recommendations will be brought to the Board.
5. A plan for a long range program was urged by the Park Board members, Hollom and
Schelde. The Chief said he has increa~ed the activity of the reserve police and will
see if he could use them in the parks. No time limit given, but the point was madeJ
to both the Chief and the Mayor that some thought should be given into this area of
police protection.

LIQUOR PERMITS
Motion by Schelde, seconded by Heintz that the Park Board grant the ~pplications
for liquor for the following reservations pending proper insurance.
Jackie Gunderson 3116 Wilson Street N.E. on'July 15, 1978 and Stanley Maciazka
3230 Hayes Street N.E. 9n September 9, 1978. Ail ayes, motion carried.
LETTERS AND REQ~ESTS ~
Motion by Heintz, seconded by Farrell for the Park Board ~to grant the Columbia Heights
Jaycees the use .of tha Field House. for~a dance on March 18, 1978 f~r their annual
reunion. All ayes, motion carried~ q
Thank you letter from Sister Patrice was reas and filed.
Motion by Farrell, seconded by Heintz for the Park Board to grant the request of Mr~
Don Zdon for 1 hoursof ice time at 4:00 or 4:30 p.m., Monday through Friday for
I~maculate Conception's hockey team pending that this ice time does not conflict
with the recreation programs. All ayes, motion carried.
Motion by Schelde, seconded by Heintz for the Park Board to grant the use of the
Field House to the Columbia Heights Jaycees on February 12, 1978 fdr a pancake
breakfast to raise money for Multiple Sclerosis. All ayes, motion carried.
Motion byFarrell, seconded bySchelde to grant the Columbia Heights Senior High
School the use of Mathaire Park for practic~e and games for the 1978 girl's softball
season pending they do not interfere with the recreation programs. All ayes, motion
carried.
TENNIS COURTS HUSET PARK PICNIC _AREA
Murzyn reported that the State approved the application for funding for tennis
courts at Huset Park picnic are~.
HIRING OF AN ELECTRICAL ENGINEER FOR TENNIS COURT PROJECT
Murzyn requested to have Wolverton Engineering as consultant for tennis court lighting.
The Park Board denied this request. Motion byFarrell, seconded by Schelde for
Murzyn to obtain 3 names of electrical engineers for drawing up plans and specifications
for lighting of tennis courts and present them at the Park Board meeting' of January
18, 1978. All ayes, motion carried.
HIRING OF CITY ENGIN~U~R TO LAY OUT TENNIS COURT PROJECT
Murzyn requested authorization to have the City Engineering Department lay out plans
and specifications for tennis court project. The Park Board denied the request.
Motion by Hollom, seconded by Farrell for Murzyn to obtain 3 names of consultant
engineers to lay out plans and specifications for tennis court project. All ayes,
motion carried.
SUTLIVAN LAKE M~RMING HOUSE
Heintz reported on a request from a Columbia Heights resident questioning why Sullivan
Lake warming house wasn't open during the week for skating. Rejzer reported that the
rink would be open Friday, Saturday and Sund~this season. The Park Board stated
that this was the policy of the Park Board this year for Sullivan Lake warming house.
A recommendation was made for Sullivan Lake residents to demonstrate their request
by using the r~nks more often.

SULLIVAN LAKE PROPERTY
Rejzer repSr~ed that he was presenting his preliminary plans for Sullivan Lake Park
to the City Council on~ December 27, 1978.
HIRING 0__EF WARMING HOUSE ATTENDANTS
Rejser re~ ~ the hiring of warming house attendants, there was no response from
any church organization or any local organization except the Columbia Heights Jaycees
who will be working at Huset Park, splitting shifts with another attendant. Warming
house at.tendant Want ads were placed in the Sun Newspaper and job notices were posted
at various schools including Columbia Heights Senior High. 19 applicants applied
including 2 female applicants~ Interviews were held and a list of warming houses and
their attendants will be sent to the Park Board members. Rejzer reported that the
warming houses will be open on Friday, December 23, 1977 and he requested the opinions
of the Park Board members of closing the warming houses on Christmas Day. The Park Board
suggested that the decision be left up to John Murzyn and Tom Rejzer.
