MINUTES
OCTOBER 26, 1977
Meeting called to order by CB~irman John Rak.
ROLL CALL
Members Present:
John Rak, Michael Farrell, William Hollom, JoAnn Melin,
Gordon Schelde, John Murzyn and Tom Rejzer.
Members Absent: None
Sebe Heintz,
Also Present: Mrs. Richard Schlicht, Representative for LaBelle Park.
READING OF THE MINUTES
Motion by Melin, seconded by Heintz that the minutes of September 15, 1977 be accepted
as presented in writing and the reading be dispensed with and that Mike Farrell be added
to the roll call roster of members present. All ayes., motion carried.
PAYMENT OF BILLS
Motion by Heintz, seconded by Farrell to pay all bills as presented in writing from their
proper funds. All ayes, motion carried.
LABELLE PARK DREDGING
Motion by Hollom, seconded by Schelde that Desco Construction Company complete the LaBetle
Park dredging contract as bid and if unable to complete the job, they shall forfeit their
bond and the project will be awarded to the next lowest bidder. Ail ayes, motion
carried.
HOCKEY RINK FORLABELLE PARK
Mrs. Richard Schlicht was present to discuss the installation of a hockey rink for
LaBelle Park. Motion by Heintz, secodded by Melin that Mrs. Schlicht petition of names
be put on file for permanent record and that an authorized staff recommendation be
established for the December meeting for possible public hearing action.
WAYNE~S PROTECTION AGENCY
Motion by Heintz, seconded by Farrell that the Park Board approve the Park Safety Committee's
letter to the Mayor for implementation of a program and a request of notification
that a recommendation will be considered. Copies of the Park Safety Committee's letter
be attached and sent to the Police Chief, City Council~ Wayne~s Protection Agency and
the City Attorney. All ayes~ motion carried.
MAEfLAND INSURANCE ADJUSTER
Report by Heintz that the claim against the James W. Balluff Roofing Company throngh the
Maryland Insurance Company is settled.
MRPA CONFERENCE
Motion byHeintz, seconded byMelin that the request of John Murzyn to send Tom Rejzer
to the Minnesota Recreation and Park Association Conference in St. Paul, 2~innesota
on November 8 through November 10, 1977 be approved. All ayes, motion carried.
LIQUOR PERMITS
Motion by Farrell, seconded by Melin that the Park Board grant the applications for
liquor for the following reservations pending proper insurance:
LeRoy Rither 101Ventura on September 2, 1978; LeAnn Mortenson %8%9 East Upland Crest
on July 28, 1978; E. Sebe Heintz 503 Mill St. N.E. on November 8, 1977; Jim Miskowiec
on August 12, 1978; Delor Saba 25%1 Brighton Ave. N.E. on July 1, 1978; Theresa Auderson
%025 6th St. N.E. on July 29, 1978; Oscar Hardin 3426 Xerxes Ave. North on October 7,
1978; Wendy Gilbertson 6%16 Willow Lane on September 16, 1978; Ralph G. NeumannRoute 5

Box 155 on August 26, 1978 and Loretta Fort on June 23, 1978. ·
All ayes, motion carried.
FIELD HOUSE APPLICATION RESERVATIONS
Motion by Schelde, seconded by Hollom that all renters be informed on their application,
that they must p~z an additional fee of $10.00 an hour or any portion of an hour, to
their normal fee to use the Field House for decorating when not during regular
business hours. All ayes, motion carried.
COLUMBIA HEIGHTS HOCKEY BACKERS
Motion byFarrel!~, seconded by Hol!om that the Hockey Backers have free use of the
Field House on December 9, 1977 for their sponsored dinner. Ail ayes, motion carried.
SKATING RINE LOCATIONS
Motion by Sche!de~, seconded by Farrel~ that the skating rink fact sheet be approved
and with the exception of Sullivan Lake warming house be open only on Friday, Saturday
and Sunday on a trial basis and that the public be notified through the Sun Newspaper
and the City Newsletter. Also to purchase j~,ckets to identify attendants and for the
park superintendent and assistant park superintendent. All ayes, motion carried.
WARMING HOUSE ATTENDANTS SALARIES
Motion by Hol!om, seconded by Schelde that the pay rates for wakening house attendants
be set at $2.75/~. $3.00/hr. and $~.25/hr. Discussion %ms also held that Tom Rejzer
get in contact with local organizations and park organizations to see if they would
be interested in ]providing rink attendants. Ail ayes, motion carried.
~978 WADING POOL SUPERVISION
Motion by Farr61!~, seconded byMe!in that this discussion be tabled'unti! the next
regular scheduled Park Board meeting. All ayes~ motion carried.
SULLIVAN LAKE PAR]~
Motion by Schelde~, seconded by Farrelt that the Park Board send a letter to the Mayor and
City Council requesting that a certgin percentage of the sale price of the Sullivan
Lake property be set aside for development of Sullivan Lake Park facilities. Ail ayes,
motion carried.
FIELD HOUSE RENTM~ PRICE
Motion by Sche!de~, seconded by Me!in to raise the rental fee of wedding receptions with
beer to the same price as wedding receptions with liquor. Ail ayes, motion carried.
PRESTEMON PARK PA~MEMENT
'Motion by Melin, seconded by Schelde to send a letter to the Mayor and City Council to
hold payment to N.,D.H. Inc. ~mti! the tennis courts and valk-~ays at Prestemon Park
satisfactorily meet specifications of contract and the approval of the Park Board. All
ayes, motion car~d.
SKATING RINEMATT][NG
Motion by Farre!i:, seconded by Me!in that $t,000 be made available for purchase of wa!k~

Discussion was held on the letter sent by Colonel T. Herbert Martin, representing the
Hennepin-Anok~. Counties Congregate Dining Project. Colonel Martin will be advised as
to when Park Board meetings are held.
