AUGUST 29, 1977
Meeting called, to order by Chairman, John Rak.

READING OF THE MINUTES
Motion by Schetde, seconded by Hollom to approve the minutes of August 4, 1977 as
preseDted in ~ting and that the reading be dispensed with. All ayes motion carried.
PAYMENT OF. BILLS
Motion by Heintz, seconded byHollom to pay all billsas presented in writing from their
proper funds. All ayes motion carried.
YOUTH CENTER
The Recreation staff headed by Ms. Linda Hansen, Recreation Director, was present
to request the reconsideration of the Park Board's denial of the youth center. The
Recreation De~ariment explaihedthat the use of the center was for the teen, preschool
and mentally re~arded programs for the coming year. These programs include the use
of this area on Wednesdays, ThurSdays and Saturdays, and also five days during the week
in the morning's and afternoons, except on Fridays andSundays. Preference is con-
sidered for the Recreation Department over any commercial or private use of the youth
center. Motic~n by Heintz, seconded by Schelde that the Park Board reconsider the
action taken ~gust 4, 1977 denying the use of the lower level of the Field House
as was requested by. the Recreation D~partmen%. ~All ayes motion carried~
Motion by Heintz, seconded by Melin that the Park Board grant th4 availability of the
Youth Center for recreational programs for teenagers,~pre-school and mentally
retarded. (See attached for layout of facilities) All ayes, motion carried.
Motion by Melin~ seconded by Hollom that John Murzyn noti?y the Billings &'Betty
Dance Studio that the Ybuth Center will not be available for classes this coming year,
but we will tx~ to make available a warming house shelter until they find a place to
relocate or use a shelter building no later than December t, 1977~ Ali ayes motion
carried.
LETTERS AND P~QUESTS
Motion by Heintz, seconded by H°llom to waive the feeof $100.00 fo~ fields fo~'a
softball tournament that was held on. August 27 & 28, 1977 by Mr. Ernie Nelson and his
team. All ayes motion carried.
Mr. Gene Witucki requests the use of the softball fields and tennis courts at Huset
and McKenna Ps~rks, this request will be wroked out with John Murzyn as suggested by
the Park Board[ members. Recreational programs will have preference to the use of the
fields.
Motion by Me!in, seconded byHeintz to grant the. use of the Field House to the Mrs.
Jaycees of Columbia Heights on November 19, 1977 for their annual Holiday Boutique.
All ayes motion carried.
COLUMBIA HEIGHTS PARK BOARD
MINUTES FOR AUGUST 29, 1977 CONT.
LETTERS AND REQUESTS CONT.
Motion by Heintz, seconded by Hollom to grant the use of_ the Field House to the
Columbia Heights Mrs. Jaycees on October ~, 1977 for a get-together with the National
President of the Mrs. Jaycees of North Carolina. All ayes motion carried.
Motion by Heintz, seconded by Hollom to grant the use of the Field House to th~
Columbia Heights Hockey Association on January 20, 1978. All ayes motion carried.
A reconsideration letter was read from Colonel Herbert J. Martin, Project Director for
the Senior Citizens, requesting the use of the Field House five days a week for Senior
Citizens luncheons. The Anoka County Project Council is not happy at the decisior~ of the
Park Board to deny this request. The members of the Park Board requested John Murzyn to
acknowledge their letter and that we cannot accommodate their request.
RE-NAMING OF MINI PARR
Following a lengthy discussion in renaming Mini Park, a motion ~as made by Heintz seconded
by Hollom that the Park Board reconsider the previous action at the August 4, 1977 meeting for
renaming Mini Park to Wargo Court. Roll call, Hollom aye, Heintz aye, Rak aye, Schelde
naye and Melin naye. Motion was carried. Motion by Heintz, seconded by Melin to rename
Mini Park to Wargo Court. Three ayes and two nayes, motion carried.
LIQUOR PERMITS
Motion by Heintz, seconded by Hollom that the Park Board grant the applications for liquor
for the following reservations pending proper insurance:
Mary Forsythe 2700 West Armour Terrace on December 2, 1977; Michael J. Kra~czyk 125
Lowry Avenue N.E. on May 6, 1978; Patricia Abrams 691 Cheri Lane N.E. on October 14,
1978; Charles Olson 4056 JeffersOn Street N.E. on February 18, 1978; Bruce Marfiz
2414 California Stree~ N.E. on April 15, 1978; Dave Walburg t21-1 Oak Lane, Scotts
Valley, California on June 9, 1978; James Foley 4820 Jefferson Street N.E. on Feb-
ruary 4, 1978 and Ka~hleen Hyska 1852 Taylor Street N.E. on March_ 11, 1978.
All ayes motion carried.
!978 JAMBOREE
Motion byHollom, seconded byHeintz to grant the use of the Field House, Jefferson
building and the athletic field to the Columbia Heights Lions Club for their 1978
Jamboree. Ail ayes motion carried.
BUDGET
The budget was discussed briefly and John Murzyn was to set up a date for a budget
discussion prior to meeting with the Mayor and City Council.
ADJOURNMENT
Motion by Hollom, seconded by Schelde to adjourn the meeting.
