ROLL CALL
Members Present: John Rak, William Hollom, Mike Farrell, Gordon Schelde,JoAnn Melin and
John Murzyn.
Also Present': Bob Owens, Nick Casper, Jim~Molinar0- from Dick's Place and a news reporter
from 'the Sun Newspapers.
Members Absent: None

Motion by Melin, seconded by Hollom to approve the minutes of January 19, 1977 as presented
in writing and that the reading be dispensed with. All ayes motion ca~d.
PAYMenT 'OF BILLS
Motion by Melin, seconded by Hollom to pay all bi~s as presented in'writing from their prope~
funds' All ayes ~aotion carried.
REQUEST FOR FIELD
Motion by Hollom, seconded by Heintz that the Park Board approve the use of the fields to
Mr. Jim Molinaro of Dick's Place for a softball tournament on March 12 gnd 13, 1977
requiring a $50.00 deposit for clean-up of the fields and ~t it be returned if the
grounds are acceptable by the Superintendent of Parks. All ayes motion carried.
PATROLLING ~F PARtIS
Mr. Nick Casper, the City Attorney~.was present to discuss the alternatives for better
commm~ication between Waynes Protection Agency and the ~olumbia Heights Police Department.
Mr. Casper stated that Waynas Protection Agency could not act as a police officer in
investigationaI procedures. T~ey must first, get in contact with the Columbia Heights
Police, as Waynes Protection Agency has the same powers as a private citizen. For convenience
and time, the Pa~ Board members requested the purchasing of a single channel radio for
immediate contact with the Police Department. The suggestion was mede to keep Waynes
Protection Agency on and that the City of Columbia Heights or the Park Board purchase
a radio for Waynes Protection Agency to be of use for them on the job~
LIGHTING OF TENNIS COURTS
Murz~ reported that the lights for the tennis courts a~ the Senior High School and
Hus~t are not yet completed, and that the date for the completion of the tennis courts
is past due. Schelde suggested that the Park Board cancel the contract if the job was not
done by April 1~ °1977. Murzyn stated that he would contact Electric Service Compan~
and tell them that if the project was not completed by April 1, 1977 that the Park Board
would aancel the contract. This discussion was tabled mntil the next meeting in March.
PRESTEMON PARK I~?ROvEMENTS
Farrell proposed construction of Prestemon Park and to what extent we would improve this
park. Motion by Melin, seconded by Heintz to relocate the tot lot, as requested byothe
~P~estemon Park area neighborhood, to the northwest corner of the park. All ayes motion
carried. 'Other developments that are planned for Prestemon Park are 2 tennis courts and
fencing all around, pathways and sodding, with all these developments perspectively taking
place in 1977.
HILLTOP PARK DEVELOPMENT
Specifications for the installation of playground equipment at Hilltop Park were discussed.
Bob Owens recommended his ideas for installation, that we allocate monies for setting up
the playground equipment by outside contractors. A motion was made by Schelde for placing
2 permanent concrete picnic tables and 3 benches at Hilltop Park. Discussion was also made
on the conditions of the sidewalks, Bob Owens and Murzyn will look over the sidewalks
to check for any immediate repair work that needs to be done.
Other P~k improvements to be included in 1977, are guard rail posts at Keyes Hill,
light towers at McKenna Park hockey rink, concrete picnic tables ar various parks and
more park signs-no action was taken.
KEYES PARK PLAY LOT
A motion by Schelde, seconded by Farrell to table, discussion for a play lot at Keyes Park.
All ayes motion carried.
SILVER LAKE BEACH SUN SHELTER
Discussion of a Sun Shelter to be installed at Silver Lake Beach was amde. The structure
would be metal and would measure 20' x 30' and would be 7 feet high. It was suggested that
the shelter be located close to the beach and that additional picnic tables and benches
be added.
BUILDING REPAIRS
Suggested building repairs were the re-dashing of the Field House, painting and repairing
the shelter buildings.
Murzyn reported that Keyes Building is completed, except for the underground wire for
telephone service and is in satisfactory condition.
Murzyn suggested that we purchase more matting for the warming houses next year.~
Gauvitte Parking lot is completed ahd in satisfactory condition.
Discussion for the development of Southwest Park is to be placed on the agenda for the
next Park Board meeting.
APPLICATIONS FOR ASSISTANT PARK SUPERINTENDENT
Murzyn reported that 21 applications were received for the position of Assistant
Park Superintendent, with only 4 being reviewed as of yet. Discussion was tabled.
ORGANIZATI0~CGHERT
The City of Columbia Heights Organizational Chart was reviewed and discussed. The Board
members reviewed the memo from MalcolmWatson stating that the position oftthe Park Board
was under the Public Works Deparm~nt. The Park Board members requested to know where
the Park Superintende~t~so~n the chart.
BIDS ON KITCHEN AND BAR ROOM EQUIPMENT
Murzyn reported that the bids for kitchen and bar room equipment will be opened at ~:00
on Thursday, February 17, 1977 at the Columbia Heights City Hall.
YANDALISM GRAPH CHART
The Vandalism Graph Chart was reviewed and discussed. The Park Board members reviewed the
chart as being an excellent ide~. Farrell suggested that a graph should be made once
a month, in order that we m~y find out which month vandalism is the heaviestin.
LETTERSANDREQUESTS
Motion by Farrell, seconded by Hollom that Murzyn $~nd Mrs. Pearson a letter explaining the
reason for the closing of the Sullivan Lake Skating area. All ayes motion carried.~
Eotion by Heintz, seconded by Melin that the Park Board grant Commander Curtis
Bryendlson the use oftthe Field House on May 6, 1977 for the V.F.W. installation.
All ayes motion carried.

LIQUOR PERMITS
Motion by Hollom, seconded by Melin that the Park Board grant the applications for
liquor For the fo'~llowing reservations pending p~oper insurance:
Mrs. Frank Tomala 13455 Jefferson Street N.E. for October 29, 1977; Mr. Richard Shupien
3337 Benjamin Str~=et N.E. for May 1, 1977; Da~e Tkach 10510 Partridge Circle, Coon Rapids
for March 4~ 1977; Joe Berzak 4553 6th Street N.E. for September 16, 1977 amd Mavis
Ganyo 20 Southwest 17th Avenue for October 22, 1977. All ayes motion carried.
It was suggested ~that the next time that Mr. Dave Tkach wishes to use'tthe P!eld House
that he ~ite a letter to the Park Board stating for what purposes he wishes to use i~~
for. Murzyn stated that he would contact Mr. Tkach.
FIELD HOUSE REFUND
Motion by Melin, seconded by Farrell that the Park Board ~rant the request for a $25.00
refund to Mrs. Uglem for a conceled wedding shower on March 13, 1977. All ayes motion
carried.
CLOSING OF SKATING AND HOCKEY RINES
Motion by Hollom, seconded by Melin that skating and hockey rinks b~- officially
closed on the weekend if February 18, 1977. All ayes motion carried.
S~TING RINK ATTENDANCE
Murzyn r~orted that the attendance of the rinks has fallen du~ to poor weather conditions
and from the competition of other programs. Murzyn recommended opeing LaBelle Park
warming house nei~t year. Murzyn also reported that the all around t976-1977 attendance
~as good~
REVIEW OFTTB-~ ~.9~[6 ANNUAL REPORT
The Park Board members ~eviewed and discussed-the Annual Report. They reported that it
was very well dor.~e and thanked the office staff for preparing it. ~
