MINUTES
DECEMBER 16, 1976
Meeting called to order by Chairman John Rak.
ROLL CALL
Members Present: John Rak, Sebe Heintz, William Hollom, Gordon Schelde, JoAnn Melin
Michael Farrell and John Murzyn.
Members Absent: None.
READING OF THE MINUTES
Motion byHollom, seconded byMelin to approve the minutes of December 1, 1976 as
presented in writing and that the reading be dispensed with. All ayes motion carried.~
PAYMENT 0FBILLS
Motion by Farrell, seconded by Melin to pay all bills as presented in writing from their
proper funds. All ayes motion carried.
LABELLE PARK
The members reviewed and discussed the LaBelle Park Phase II project~nd also a letter
from Mr. Wolverton concerni~ the cost of consultant fees.
A motion by Farrell, seconded byMelin that the Park Board is recommending to the City
Council that the following items listed'below be accepted.
Dredging
Pathways
Path Lighting on west side
Sitting Areas
North Side Play Lot
Art Structure
East Play Lot
Signs
Spillways
Sidewalk Improvement

And that the members express their desire that we not~ exceed spending more than $15,000.00
out of the $26,000.00 for dredging and also that the Board be responsible only for
$10,000.00 in consultant fees for a grand total of $71,000.00. Ayes; Heintz, Melin,
Hollom, Farrell and Rak. Nayes; Schelde. Motion carried.
LETTERS AND REQUESTS
Motion by Farrell, seconded by Heintz that the Park Board grant the use of the Field
House on Tuesday Febrary 22, 197~. to the Columbia Heights Cub Scouts of Highland
EIementary for 'their Annual Cub Scout Banquet. All ayes motion carried.
Motion by Schelde, seconded by Farrell that the Park Board grant the use of the
Huset Park Softball facilities to the Columbia Heights High School Girls Softball
Team on Nay 20 and 21, 1977 for their Second Annabel Invitational Tournament. All~
ayes motion carried.
Motion byHeintz, seconded by Schelde that the Park Board grant the use of the
Field House toL~the Columbia Heights Jaycees for a District Meeting on January 7,
1977. All ayes motion carried.
Motion by Schelde, seconded byFarrell that the Park Board grant the Recreation
Department's request to place a building at Sullivan Lake Park for the use of a
Teen Center and other recreational activities. All ayes motion carried.

LIQUOR PERMITS
Motion by Me!in, seconded by Heintz that the Park Board grant the applications for liquor
permits for the following reservations pending proper insurance: George Reiter 1/.8
Territorial Road for May 7, 1977; Kathy Jersey /*056 6th Street N.E. for May 21, 1977;
Dennis Rusinko 617 24th Avenue N.E. for March 12, 1977; Sandy Siegel /*830 7th Street
N.E. for September 17, t977; Sue Crivits 37/.3 Aldrich Avenue North for March 11, 1977;
Lawrence S. Plack 3560 Cleveland Street N.E. for October 1, 1977; Kay Kujawa 2615 Cleveland
Street N.E. for February 26, 1977; Mary Littlefield 2205 Cheshire Circle for January
1%, 1977; Sandra K. Bebus /*550 Central Avenue N.E. for April 23, 1977~ and Dennis
Alexander 5016 6th Street N.E. for July 15, 1977. All ayes motion carried.
PRESTEMON PABK
The Prestemon Park surveys were presented by Mr. Abrahamson and the residents neighboring
Prestemon Park~~ they will also present the Park Board ~ith a priority list for the
park for 1977.
ASSISTANT SUPERINTENDENT OF PARKS
A discussion was held with Tim Yantos on what should be included in the job description
for the Assistant to the Superintendent of Parks. A preliminary job description is
to be presented at the next meeting.
REQUEST FOR ARCHERY RENGE
Motion by Farrell, seconded by Melin;:that the Park Board approve the request from the ~.
Recreation Department for an Archery Range in the b~sement of the Field House, with the
derails being worked out by John Murzyn and Linda Hansen. All ayes m~tion carried.
GAUVITTE PARK HOCKEY RINK
Murzyn reported that the Gauvitte Park Hockey rink!~is completed except for a few bands
to be insta~lled to hold the fencing.
KEYES PARK BUILDING
Murzyn reported t'hat the Keyes Park Building has been inspected for approval with
the exception of an underground phone wire to the building.
PARK POLICE
Hollom reported Ghat he talked to Mayor Bruce Nawrocki concerning the Park Police
meeting. He stated that the Anoka County Law Enforcement people said that the~ were
not in favom of ~he use of a walkie talkie. One alternative was brought up, that the
Public Works Department's walkie talkie could be used by the Park Policeoand therefor
they could have access to the Police Dispatcher. Motion by Hollom, seconded by Melin
that the Park Board recommend to th& City Council that the Public Works Department
provide a radio, if thereis one available for use and if not to purchase one for
the Park use.
DONATION OF PARK BUILDING
Motion by Farrell, seconded by Schelde to recommend to donate a shelter building
to the 'School Board for their hockey rink. All ayes motion carried.
LABELLE PARK LIGHTING
Motion by Melin, seconded by Hollom that the Park Board authorize the City Manager
to install ~ne d~rectional floodlight on the east bank of LaBelle Park. All ayes
motion carried.
