Special Meeting
Meeting called to order by Chairm~n John Rak.
ROLL CALL
Members Present: John Rak, Sebe Heintz, GOrdon Schelde, Michael Farrell, JoAnn Melin
William Hollom and John Murzyn.
Me~oers Absent: None.
Also Present: Dean Otterson, ~lcolmWatson, Mr. Lange, Jim Wolverton and Clayton Berg.
READING OF THE ~ENUTES
Motion by Heintz, seconded by Hollom to approve the minutes of November 17, 1976 as presented
in writing and that the reading be dispensed with. All ayes motion carried.
MEETING FOR POLICIES FOR PATROLLING PARKS
Mr. William Hollom reported about a meeting with Mr. Wayne Fischer from Waynes P~otecti0n
Agency, the Chief of Police, Mayor Bruce Nawrocki, the City Attorney Nick Casper, JoAnn
Melin and William HoL~om which was held on November 18, 1976 at the Pannekoeken Huis
concerning the deputizing of Wayne Fischer and the possibility of presenting himwith a
scanner and walkie talkie. Mr. Nick Casper, the City Attorney, stated that in Rochester
the airport wanted a private police officer, he ruled that Columbia Heights could not
deputize Mr. Wayne Fischer or present him with a scanner. The Chief of Police was asked
to look at the walkie talkies that the Anoka County Park Rangems use. The possibility of
presenting Wayne Fischer with a walkie talkie was discussed and also making him a member
of the Police Reserve. Wayne Fischer met with the City Attorney on Saturday, November
20, 1976 to discuss and set up guidelines. ~
LABELLE PARK
Mr. Malcolm Watson, City Manager, said that Mr. Dean Otterson is here to explain the
State Grant for LaBelle Park on how it will be used. The total grant of $60,100 was
applied for in 1974 of which $30,050 was the city share. The city has a contract signed
with the state and must abide with the requested items or we lose that portion of ikuuds
if ~eleted. It was revealed that a new proposal for L~Belle Park was made at a City Council
meeting in the amount of $92,714. The Park Board members were concerned if by some mis-
understanding was made at earlier meetings and where the extra cost was involved.
Murzyn reported that he met with Mr. John Ranck about.the Northern States Power Company
installing night lights along the present power poles lined on the hill on the east side
of the park...Mr. Ranck said that four (4) ~igh pressure directional lights at $11.30 per
unit per month could be installed, but some trees would have to be trimmed or removed. It
was mentioned, if possible, that Northern States Power Company could install new power poles
along the east pathways. Murzyn to check with Mr. Johu Ranck if this is possible. Mr.
Jim Wolverton mentioned that he ~as over $3600 involved with preliminary planning. Mr.
Watson said that Wolvertons contract has been checked over by the City Attorney and him-
self and that it was requested by Mayor Bruce Nawrocki to turn it over to the Park Board for
their review and recommendations.
Dredging was discussed and a member of the Park Board asked whether we could receive
~her funds to help with the cost of dredging, possibly from the Storm Sewer fund. A
motion by Schlede, seconded by Heintz that the Park Board table the discussion on
LaBelle Park Project Phase II until the next meeting on December 15, 1976. All ayes
motion'~carried.

PRESTEMON PARK
Mr. Ron_Abrahamson, spokesman for the residents of Prestemon area, mentioned the
following objectives of their presence at this meeting.
1. To show that they are not apathetic.
2. To ask to reconsider the plans to remove the warming house because of small
attendance°
3.~Would like an update on plans for 1977.
Mr.'S6he!~e spoke and told the large group that we appreciated the intrest tha~ they
showed and that we would like to see more of these g~oups attending our meetings. Motion
by Melin, seconded by Heintz that the Park Board supersede their previous motion and
place an attendant at Prestemon Park. ~ All ayes motion carried.
Murzyn reported to the residents that our plans for this area for 1977 is to construct
two (2) tennis courts~ pathways, parking lot~and a basketball court. They requested
that they would like to see some p!ayg~ound e.~uipment, satellites during softball
games and ~nter programs~ and also some "No Motorized Vehicles Allowed" signs.
Murzyn gave Mr. Abrahamson the Prestemon Park building surveys tthat were mailed out
in July of 1976. The people are to fill them out and return them to M~. Abrahamson.
It was said that when the surveys were m~ailed out, that [they never received them.
According to our records, 15 s~veys were answered and returned.
LETTERS AND REQUESTS
Motion by Farre!!, seconded by Heintz that the Park Board grant a permit to the
Col~mbia Heights Jaycees to sell 3.2.beer for the 1977 season. Ail ayes mstion
carried.
BID ON PLAYGROUND EQUIPMENT
Motion by Meiin, seconded by Sche!de that the Park Board recommend to the City
Council the bid of Hameie and Associates as the responsible bidders for $2501o60
according to the specifications. Ail ayes motion carried~
ADJOURNMENT
Motion by Farrell, seconded by Heintz to adjourn. All ayes motion carried.
