SPECIAL MEETING
NOVEMBER 3, 1976
Meeting called to order by William H011om.
ROLL CALL

READING OF THE MINUTES
Motion by Heintz, seoendedbyFarrell to approve the minutes of October 26, i976 as
presented in writing with the exception that ~ohn Rak was late, not absent and that
the reading be dispensed with. All ayes motion carried.
PAYMENT OF BILLS
Motion by Farrell, seconded by Heintz to pay all bills as presented in writing and to
be paid out of their proper funds. All ayes motion carried. _
LABELLE PARK
Mr. Ivan Kohl was present to discuss the LaBelle fountain. Some questions were raised
on why we don~t have a gqod spray of water that can be seen from a distance. Murzyn
suggested that in order to have a larger spray of water the benches from the inside would
have to be placed on the outside area or else the benches remaining placed on the inside
would be of no value for sitting. The members would like to see this in operation in th$
month of May 1977.
The cost of this dredging, as originally planned, would cost approximately $26,000.
Discussion was on a smaller dredge project with the use of a drag line and pushers End
that it be placed on the sides of the pathways. Murzyn suggested that he would like to
see the dredging go on as planned. The Park Board s~id.that the coSt.be kept at a
minimum if the dredging be set at 2 feet and disposing of the spoil~ be within the area.
Mr. John Lang was to contact Mr. Hanley and confer with him on his suggestions. Gordon
Schelde recommended that rip rap be installed by the storm sewer outlet by the fountain
and on the northeast corner of the park where the drainage is from Circle Terrace.
PATHWAYS
The Board decided that limestones on the paths would be okay along 40th Avenue.
PATH LIGHTING
The lights would be changed with high lighting from the northeast corner to the bridge
and goi~g south to 40th Avenue. Thi~ change would have to be discussed with the Northern
State Power Co. On:~the lighting from the Central area on the west side to 42nd Avenue.
Two other concrete standards are to be placed between the two large openings.
SITTING AREAS
There are two sitting areas at the park, one is at the crest and the other is alomg the
40th Avenue crest, the sitting areas seem to be sufficient. The Board recommended that
soil borings be made along 40th Avenue.
NORTH TOT LOT
The Board members were in agreement with the North Play Lot.
FENCE
The Board recommended that guard rail post with cable be used instead of a redwood~fe~nce.

ART STRUCTURE
~he city employees will build the art structure for the central area and a ramp
should be installed for wheelchairs.
Motion by Sche!d.s, seconded by Farrell, that the Park Board's recommendations be
presented to the City Council and discussed with the exception of ihs dredging.

WAYNES PROTECTION AGENCY
~ke Farre!t discussed the possibility of deputizing wayne Fischer from Waynes Protection
Agency and possfbly presenting him with a scanner. Motion by Farre!!~ seconded by
Heintz that William Ho!tom and JoD~an Melin meet with the City At. torney, Chief of
Police and the M~yor to discuss the limitations of Waynes Protection Agency. Ail ayes
motion carried.

Motion by Heintz, seconded by Farreil that the meeting be adjourn. Ail ayes motion carried.
