ROLL CALL Members Present: William Hol!om, Michael Farret!, Heintz and John ~rzyn. Members Absent: John Rako Gordon Schelde, JoAnn Melin, Sebe READING OF THE~ECNUTES Motion byMelin, seconded by Schetde to approve the minutes of September 15, 1976 as presented in writing and that the reading be dispensed ~th. All ayes motion carried. PAYMENT OF BILLS Motion by Farr&ll, seconded by Schelde to pay all bills as presented in ~riting and to be paid from their proper funds. All ayes motion carried. LETTERS AND REQUESTS An application ~s granted to Mr~ Dan Tkach for liquor for a Halloween Dance and Party on October 30, 1976. Motion by Schelde, seconded by Melin in answer to Mr. Watsons letter dated October 4, 1976 concerning pension for_Mr. Earl Ellison that this does not seem to be germane to the Park Board and is referred back to MalcohWatson, JohnMurzynand the City Council. All ayes motion carried. Motion by Schelde, seconded by Farrell to send a thank you letter to the Columbia HeiEhts Jaycees and the Mrs° Jaycees for the $150o that they each donated. All ayes motion carried. Motion by Melin~ seconded by Hollom that the Park Board grant permission to the Columbia Heights Mrs. Jaycees for the use of the Field House on November 20, 1976 for their annual Holiday Boutique. Motion by Hollom~ seconded by Melin that the Park Board purchase rubber matting for the Keyes Park Building. All ayes motion carried. LIQUOR PERMITS Motion by Sche!de, seconded by Farre!l that the Park Board grant the applications for liquor for the following reservations pending proper insurance: Elizabeth Noon 7510 Mississippi Street for August 27, 1977. Debbie Wenzel 71 58 Lake Drive for January 1 5, 1977. Kevin Kittridge 5280 East River Road on November 12, 1976 and Jack Solem 2200 39th Avenue N.E. for March 18, 1977. Al! ayes motion carried. PATROLING OF PA~KS The policies for' the parroting of'parks were discussed. Motion by Sche!de, seconded by Heintz that 'two (2) representatives from the Park Board and two (2) from the Recreation Department and also ¥~' Wayne Fischer from Waynes Protection A~ency ha~e a meeting to recommend a policy for patroling parks. William Hollom and JoAnnMelin vol~mteered to be representatives from the Park Board. All ayes motion carried. Motion by Schelde, seconded by Farr~ll to have Wayne from Waynes Protection Agency be present at the Park Board Meeting from 6:30 to 7:00 on November ~7, 1976. ~977 BUDGET The ~977 Budget was tabled. COLUMBIA HEIGHTS PARK BOARD MINUTES CONT. OCTOBER 20, 1976 VOLLEY BALL COURTS Murzyn reported that the volley ball courts were installed at SOuthwest Park and two (2) at the Senior High School, more sand will be placed on the courts at the Senior High School. HOCKEY RINK Murzyn reported that installation of pipes had to be curtailed because the hockey rink was not according to specifications and the contractors will have to correct it. HILLTOP PARK The prices and structures for playground equipment at Hilltop Park were discussed. Motion by Farr~ll, seconded by Schelde to buy Gametime~s plan. The vote was suspended until Murzyn calls the Park Boad. It was tabled. ART STRUCTURE Murzyn reported that he requested soil borings for LaBelle Park. It was found that 2 feet of sand, 6 feet of fill, to 20 feet plat beyond that clay. Motion by Melin, seconded by Melin that the Park Board instruct Dean 0tterson to initiate a change order to move the play structure from the triangle to the east play lot. All ayes motion carried. WADING POOL The Wading Pool discussion has been tabled. Murzyn received only one informal quotation and is waiting for the other company. Schelde suggested Custom Pools to be called for an estimate. HUSET PARK BASEBALL FIELD The Re-Construction of #1 Baseball Field in Huset Park was started and black dirt has been prepared for sodding. TOWN COMMITTEE Motion by Melin, seconded by Hollom to appoint M~ce Farrell to the Town Educational Committee to represent th~ Park Board. All ayes motion carried. ~IQUORAND BEER ORDINANCE Motion by Farrell, seconded by Melin that it is the opinion of the Park Board concerning the consumption of non-intoxicating malt liquor and intoxicating liquor in Columbia Heights P~rks as follows: 1. To set a time period such as 9 PM to 8 AM in all parks except Huset whic~ is covered in section 3. 2. No non-intoxicating or intoxicating liquor on the beach at anytime. All ayes motion carried. KEYES PARK BUILDING Murzyn repo~ted that there isn't too much work le~t for the completion of the Ke~.es Park Building. There is some painting to be done, installation of the outside fountain and other miscellaneous items. SILVER LAKEBEACH The Beach enbankment has been prepared, which ineluded an asphalt runway to the parking lot and the ground a~ea is ready for sodding. GAUVITTE PARK The curbing was installed and the base work and asphalting will be done as soon as Hardrives Co. will finish the asphalting program for the City. LABELLE PARK A meeting will be held on LaBelle Park on Wednesday November 3, 1976. COLUMBIA HEIGHTS PARK BOARD MINUTES CONT. OCTOBER 20, 1~976 TEEN CE~ER Discussion of the Teen Center at McKenna Park. A suggestion was made if all possible to move a couple of wa~ng houses to McEenna or use S~2[iivanPark Building as a ~e~a Center° M~rzyn to investigate if they can be done. SKATING Motion by Sche!de, seconded by Farrell that the Park Board have a skating rink at Prestemo~ with no building ar attendent. Ayes Ho!!om, Farrell~nd Schetde, Nay Melin. Motion by Schelde, ~seconded by Farrelt that the Park Board not have a skating ~acility at Sullivan Lake. Aye Hollom, Farrelt ~ud Scheld% Nay Melin. Motion by Metin, seconded by~hetde that the Park Board discontinue skating at LaBelte this year as the area will be used for dredginig. Ail ayes motion carried° ~ ORGANIZATIONAL CHART Organizational c~art was reviewed and disonsssed %~th no recommendations at th~ s time to the Mayor and City Cguncil. - ADJOURNMENT Motion by Metin, seconded by Farre!l that the meeting be adjourn.
