Sebe Heintz, JoAnn Melin, John Rak, Members Absent: None. READING OF MINUTES Motion by Melin, seconded by Farrell to approve the minutes of August t~, 1976 and August 23, 1976 as presented in writing and that the reading be dispensed with. All ayes motion carried. PAYMENT OF BILLS Motion by Hollom, seconded byHeintz to pay all bills out of their proper funds. ayes, motion carried. All BUDGET ~TING The meeting with the Mayor and the City Council and also the City Manager to discuss the proposed 1977 Park Budget on September 20, 1976 at 6:30 PM in the Field House. SOIL BORINGS Murzyn reported that he ordered soil borings for Hilltop building. The Northeast corner of the building site had eighteen and half feet (18½) of peat before solid material ~f red clay, sand and a little mixture of peat at a depth of 32 to 40 feet. On the Southwest corner of the building there was about 6~feet of peat and from point 8 feet to 20 feet of red clay, sandy loam with a little peat mixture to 20 foot depth. Murzyn recommended that this would not be feasible to do any constructive work on the building. The Board requested that the building should be painted. LETTERS AND REQUESTS Motion by Farrell, seconded by Schelde that the Park Board approve the request Of the Jaycees dates as per letter. All ayes, motion carried. Motion by Sch~de, seconded by Farrell that the Park Board approve the request of Columbia Jr. High for use of only three courts and that one court must be open to the public. All ayes, motion carried. Motion by Sch~lde, seconded by Melin that the Park Board grant the applications for liquor for wedding receptions provided they have the proper~insurance requirements for the following: Mrs. Frank Kozlak, 4512 Second Street N.E. on September 9, 1977, Barb Miller 4025 Arthur Street N.E. on July 9, 1977, Barbara Eaczmarczyk 3829 Quincy Street N.E. on February 19, 1977, John Vermeer~ 4556 Fillmore Street N.E. on September 26 1976, and Jim Anderson 1206 72nd Avenue No~h on May 14, 1977 and also on August 6, 1977. All ayes motion carried. FINANCIAL REPORT The Financial Report was reviewed and discussed by the Park Board Members. REPORTS Murzyn reported that the Keyes building construction is coming along fine. The Contractors are installing insulation and polyethene to hold the insulation in place, so that the plywood ceiling can be installed. Agricultural Lime has been applied to McKenna and Gauvitte softball fields and they will be ready for action for the next softball season. COLUMBIA HEIGHTS PA~E BOARD MINUTES FOR SEPTEMBER 15, 1976. REPORTS CONT. At the McEenna Landscaping Project we have also applied plastic polyethene and ' · Agricultural Lime in between trees and bushes to make the appearance of this corner look attractive. WADING POOLS Murzyn reported that the Wading Pools were closed on August 30, 1976 which was extended two weeks from our normal closing. The attendance was good at the three pools° PARK LIQUOR ORDINANCE Sebe Heintz presented a new proposed liquor and beer ordinane~e that had its first 17 reading. This was read and reviewed by the members with a suggestion that the word County be stricken, since the City and County Park Ordinance would conflict. A motion was made by Melin, seconded by Schelde to recommend to the Mayor and the City Council that the Park Board accept the new proposed ordinance ex~cept for deleting the reference to the County Parks. Two (2) ayes and four (4) nayes, motion denied. Farrell mentioned that a resident requested, bi~tthe Park Board would install a snow fence barrier to prevent snow blowing during the winter into the alley and garages. The park is an open area and the winds will naturally blow the snow when the winds are from the west. The resident said that if we supplied the snow fence and post, that they would install it themselves. This request will be taken care of when the time is available. Farrell requested that the Park Board purchase a new flag for the Mini Park which was stolen du~ing the wee hours of the morning. The members ordered a purchase of a new flag. Motion by Schelde~, seconded by Farrell that the Park Board approve the use of the hall for the Fireman's Auxilary Christmas party on December 5, 1976o All ayes, motion carried. A late report came from the Recreation Departments Director to install Volley Ball posts at Southwest Park° The Park Board requested that Murzyn install a couple of wooden Doles for this recreation program. SPRAYING OF PARES Murzyn reported ~at six parks were sprayed for broad leaf and dandelions in Mathaire, McEenna~, Mini, City Hall, Ost~ander and LaBelleo ADJOUP~NT Motion by Heintz, seconded by Schelde that the meeting be adjourn. carried.
