AYMENT .of BILLS All bills presented were authorized for payment out of the proper funds by a motion from Melin, seconded by Heintz. All ayes, motion carried. MINUTE~. FROM.SEPTEMBER 1.?,L1.~7~ BOARD M~.W. TING .Motion to dispense with the reading of the September 17, 1975 Park Board Meeting utes as presented in w~i~ing came from Heintz, seconded by Melin. All ayes, motion carried. SCHEDULING OF HOCKEY GAMES Present to discuss ~cheduling of hockey games ~s the Director of Recreation, Lind~ Hansen and the Hocke~y Supervisor, Joe Branco. Problem of games scheduled to close together and not haying enough time to maintain ice was discussed. Swinging doors on hockey rinks to allow players to get on and off ice x~s discussed. John M~rzyn was instructed to construct player gates on each side of blue lines. The Hockey Association suggested that Huset Park be the main park for traveling hockey teams, and use Mini ~Park rink as a back up. Discussion was held ~on parking problem around the rinks, not allo?ing maintenance vehicles enough room to get to the rink. TBw, E SANITATION and~BOULEVARD TREE PLANTING Public Works Direc~er Earl Gustafson was present to discuss the pro's and con's of boulevard tree planting within the City and best way to control planting of trees on private property an~ elminate planting of boulevard trees. Tree roots have caused many problems with s~idewalks and curbs. Mr. Gustafson and John Murzyn to prepare recommendations for a new tree planting ordinance. Also discussed at this time was snow plowing on streets and sidewalks. Discussion on the p~o's and cont s of reducing the fee for polictical parties when renti~ the Field House. Motion made by Schelde, seconded by Melin to grant the use of the Field House at the regular rate to the D.F.L. Party. Heintz amended to grant the Field House to the D.F.L. at one half the regular rate, seconded by Farrell. Vote was taken on the amendment; three ayes, three nayes, motion failed. Vote was tsd(en on the origina~l motion; three ayes, three nayes, motion failed. Motion by Farrell, seconded by Heintz that the Field House be rented to D.F.L. Party for $99. Three ayes, three nayes, motion failed. Motion by Heintz to rent the Field House for $100 to all poli.~tical parties with liquor. ~,~tion died for lack Of a seco_nd. ~Dtion by Melin, seconded by Heintz that the B~d allow the D.F.L. P~_~ty the use of the Field House for a fund raiser for a fee or $150. Heintz, Melin, Hollom, and R~k myes; Schelde, naye; Farrell abstained; motion carried. Motion by Farrell, seconded by SChelde to allow the Columbia Heights ~irls Scouts the use of the field house facilities on February 7, 1976 for a Father and Daughter Snow Day. All ayes, motion carried. Motion by Heintz, seconded by Melin that the Columbia Heights Fire Department be granted the use of the Field House on January 31, 1976 for a Testimonial Party for retiring Fire Cheif Franc~es Bassett. All ayes, motion carried. The results on bids for ~ree and shrub planting in Huset, 0strander and Prestemon parks was t~bled by the City Council till their next meeting. - Continued - o~mu. ue~ .rage :~ The Park Board reviewed the Central Jr. High request for the maintenance of their hockey rink. PROPOSED PARK DEVELOP~zNT BOND ISSUE .,.&l review ~¢as made on the proposed park development priorities for a ~173,000 .Bo, nd Issue. it ~,~s suggested that the Park Board hembers meet on October 28¢ 1975 at 6:30 p.m. for a Special Board meeting concerning the Proposed Bond Issue. !~&BELLE FOUNTA]~ i.~,,, Gustafson gave info~mation about the nozz!e~ used and what is possib!e~ that cma be done with fountains. He asked what the Board %~muld like to see done 'at this LaBelle fountain, and what recommendations that they might have. POLICE OBSERVATION for LABELLE~ P~_RK It ~as agreed t~ the Board members tbmt the police should concentrate on LaBelle Park due .to a great deal of vandalism. LIG}~S at LAB~LE PARK A discussion ~a~s held on park lighting in LaBelle Park. It %.ms the opinion of the' members that there is a need to find a company'%~th%n the Twin CitTes to order parts for the light fixtures. These lights were designed "~g }~. Wo!verton and the parts are made some where in California. ~' I~URJ~ICE COVF2~.GE of PARK BO2.RD The question %~s brought up by JoAnn Melin concerning the Park Boards insum~ance coverage of liability. It %ms mentioned that the Board is covered by the City ~ Columbia Heights for liability. Information about Judge Keyes and his wife ~.~s read by Chaizm~sn Rako ~.~ Rak re- linquished his Chairmanship and ~,~. Farrell acted as Chairman. !@. Rsl~ F~ade a motion seconded by Heintz that the Memorial Park be renamed "Keyes Park" in hono'r of Judge Leonard and Cecilia Keyes. &ll ayes, motion carried. PARK SUPERINT~2~DENT ASSISTANT The Park Board members discussed the possiblity of bir%ug an assistant to the Super- intendent. Members are to keep this in mind on what ~ind of person to be hired.
