Members Present: Sebe Heintz, WiLliam Hollom, JoAnne. Melin~ Go+_rd. on Schelde, and John Murzyn, Superintendent of PArks. azso present, Clayton Berg from the City Engineering Department. Members Absent: Micahel Farrell and John Rak. The 'reading of the June 19th, 1974 Minutes were dispensed with and approved as presented in writing, with one deception; Clayton Berg is not the City Engineer, his official title is Senior Engineering Technician, motion by Sebe Heintz, Second by JoAnne Nelin. All ayes, motion carried. A~THORtZATION for PAYMENT of BILLS Ail bills were authorized for payment, out of the proper funds, as presented with two additions; a bill for Nedegaard Construction, and Germundson Oontract-~, by a motion from Sebe Heintz, and seconded by Gordon Sche~de. Ail ayes, motion carried. MATHAIRE BUILDING The Park Board members were informed that the completion of the Mathaire Builiing should be within 60 days. The work to be completed included painting, finishing work, sidewalks, gas hook-up and carpenter work. P..ERMISSION for, GATE at GA~V1TTE Mr. ~Michael Lasky was recognized by the Board, and his letter-~ read. Mr. Lask~ re- quested permission to install a gate in the existing fence on the north end of his lot near Gauvitte Park. The Park Board suggested several alternatives to the pro- blem of an entrance. After discussion by the Board it was unanimously felt that post and cable should be used in making a small opening-in existing fence, without a gate. Sebe Heintz made a motion to approve Mr. Lask~'s request to provide an opening in the existing fence, with consulting the Park Superintendent and for his approval~ seconded by JoAnne Melin. ~l_l ayes, motion carried. Cm~N~ ~ REQUEST The Park Board recognized Mr. ~ick Birch, Columbia Heights Activities Committee, who was present at this meeting of the Park Board in regards to use of park area for the 1975 Jamboree Carnival. Mr. Birsch tn£ormed the members that the Carnival would like to set up on the Monday, June 9th and take down on the following Sunday, and use of rectangular area 500 ft. by 250 ft. on the west side of Jefferson St. After discussion was held on the problem existing from equipment on the fields if rain is prevalent, a motion was made by Sebe Heintz, seconded by Gordon Schelde to allow the Activities Committee to hold the Caimival on the west side of Jefferson Street, a 500 ft. by 250 ft. area, to be set up on Monday, June 9th through Sunday. ,~1_1 ayes, motion carried. .F. STATEMENT ~-_~_(~?~; -- '~- ;~ -:~ . ~ The Park Superintendent informed Park Board members that some bills were coming out of Revenue Sharing Funds, and Salaries Regular for 1974 ~-~. be in %he red $9,000 due to salary increases, but Salaries Extra is a plus $4,500, and Police Duty ,is a plus $2,500, unless we utilize these items more. Park Superintendent told the members of the Board that he will be attending a meeting at Holiday Inn in Brooklyn Center next Wednesday and Thursday, along with the other city department heads to discuss budgetin. The Boar~ requested John Murzy to bring up the Sales Tax item in budget, being a State item. - Continued - REVIEW of PROP(~ED PARK BUDGET Discussion ~ms' held by the Board on a D,tl time Secretary'to replace part time Secretary in the 1975' Budget. The Park Board members felt that a full time secretary should be e~loyed in 1975 to aleviate some of the menial tasks~ for the' Park Super- intendent, such as' answer phones, taking, registration, schedu~ing, hsmding bills, typing, etc+ The Park~: Board members felt that the use of a man power pool, to eieviate the' hiring of part time men through the City Manager be ~e brought up at the Budget Hearing. The Park Board felt the hiring of a full time park keeper in 1975 could be eleviated by putting more money in Salaries Extra from 15,000 to 25,000. This would be approxi- mately hiring 6,250 hours of part time men at the rate of $4.00 an hour. Discussion ~ms held on more l~lice protection at Silver Lake Beach. The Board members felt that an increase from $4,000 to $7,500 should be made in the 1975 Park Budget for Police I~Aty. Canteen Supplies-in the Budget was discussed by the Board. Money from eht sale of canteen supplies, and hall rentals to Park Revenue fund. ~aintenance and Repair Buildin~ The Park Bo~d made an increase from $~,100 in ~974 Budget to $8,600 for 1975. The increase x~i]~ be for-contracting cure-the~ painting amd' repair of she~ter buildings at Prestemon, LaBelle and Memorial, and an increase for breakage and vandalism. Capi .tol Out~y Machinery No change in the figure for Capitol Outlay Machinery wa~ made by the Park Board members in the Proposed 1975 Budget. Capitol Out~Lay Park Improvement The figure for Capitol Outlay and Park Tmprovement was~raised from $32,420.00 to $53,300.00 1~ the Park Board members. This raise was for completion work on Bandstand roof, bell field at Prestemon Park (eliminating tennis and basketball court asphalting, fencing te~zis courts and basketball standards,~Developing-of the ball field at Prestemon P~rk was estimated at $2,000 contracted out. John Murzyn, Superintendent of Parks is to obtain estimates on fiber for.bandstand. Planting at LaBelle Park w~s changed to $12,000~00 from $8,000.00 in the proposed 1975 Budget. Guard Rail post and cable clanged to $1,500.00 from $500;00~~ ~Boat~_ bouysLand~diving board changed to $2,500.00 from $250.00, the increase came from adding beuys and diving beard. Horse Shoe Court was discussed by Board members, monies should be found in budget to construct these courts. Au additon of $1,500 was made in the Proposed 1975 Budget for a park~ lot at Gauvitte Park. Capit.o! Outlay Bui!.din~ Construction Capitol O~t~y Building Com~ruction remained at the figure of $48,800.00 fora build- ing, park light at Gauvitte, and a microphone system for the bandstand. APPROVAL qf. PROPOSED 19~~ BUDGET Motion made by Gordon Schelde to present the Revised Park Board Budget approved by the Park Board to the City Council for their acception, seconded by JoAnne ~lin. The letter was thanking the Board for the attention cooperat~ion and assistance of the Park Board for the use of the Field House for a Police Officers Written Test.
