Engineer:lng Department, Ms. Cheryl Volkman and Mr. Don Hall.
Absent: NONE (Council still interviewing for Park Board Vacancy)
READING OF MIN~.~ES FROM APRIL 17th....~97~ MEETING
Minutes of the April 17, 197~ Meeting were approved, as presented in writing
the reacLing of these minutes dispensed with by a motion from Wi!li~m Hol!om, se-
conded 10 Sebe Heintz. Ail ayes, motion carried.
NO BILLS FOR Ab~HORIZATION
TENNtB COURTS AT HUSET PARK
The Park Board members recognized ;~. Cheryl Vo~d,m~n, who ~s present at this meet-
ing .in regards to the construction of the new tennis courts~ that bids have been
let ou~ for. Ms. Volkm~u informed the Park Board members ~that the neighborhood
children use the area proposed for these courts for softball, which keeps them
off of the streets. The Park Board members agreed that the solution to this
problem is to keep the HuSet Ps~rk field number 2 open for the neighborhood chi!-
dren. John Mm~rzyn, Superintendent of Parks to check with the Recreation Department
as to their scheduling of the fields and come back to the next Park Board meeting
with a report.
The Park Board also recognized }~. Don Hall from the Eastside Y.M.C.A. to request
the use of two softball diamonds for the F~stside Y.M.C.A. all churches men~s slow
pitch softball gsmes. They need five fields, New Brighton has given them three.
Their g~nes are on Friday nights and begin this Friday and continue till around
the first week in August. No field maintenance is necessary. Discussion ~.ms held
by the Park Board members as to the number of Columbia Heights residents would be
involved, and as to the availability of the fields on Friday evenings. As of this
d~te the schedule for fields on Friday evenings is on completely filled. ~btion

Y.M.C.A,. the use of one softb~l~ diamond on Friday eveings. ~_l ayes, motion

F.~INAL REVIEW of PARK DEVELOP~!ENT
Superintendent of Park, John Murzyn presented the Park Board members x,ith a final
review cost breakdown of Park Development, and informed the members their funds
were liquidated. Discussion followed on Silver L~ke, the sodding of h*~t,, dock,
etc. Trenching of the hill must be done to prevent erozin. Southwest Park Develop.
ment f~ds are spent, Ostrander Park De~velppment funds are encumbered, except for
$2,600 left over from Ostrander Park Fand was discussed by the Park B~rd ~embers,
they felt this money could be used for trees in that area. The P~k Board felt
that the cul-ti-sac at ~morial Park should be sodded, along with the placing of
trees ~ that park.
Sebe He~hutz informed the Board members that the City Council was pleased ~.~th the
outlay that was attached to the letter to City Manager, also that the co~_udil
would llLke to see more trees in parks. ......
Discussion on titles_for purchase c~~ park property was discussed by members. The
City Attorney is still working on this item.
SOCCER G~ALS
John M~rzyn, Park Superintendent reported that the soccer goals were completed for
the Recreation Department.

John Mnrzyn reported that he has not yet been able to contact the National Guard
as to possibility of their constructing the proposed b~uds~tand/childrens Theatre
John M~rzyn to contact Nedegaard about a price on constructing the Band Stand,
whether to pour or pre-strees concrete. Bandstand construction to be started by
the ne~t meeti~ of the Park Board.
MINI PARK TENNIS COURT
The Mini Park tennis court nets are not the responsibility of the Park Board, but
of the School Board.
L~.ELLE PARK PROJECT
The Park Board felt unanimously that they should have more input into the LaBelle
Park Development, as of this time changes are being made without the Park Boards
consult. Motion was made by Gordon Schelde, seconded by Michael Farrell to have
the Park Superintendent, on behalf of the ~ark Board write a letter to Dea~
Otterson, City Planner, with carbon copy to the City Council, requesting that any
further changes, modifications, additions or subtrations at LaBelle Park be brought
before the Park Board for their recommendations an~ app~val,~md an up-to-date
report of modifications, implimentad at LaBelle Park as of this date. ~1~ ayes,
motion carried.
L~TTER and REQUESTS
Request was received from the Columbia Heights Jay Cees for the use of the field
house free of charge on May 7, 14, 21 and 28, 1974 for a Defensive Driving Course.
This is a non-profit program put on for the~residents of the conmmmity. Gordon
Schelde made a motion to grant the Columbia Heights J~y Cees the use o£ the field
hous~ free of charge on May 7, 14, 21 and 28 for a Defensive Driving Course, seconded
by William Hol!om. ~t ayes, motion carried.
Request received from Willus Unke, for an Aqu~ Heights Diving Course Banquet at
the Field House during the month of May free of charge. Motion by Michael Farrell,
seconded by Gordon Schelde to grant the ~qua Heights Diving Course the use of
the field house for a non-profit banquet. Ail ayes, motion carried.
A letter was received from Bob Owen, City Engineering Department informing members
that Brauer and Associates made some misjudgement on the adjustment of existing
catch basins. In order to have proper coverage over the storm pipes the grades
had to be changed. Motion by Gordon Sche!de, seconded by Michael Farre!l to
accept Mr. Owne's report and recommendation of chs~es at Prestemon Park, and hold
any further request from Brauer and Associates as to changes in planning. ~1
ayes, motion carried.
CUSTODIAN
Sebe Heintz informed the Park Board members that the City Council supports pre-
sent full time Park Keeper being used as a custodian out side, and usi~ng a part
time maintenance man for ~ustodial work.
Discussion held by Park Board members on using part time men versus using i~,~
time men for counting trucks that are going out of Prestemon Park with fill to
Memorial Park and Silver Lake Beach hi1_!. Sebe Heintz to contact City Manager
as to the hiring of part time help designated in the Park Budget.
Discussion on the letter written by Michael Farrell, on behalf of the Columbia
Heights Jay Cees requesting that Univac donate their old office equipment, with
proceeds from the sales to be used for the bandstand/children's theatre. 2~.
Farrell informed members that an alternative will be made if Univac w~l~ not
donate the office ~uipment, which is to offer them $5.00 a piece for the equip-
mont.

Discussion on a catch basin for Silver Lake Beach, John Murzyn, Superintendent
of Parks to c~ntact ~. Earl Gustafson Public ~Yorks Director and install a
catch basin. The Park Board members felt that 24 loads of sand is needed at
Silver La_kc Beach.
POSTI ~nd CABLE
After a disucssion, the problem with motor vehicles driven on park property and
children p~Laying in areas prohibited, the ~ark Board resolved that post and cables
should be placed in the t975 Budget.
CLEANinG of PAR~ - SEEDING at GAUVITTW.
~John ~urzy~, Park Suprintendent reported that all parks are cleaned~ and Gauvitte
Park is now seeded.
