M~mbers Present: Sebe Heintz, Gordon Schelde, Michael Farrell, William Hollom?and John Murzyn. Also present; Clayton Berg, Enginnering Department and Yin. Mortvedt, Gauvitte Park resident. Members Abesent: John Rak Reading of the April 3rd Meeting Minutes were dispensed with, and minutes approved as presented in writing by a motion from Sebe Heintz, seconded by Michael Farrell. All ayes, motion carried. BILL AUTHORIZATION All bills p~:esented on the bill authorization sheet were authorized for payment out of the proper funds by a motion from Sebe Heintz, seconded by Gordon Schelde. All ayes, motion carried. OLD BUS INES~, Mr. Mortvedt, Columbia Heights resident was present at this meeting of the Park Board in regards to lights shut off in the southwest corner of Gauvitte Park. Park Superintend,.~nt, John Murzyn informed Mr. Mortvedt and the members of the Park Board that he instructed N.S.P. to turn off the lights in the southwest corner of Gauvitte Park for a period of 2 months after complaints from residents this winter were re- ceived, due to the fact that an energy crisis was eZisting and the lights were re- ported shiru~ng in %~ndows of the surrounding area. The 2 month shut off period should be up this May. The lights are presently run on a photo~cell. John Murzyn is to contact N.S.P. and have the lights turn back on immediately, for reasons oF safety in the parks. John M~rzyn, Park Superintendent presented the Park Board members with a proposed plan for th.~= bandstand/childrens~ theatre that Linda Hansen, Director of Recreation, C!~yton Berg, Engineering Department, and John Muryn have planned. The materials for a 31' x 40' platform estimated at $3,903.85. Laminating beams and roof decking es- timated at '$$,682.00. John Mu~Tzn is to contact the National Guard on Saturday in regards to i~aving the National Guard construct the bandstand/childrens' theatre. The Park Board :members were invited to come down on Saturday to meet with the National Guard on building_the bandstand/childrens' theatre. The estimated cost for materials to be used is $9,~8.00o AWARDING of BIDS for MATHAIRE BUILDING and PARK IMPROVEMENT The Park Board %ms informed that the City Council concurred with the Park Boards' recommendation on the Mathaire Building, with the bid going to Nedeg~d Construction. Up-A-Tree was awarded the bid out of Park Improvement by the Council, which concurred with the Park Boards recommendation. The power sweeper to be included in~ the 1975 Budget~ _FF2TAL IZiNG, John M~rzy~ reported that he has ordered fertilizer, but as of this date it has not been receiv'ed. - Continued - FAST .pITCH EXHIBIT.ION Discussion held by the Park Board members on bleachers from surrounding communi- ties to be used at the-National Fast Pitch Exhibition. It was agreed that the picking up and delivering of the bleachers should be a City-Wide project, using the Street, and S~wer and Water dump trucks. Camping facilities for the National Fast Pitch Exhibition was discussed. The Park Board employees should be in charge of field up keep, bleachers and Cleanup. SILVER LAKE BEACH, DOCK Gordon Schedle made a motion to purchase two div~ boards and mount them on the present dock at Silver Lake Beach for this year, and a new diving dock to be placed in the 1975 Budget, seconded by Sebe Heintz. All ayes, motion carried. The Park Superintendent, John Muryzn reported that the sand would be on the beach before the opening date of the beach. NEW P,,$RK,,,BOARD, MEM ER~~ The City Council will be interviewing all applicants for the vacancy on the' Park Board next week. SEEDING at GAUV~TTE PARK Discussion on hours and man power involved in the seeding at Gauvitte Park was held. The Park Board members agreed that the seeding at Gauvitte Park should be placed on high prio~rity. TRAILER for MINI PARK Park Board members were informed that the trailer from the Mini Park is presently being stored behind the new city shop. PART TIME and WEEK ~D EMPLOYEES .... Discussion was held by the Park Board members on usin4~ part time men on week ends to do clean ~up work. John Marzyn reported that he contacted the City ~bmmg. er, :. Malcolm Watson as to hiring a part time man, Mr. Watson suggested that he contact Pat Wall to obtain Anoka County help. It was determined that the National Guard may be able to be used for seeding, along with hiring part-time college students. Park Superintendent, John Murzyn to contact Mr. Watson, City Manager as to the hiring of part-time men to do necessary raking and seeding. AWARDS for ASPHALTING Clayton Berg, Engineering Department informed the Park Board members that the City Counc~ awarded the asphalting bid to H and S Asphalting Company for the entire ~ity asphalting projects. Dunkley was the lowest bidder for the Park Department projects, but was high for the td~l bid. Sebe Heintz will bring up to the City Council the fact that, with the tied bid the Park Board is off $2,200.00. Gordon Schelde made a motion to accept the bid from H and S Aspb-_lting, and have Sebe Heintz, as laison man for the Park Board to have the City Council concur with the Park Boards' recommendations in accepting the $7,986.00 bid for asphalt- ing tennis courts, etc., with John Mur~ to make financial statement for the City Council, seconded by Michael Farrell. Ail ayes, motion carried. Clayton Berg from Engineering mentioned that a contractor is purchasing three lots on the northend of Southwest Park and would like to see a turn around near the vacated 40th Avenue. This was reviewed by the Park Board members, and was d~cided that this would be brought to the attention of the Engineering Depart- ment. MINUTES~ of April 17, 1974 Continued B , ESS The appointment of John Rak to the Park Board was discussed by Board mambems. Rak was reappointed by the City Council for another five year term, - &/8/74. REPORT John Murzyn reported on the Memorial Park Hockey Light. Each steel tower will have (2) two 1500 watts floodlights and these will be once flood light facing the skating rink. SCHEDULE of EMPLOYEES A schedule, starting May 16th, ~s presented using two part time men on a 1:00 p.m. to 9:00 p.m..shi£%, and full time park employees for weekend and holiday duty. The Park Board members concurred with the Schedule A as presented. Michael Farrell informed the Board members that the Jaycees are currently con- tacting Univac to see if they might donate their used desks and chairs, with proceeds from the sale of the office e~uipment to go for the bandstand/children's theatre. The Park Board. members agreed, starting in May the Park Board will meet once a month on the third %l'ednesday. Meeting was adjourned by a motion from Michael Farrell, seconded by Sebe Heintz.
