Meeting called to order by Protein Chairman Wil!i~m Hollom at 6:50 P.M.
Members Present:
Sebe Heintz, %~illiam Hollom, ~ichael Farrell~ Gordon Schelde, and
John }&~rzyn, Park Superintendent. Also present; Bob Owens and
Clayton Berg from the City Engineering Department.
Members _tbsent: John Rak, Chairman ~ho ~as in hospital for an operation.
Reading of the :February 20th Meeting Minutes
Reading of the February 20th Meeting Minutes ~s dispensed ~th and approved as
presented in ~riting by a motion from l~chael Farrell, seconded by Sebe Heintz.
All ayes, motion carried.
A~thorization for Pa~ent of Bills
Bills were authorized for payment as presented on the ~rch 5th and _~rch 18th bill
authorization sheets out of the proper funds by a motion from Gordon Schelde, seconded
by l~ichael Farrell. All ayes~ motion carried. The Park Board members compl~uented
John k~rzyn, Superintendent of Parks on the way the bill authorization ~s presented.
It ~s requested that John Mnrz~m place an asterisk on bills paid in 1974 out of the
1~973 Budget at the next Park Board meeting°
The Park Board members requested that the Park Superintendent send a get well cs~d
from the P~mrk Board members to ~. John Rak, Chairman of the Board, who is presently
in the hospital for a kidney stone operation.

Cost
Estimate ~ad Recommendation on Facilities for Silver Lake Beach
Park Superintendent, John P. Murzyn recommended tb~t the purchase of the Sun Shelter,
park benches, picnic tables, and diving dock be purchased out of the 1975 Budget.
Discussion was held on the six loads of white sand to be purchased in t974 for Silver
Lake Beach. The Park Board agreed that the grading of the h~il~ by the church near
Silver Lake Beach property should be placed on high priority. Opening of t2o_e beach
~s approximated to be around June 15th.
John ¥~rzya, Superintendent presented the Park Board members ~,ith a bid received for
a diving dock, under barrels for Silver Lake Beach at a cost of $525.00, plus $t50.00
per diving dock.. The dock for Silver Lake Beach will be placed on the Agenda for
the second Park Board meeting in April.
Revie~ and~ Reco~nmendation by Cit.~ Engineering.. Department on Bids for Park Develooment
Mm. Bob ~ns and Mr. Clayton Berg, from the City ~Engineer~_ug. Dgpartment presented
the Bos~d members a tabulation of bids received for Park Improvement at Prestemon
Southwest ~nd Ostrander parks. The Engineering Department recommended to the Park
Board that they a~rded the bids to the lo~ qualified bidder. The EngineerLug De-
partment estimated for the the tree parks ~s ~$4,045.55 under bids received. ~2s-
cussion was held on ~ere to obtain monies to make up deficit for the 1974 park ~_m-
provements. The possibility of using the city departments to do the labor at the
three parkms ~as discussed. The Park Board and Eng~n~eeri~ Department felt ~animously
that the time and cost estimate involved in using the city departments would not merit
not contracting out~ The Southwest Committee's proposed donation of over $5,500.00
for Southw~st Park play equipment ~.~s discussed. Motion ~y Sebe Heintz, seconded by
Gordon Schelde to recommend to the City Council that bids be a~rded for Park Im-
provement ~- Prestemon Park Item D and South~st Park Item G. to 01son Plumbing, and
that the b~lance of the bids be delayed until the ~thaire Building bids are computed
at the April 3rd, 1974 meeting. ~ ayes, motion carried. The Columbia Heights
Engineering Department ~s commended by the Park Board members for the excells~ut job
done on the bids for Park ~rovements at Prestemon, Southwest and Ostrander Parks.
Asphalt Bids
The Park Board members were informed that the bids for the tennis courts will go
out on April 3rd, 1974, and also the bids for blacktopping will go out on April 34d.
Landscaping bids will not go out until after the Mathaire Building bids.
Soccer Goals for Recreation Deoartment
The Park Superintendent, John ~trzyn recommended that the Park Board hire Columbia
~.btal Fabrication Co. to make four soccer goals at a cost of less than $400.00.
Gordon Schelde made a motion to precede with the hiring of Columbia Febrtcation
Company to make four soccer goals, seconded by Michael Farrell, All ayes, ~.btion Carried.
~Security in Parks
John Mmrzyn notified the Park Board members that the meeting with the Mayor, City
Attorney and City Police Chief has been set for ~rch 28th, 1974 at 7:00 P.M. the
Columbia Heights Field House.
LETTERS and REQUESTS
The Park Board members instructed the Park Superintendent to write a thank you letter
to the Ac~t~i.~ies Committee for their generous contribution of a piano to the Columbia
Heights Field House.
Request was received from John P. M~zyn, Superintendent of Parks to send one park
employee to the Shade Tree Short Co~rse on ~ril 5, 1974 at the University of
Minnesota. Michael Farrell made a motion that one park employee be allowed to at-
tend the Shade Tree Short Course on April 5, 1974 and allow for expenses, seconded
by Gordon Scheld~. All ayes, motion carried.
NN~J BUSINESS
John P. 2~mrzyn ~s requested to present a cost figure of monies left over from the
1974 Skating Rink Salaries at the next Park Board meeting.
U~ban Corp Interns
The Park Board members were informed of a program set up where the Park Board could
hire a University of Minnesota student to work along with the Park Superintendent in
developing the parks for a cost of 90~ an hour, the Federal Government pay the other
percent of wages.
John M~rzyn was requested to contact Jim Brink, coordinator of the Anoka County pro-
grams, and bring back to the next Board meeting a list of programs and the number of
people that the Park Board can obt~ia ~ud ut~-~!ze this summer.
Breakdown of Parks snd Scheduling of Different Hours -
Rotating of Park Board employees on night shifts was discussed by the Board members. John
Murzyn was instructed to come up with a rotation schedule for the park employees,~using one
man on a 1 to 9 P.M. shift, along with a part-time employee, to take care of such duties as
grading and lining fields, clean filters and close wading pools, and other night duties.
John Murzy~ to have a schedule of hours to be spent at each park and a breakdown of
parks for each park employee ready for the next Board meeting. Breakdown of parks and
Scheduling of different hours should be placed on the agenda for April 3rd meeting.
Review of Annual Report
The Park Board members complimented the Park Superintendent on the 1973 Aunual Report.
John ~trzyn informed the Board members that the City ~ttonery will handle the court
hearing on the Moneta Weed Cutting Bill.
~nd Stand
Gordon Sche!de reported that the Director of Recreation, Ms. Linda Hansen would be
willing to pay $3,000 to the Park Board if they would implement a Ch~ldren~s Theatre
into the newly proposed Park Board Band Stand. .~

The Park Bo~d members muggested the Park Board be responsible for the building
of the stage and the Recreation Commission be responsible for the building of
a back drop. John Ymurzyn, Superintendent of Parks to come back to the Park
Board members with a cost figure to building the bandstand, ~.~i~n back drop,
~sing Nsifol~2~Guard's labor at the next Board meeting.
The Park Sup~rintendnet reminded the Park Board members that the bids for
the proposed ~thaire Building ~-11 open on M~rch 28~$h at 2:00 PoM.
Horse Shoe cou_~ts were discussed by the Park Board members.
M~chae! Farrell commented on the Hockey Banquets that were held the preceding
week. ~. ~rrell felt the Park Board ~s not done justice for the good job
on maintaini~ the rinks.
Motion was ~de by Sebe Heintz~ to adjourn the meeting, seconded byM~chael
Farrell. ~ Ayes, motion carried.
