Also present: Sgt. Don Lohse, and Bob Owens, Engineering ~Department. ¥~mbers Absent: Marvin Super The meeting was cs~!!ed to order at 6:40 P.M.by Chairman John Rak. Approval of ~finutes Motion by Sebe Heintz, seconded by William Hollom to dispense ~th the reading of the previous minutes, and approve these minutes as presented in ~iting. -~ ayes, motion carried. Authorization for Payment of Bill_s ~ bills were authorized for payment out of the proper funds as presented, by a motion front William Hollom, seconded by Michael Farrell. ~ll ayes~ motion carried. Security in Parks SgtJ Don Lohse, from the Columbia Heights Police Department was present to discuss and make recommendatignsD:for more control and surveilance of the parks. The possi- bility of using a Park Ranger to improve the situation was discussed. Cost involved in hiring a regular police employee versus using a park employee for surveilance of parks was ~Liscussed. The only authori%y a park employee would have is a citizens arrest. ~ZLso, the possibility of the police department hiring a police officer for a shift m~eilance for the park and school system was considered. Motion ~ms made by ~fichael Farrell for John Rak, Chairman of the Park Board to author~ ize John Mzrzyn, Superintendent of Parks to arrange a special meeting with the Mayor, Chief of Plice, City Attorney and Park Board members to discuss park security, seconded by Gordon Schelde. All ayes, motion carried. Funds for ,Park ..Devel0pmen.~. Superintendent Of Parks, John Mnrzyn informed the park board members that more money ~s found in the 1974 Budget when reviewing it. Discussion was held on approaching the Cit~ Council for the extra $9,70~.30, cost to make up the deficit ~s tabled until the March 20th meeting, at this time the bids ~d!l be open and a more definite ~igure ~2.1 be arrived at. ~ Gordon Schelde requested a listing of the 1973 final accounting of tr~usfers, to be ~ presented at the next meeting. Plans for Sol~t_~west, Prestemon...and Ostrander Park Bob Ownes.~. from the City Engineering Department presented the finished product for the Park Boards' approval of Southwest, Prestemon and Ostrander Parks. The Board members approved the plans as presented by Mr. ~h~ens. Mr. (h~ens ~_ll take the pls~us before the City Council on Monday, February 25th for their approval and advertizing of bids~ along ~th the motion from the Park Board at the last meeting. ~ter the Council's approval, the bids will go out~ then the tabulatdenu of bids will come back to the P~rk Board for their approval before going to the Council again. We. ed_ Cutt~inE John Murzyn reported that Anoha County does their own weed cutting, there for the Park Board will hire a commercial weed cutting firm. S eclat Assessments for Park Pro err John Murzyn presented the Park Board members a tabulation for $35,000.00 - Spec~a! Assessments for water, curb, gutter and storm sewers at Huset Park, Hart Lake, Sullivan Lake and Ostrander Park. Sebe Heintz informed the members that the only park that the Park Board p~ys for out of the 1995 Park Budget - Special Assessment that is not a designated park property is Hart Lake. Discussion on the Sullivan Lake Park property %ms held. It is estimated that $~2,791.00 will be paid out of the 1975 Budget for special assessments, in which their is a figure of $15,000.00 for special assessments. Letters and Re ueets Letter received from Central Jr. High concerning the use of Memborial Park baseball diamond, which will be handled by the Superintendent of Parks was discussed. Letter received by Michael Farrell, from Eel Robinson requesting the use of the Field House porch for the purpose of a Defensive Driving Course sponsored by the Jay Cees was discussed. Motion by Gordon Schelde, seconded by Sebe Heintz that the re- quest be granted for the use of the Field House perch for a Defensive Driving Course, free of charge. All ayes, motion carried. A letter was read and placed on file from Marvin Super concerning his resignation from the Park Board, effective immediately. Gordon Schelde made a motion to send a letter to Marvin Super regretfully accepting his resignation from the Park Board seconded by Sebe Heintz, All ayes, motion carried. Discussion on plagues was held. John M~rzyn to purchase badges for the Park Board members who have resigned. Discussion on considering a woman to take Marvin Super's position on the Park Board was held. The Council should be approached on this idea. ~Closing of Ri~s for Season SuperintendentL of Parks made a recommendation to the Board members to close all rinks accept the McKenna and Memorial Park rinks. The Park Board members felt ~nanimously that the park warming houses should remain open, without the maintenance of the rinks until the weather reaches a warmer temperature. The closing of the rinks, ~arming House, should be left up to the discression of the Park Superintendent, John Mnrzyn. Decision of the. Park Board for the Height of a Berm on North Side of Cdr .Tech A letter, recommending a berm on the north side of Cir Tech Inc. was received from the Engineering Department. Gordon Schelde made a motion to authorize the Engineer- lng Department,s request for the berm on the north side of Cir Tech Inc., with John Murzyn Superintendent of Parks consultation, seconded by ~ichael Farrell. All ayes, motion carried. Proposed Concept of P~ns for Muset Park - East Side of Jefferson Street The two University of Minnesota students could not be present at this 'time to pre- sent their ideas for the east side of Jefferson Street so discussion was tabled. ..C.hildrens Theatre Gordon Schelde bronght up the Recreation Director, Ms. Linda Hansen is in the process of building a children's theatre, that could possible b2 a multipurpose band stand. John Murk, Superintendent of Parks and Ms. Hansen are to work up a recommendation to be brought before the Park Board at a future meeting. Silver Lake Beach Gordon Schelde presented the Recreation CoF~ssion's recommendation for Silver Lake Beach, which included; A. Sun Shelters Bo Picnic Tables C. Park Benches D. Sand on Beach E. Revised Diving Dock or possibly a permanent one not floating. The Ps_~k Board members discussed the priority of Silver Lake Beach development verus other Park Projects for 1995 constructi~n.~.. Gordon ~chelde made a recommendation that John ~urzyn, Superintenden~ come up with recommendation and cost estimate sheet to be used at Silver Lake Beach. John ~rzyn to analysis the Silver L&ke Beach fac. ~s and come back to the Park Board. Columbia Heights }'ark Board Minutes 2/20/7~ - Continued The Recreation Conmision is anticipating a new soccer program, in which there is the need for (4) goals. John }~%rzyn to check on some pipe, The possibility of a joint meeting between the Recreation Commission and the Park Board around budget time should be considered for imput from the Recreation Oommission for putting monies in the Park Budget. Teen Center DroD~rn 'Center Construction Construction should be started the first week in !,~rch for the Teen Center Drop in Center, The Sat, in charge will be cons~ting John ~flzrzyn~ Superintendent of Parks before bring the materials in for const~ction, Jo~u ~rzyn to contact ~,~. Hovland to check the h~ilding before any construction is started. LaBelle Park La Belle Park progress ~s discussed. periodically from Dean Otterson, Progress reports are sent to the Board members I~{emoriat Skating.]~ink The lights at ][~emorial Park are not properly focussed and John~4urzyn is to solve this problem, for th,s hex% season. It was recomm~adedby the Park Board Members that the~,mrming houses be equipped ~ith additional shovels and brooms for the 1974-i975-Seasono E~ra gates for hockey rinks were recommended by the Park Board members for the squirt hockey players that have a hardtime climbing the hockey boards. Reports Soil testing_=- Borings for Mathaire Building A report ~as received from the Engineering Department which recomuended additional t~,m layers of block underground.
