Roll Call Members Present: Members Absent: Also Present: William Hollom, Sebe Heintz. Michael Farrell, Gordon Schelde and John Murzyn, Park Superintendent. Approval of Minutes ~tionbyMich~el Farrell, seconded byGordon Schelde that the minutes of the previous meeting be approved as presented in writing. All ayes, motion carried. Bill Authorization After a discussion on some of the bills presented, a motion was made by Sebe Heintz, seconded by Gordon Schelde that the bills be authorized for payment out of the pro- per funds. All ayes, motion carried. Re-Cap of the Proposed Park DeveloDment for t97~ The Park Board members discussed the proposed park development for 1974~ and also the funds available for this program. Clayton Berg made a recommendation to the Board members that the bestlocation for a hockey rink in Mathaire Park is the present site. It was decided that funds be made available in the 1975 Budget for asphalting, and a permanent hockey rink inMathaire Park. Motion by~chael Farrell, seconded by Sebe Heintz that we table the discussion on funds available for park development, and that John Murzyn~ke a recommendation to the Park Board. All ayes~ motion carried. The Engineering Department presented the plans and specifications for Prestemon Southwest and Ostrander Park. The members told Bob Owens that he and the Engineer- ing De~rtment did a good job. It was proposed that a hydrant be installed when water and sewer be stubbed in, in to the pa~ area, for the future building site at Southwest Park. A recommendation for purchasing playground equipment for Southwest Park be selected by their park committee and be funded bythem. The Engineering Department recommended to the Park Board that~at Ostrander Park the gradin~ be done by rental equipment or city personnel, and bids for black dirt and sod. Specification were handed out to each Board member for the~three parks. Motion by Gordon Schelde, seconded by Micahel Farrell that the Park Board request the M~yor and City Council for advertizing bids for Ostrander, Prestemon, ~nd Southwest parks. All ayes, motion carried. Mathaire Building ~ ~Par~ Superintendent, John Murzyn reported the soil borings for this building will be~i~ on ~iday and should receive a report within a week. The target date to let out bids ~r this building in ~rch. - Continued - Skate Sha~.pener Gordon Schelde inqu/red about a skate sharpener. John Murzyn reported the unit has been used and is located in the basement of the Field House. The sharpener is a- vailable to anyone from the hockey teams that have experience in sharpening skates. ~Warmin~. H~use Attendants John Murzyn, Park Superintendent reported that he dismissed the attendant at Gauvitte Park ~ as he could not handle the job. He has not yet hired someone to replace him. The Memorial Park attendant has acquired another job and this opening will probably be taken care of by tommrrow. Lights at Mathaire Gordon Schelde inquired about the floodlighting on the hockey rink. John Mnrzyn reported that they are not focused properly, and will be taken care of. Revenue fram Canteen -- It was brought to our attention by Sebe Heintz that it has been allocated in the Revenue Fund in 1974 Budget that receipts from 1974 canteen is estimated at $12,000.00. Due to the cancellation of sale of pop and candy in warming houses this estimated receipt will not be reached. Some alternations will have to be projected. Assessments After a short discussion on special assemsments, Gordon Schelde requested that John Murzyn, Park Superintendent receive a report of the balance of the asses- sment on Park Property and place this item on the next agenda. Requests Motion by Sebe Heintz, seconded by Michael Farrell that we grant the Firemen's Auxilarys request for a Mutual Aid Tea on April 17, 1974 and their Annual Christ- mas Party on December 8, 1974. All ayes, motion carried. A letter from Mr. Heintz in reference to the rules for the Annual Jamboree was read~ discussed and placed on file. Motion by Sebe Heintz, seconded by Michael Farrell that we grant Mr. Dave Gehrke, hockey coach from the Senior High School, his request for the use of the Field House on March 14, 197~ for a Varsity Dinner and waive the fee, and they are to be responsible for the clean up. All ayes, motion carried. Weed Control Letter from Mr. Brian Germundsen was read in reference to the cost of cutting weeds on private property. He has General Contractors Liability Insurance in the amount of $100,000.00 - $300,000.00 and all personnel are covered with~Workmans Compen- sation. Upon request he will send us a copy of this insurance. The rates are as follows: Tractor, Man and Mower $15.00; ~ku and Hand Power ~wer $12.00; Man and Hand Syathe $10.00. There is also a $15.00 minimum on all lots except in the case where two or more adjacent lots belong to the same owner. In this case the two shall be done no less than $7.50 each. There will be an open clause in the future if gasoline prices are above 75~ a gallon for regular. It was suggested that the price of weed cutting be raised from $15.00 to $16.5~0 per hour and that a 10% price be added on all bills for office work involved. . Band Stand The Park Board members reviewed the plans for a band stand. It was suggested that the construction be delayed after the annual Jamboree. Columbia Heights Park Board ~iinutes 2/6/7~ Sea~urLt¥ of Parks Mictmel Farrell suggested that we receive recommendations from the Chief of Police Glader for regulations of supervison of the shelter buildings and request that Db. Glader, or s; representative attend the next Park Board meeting. Michael Farrell also suggested that certain parks should be designated to each Park Board member to check on buildings, lights, etc. Jo~ Murzyn re~,rted that Ostrander Building %ms open for use for the balance of the skating season.
