MEETING
DECEMBER 19, 1973
Meeting called to order at 8:20 p.m. by chairman John Rak.
Members Present: Michael Farrell, John Rak, Gordon Schelde, William
Hollom, Sebe Heintz, Marvin Super, John Murzyn
READING OF THE MINUTES
Motion made by Sebe Heintz, seconded by William Hollom to dispense with
the reading of the Special Meeting of December 6, 1973, and accept these
minutes as presented in writing. All ayes, motion carried.
PAYMENT OF THE BILLS
Bills were authorized for payment out of'the proper funds by a motion
from William Hollom, seconded by Sebe Heintz. All ayes, motion carried.
It was recommended by the Park Board members that the City Building
Inspector inspect the Ostrander Building before the last payment is made.
The Park Board members officially welcomed Mr. Michael Farrell as a
member to the Columbia Heights Park Board and presented him with a badge.
MAINTENANCE AND DEVELOPMENT OF CITY PARKS BY EMPLOYEES
The need to have each park emptoyee responsible for certain parks was
the overall opinion of the Park Board members. The distributing of
the parks to employees is on a trial basis. The parks were grouped as
fotlows: Gauvitte, Edgemoor and Southwest; McKenna and Sullivan; Mathaire
and Memorial; LaBelle, Mini Park and Hart Lake; Ostrander and Prestemon;
Huset and City Hall. ' The park employees will each be given the responsi-
bility of a group of parks, the Sehior Park Keeper, Richard Kudak, and
the three part-time employees will be used as floaters.
COUNCIL ACTION OF EQUIPMENT AND FENCING
The Park Superintendent informed the Park Board members that the City
Council approved the recommendations by the Park Board for the purchasing
of a spreader from R. L. Gould Company, an aerator from R. L. Gould
Company, a snow blower from Midway Tractor Company, the flail mower
from A & M Industrial Company, and fencing from Viking Fence Company.
The Park Board members would like to go on record thanking the City
Council for approving their recommendations for the bids on the
equipment and fencing.
ADMINISTRATIVE ASSISTANT
Hiring of an administrative assistant for the Park Superintendent out
of the 1974 Budget was discussed. The Park Board must make justifi-
cation and recommendation to the City Council for the hiring of an
assistant. Hiring of an administrative assistant will be placed on the
agenda for the next Park Board meeting.

WARMING HOUSE ATTENDANTS
The Park Board members studied the Job Description, Rules & Regulations
and Contract for the 1973-74 season warming house attendants. It was
recommended that the Rules and Regulations include the following: The
attendant to call the Superintendent of Parks within 4 hours when they
are unable to work. The Park Board members agreed that two attendants
should be hired at Gauvitte rink if there is any problem with control
this year. The Park Superintendent informed members that the Civil
Defense will be checking the warming houses periodically.
Discussion on the newly constructed speed skating rink at Huset Park
and the cancellation of a skating rink at LaBelie Park due to contractors
dumping fill was held. ~
Two citizens were present at the Park Board meeting inquiring as to the
opening date of the rinks, hockey rinks in particular. The Board members
informed them that an earlier opening date is scheduled for next year.
SPECIFICATIONS FOR PRESTEMON AND SOUTHWEST PARKS
Gordon Schelde made a motion recommending Park Superintendent, John
Murzyn, to have the City Engineering Department prepare specifications
for grading and excavation at Prestemon Park, seconded by Marvin
Super. All ayes, motion carried.
CANCELLATION OF JANUARY 2ND MEETING
The Park Superintendent requested that the first meeting in January 1974
be cancelled. The Park Board members agreed to hold the meeting on January
3, 1974 without the presence of the Park Superintendent or the secretary.
The Park Board members will meet to discuss the 1974 Park Budget on
Thursday, January 3rd, 1974, at 7:00 p.m. Notice of this meeting to be
sent to all Park Board members.
REVIEW OF CUSTODIAL APPLICANTS
The Park Board members agreed on hiring of a part-time janitor in 1974
and use the present full-time man out in the parks. The Park Board
members made a recommendation to hire the 1974 full-time man as a Park
Keeper, and to contact the custodial applicants. The Park Superintendent
is to. contact the custodial applicants, informing them that the Park Board
has decided to contract a custodial firm, and they will be hiring a Park
Keeper. The custodial applicants should be invited to fill out another
applica'tion for a position of Park Keeper, or change the custodial
position and put Park Keeper, with their initials on the present
application. John Murzyn, Park Superintendent, is to contact A1 Kordiak
to see when the E.E.A. man's term is expired. If the expiration date
is not until February 1974, the Park Keeper position will not be filled
-ntil then.

The Park Superintendent informed members of the Park Board that Metro
Engineering has begun work at LaBelle as of last week. Piling wit1
be started in the month of January.
ADJOURNMENT
Meeting was adjourned by a motion from Sebe Heintz, seconded by William
Hollom. All ayes, motion carried.
