Meeting called to order at 8:40 p.m. by Chairman John Rak
Members Present: Gordon Schelde, Sebe Heintz, William Ho]lom, John Rak,
and John Murzyn
Members Absent: Marvin Super and Oliver Jarvenpa
Motion by Gordon Schelde, seconded by William Hollom to dispense with the
reading of the previous minutes and approve these minutes as presented in
writing. All ayes.
Motion by William Hollom, seconded by Gordon Schelde to pay all bills from
the proper funds. Alt ayes, motion carried.
Park Superintendent, John Murzyn, was requested to list the projected expen-
diture along with the monthly expenditures. He was also instructed to
show on the bottom of the Expenditure Sheet, the listing of transfers from
one line item to another.
Motion by Gordon Schelde, seconded by Sebe Heintz that the Park Superintendent,
along with the help of the Engineering Department to prepare specifications
for the purchasing of the following items: Snow Blower, Cab, Power Broom,
Water Wagon Remodification, Aerator, Seed and Fertilizer Spreader, Flail,
Auger and Fencing. The bids shall be presented for the Special Park Board
meeting on December 5, 1973. All ayes.
Motion by Gordon Schelde, seconded by William Hollom to regretfully accept
the resignation of Mr. Oliver darvenpa from the Park Board, and to send
Mr. Jarvenpa a letter thanking him for his contribution to the Cplumbia
Heights Park Board. All ayes.
Motion by Gordon Schetde, seconded by Sebe Heintz to dispense with sending
copies of the daily report to Park Board members, and a rough draft report
given to Mr. Watson, City Manager, and have a copy on file for Park Board
members to review upon request. All ayes.
Discussion was held on the duties of park employees and the members agreed
that the employees be strictly used for maintenance and upkeep. The con-
struction work to be contracted. Maintenance of the City by Park employees
to be placed on the agenda on the special Park Board meeting, December 5, 1973.
Chairman John Rak requested each Park Board member to make a list of their
suggestions and recommendations as to the function of the park employees
for special Park Board meeting. The hiring of an assistant for Superintendent
of Parks was discussed, using money within the park budget. It was agreed
that the assistant should have a degree in parks, having knowledge of concept
plans and designing parks.
Results of bidding for LaBelle Park development was discussed. The City Council
approved the Park Board's recommendations with one exception, a fountain was
included, which members were against. The total cost was around $201,994.38,
which included eight alternates plus the well.
Grading plans for Prestemon Park was presented and reviewed. The Park Board
requested that bids be received by March 15, 1974 for the grading of the park.
Clayton Berg from the Engineering Department recommends that the bids should
be taken on an hourly basis. John Murzyn, Superintendent of Parks was requested
to present a breakdown on equipment rental, seeding and blacktop at the next
regular Park Board meeting.
Motion by Gordon Schelde, seconded by Sebe Heintz to grant the request of the
Columbia Heights Firemen's Auxiliary to hold their annual Christmas Party at
the Field House on Sunday, December 16, 1973. All ayes.
Motion by Sebe Heintz, seconded by Gordon Schelde that the request of the
Columbia Heights Jaycee's Wives be granted the use of the Field House on
December 15, 1973 for their fourth annual Santa Breakfast. All ayes.
Motion by Gordon Schelde, seconded by Sebe Heintz to grant the Girl Scouts
to use the Field House for their Father and Daughter Snow Day on February 9,
1974. All ayes.
Motion by Gordon Schelde, seconded by Sebe Heintz to table the Park Superinten. dent's
request in hiring a planner for preparing specifications for Mathaire Park
building until the next regular meeting. All ayes.
Motion by William Hollom, seconded by Gordon Schelde that snowmobiles not be
allowed in any park in Columbia Heights and that Park Superintendent, John
Murzyn is to write a letter to City Council conveying the message of the Board
members and to send a copy to the Sun Newspaper. All ayes.
Preliminary plans of the Drop In Center were reviewed. The ~ity Council
is going to hire out'the remodeling of the proposed Center. It was mentioned
that the men's lavatory could be remodeled and used for storage space for
park equipment.
John Murzyn, Superintendent of Parks reported that the housetrailer, with
wheels for Mini Park could be purchased from Hilltop Trailer Sales Company.
The cost of this trailer will amount to $3,195.00. We have checked around
many firms and this seems to be a good offer. The delivery date was between
2 to 3 weeks. City Council to take action at their next regular meeting.
The second hockey rink at Huset Park was brought to the attention of the Park
Board. Park Superintendent, John Murzyn, reported that the grades would have
to be changed from six to eight inches and destroy the layout of the football
field. The rink will be in the construction plans for 1974.
It was suggested by a Board member that we should hire a part time employee to
do the custodial work in the Field House and relieve Mr. Gray for outside duty.
It was also mentioned that a cleaning firm could be contracted. This will be
on the agenda of the special meeting.
Superintendent of Parks, John Murzyn was requested by the Park Board members to
advertise for a new park employee to be hired for 1974. The advertisement will
be sent to the Sun Newspaper and also posted in the new city shop.
Motion by William Hollom, seconded by Sebe Heintz that the meeting be adjourned.
