MEETING
SEPTEMBER t9, 1973
Meeting called to order by chairman John Rak at 8:10 p.m.
Members Present: Sebe Heintz, Oliver Jarvenpa, Gordon Schelde, John Rak
Members Absent: William Hollom, Marvin Super
Also Present:
Fran Bassett, Earl Gustafson, Clayton Berg, Paul Fjare,
Robert Dill
Motion by Sebe Heintz, seconded by Gordon Schelde, that the minutes of
the previous meetings be accepted as presented in writing. All ayes,
motion carried.
PRESTEMON PARK
A letter from Fire Chief Fran Bassett was recommending to the Park Board
and City Council that 39th Avenue be extended for fire protection for
a great number of unit in the muktiple dwelling. He referred to the
original plans for Apache Apartments that the fire department was assured
there would be access to the north side of the buildings, traveling
east on 39th Avenue.
Motion by Gordon Schelde, seconded by Oliver darvenpa that 39th Avenue
be extended from Cleveland to McKinley Street as recommended by the
Columbia Heights Fire Department. All ayes, motion carried.
Braurer and Associates presented the master plan, preliminary cost
estimates of proposed Prestemon Park. The grading plans were discussed
with the Engineering Department and the Board.
Motion by Sebe Heintz, seconded by Gordon Schelde that the Park Board
recommends to the City Council to enter in a contract or extend the
present contract with Braurer and Associates to prepare grading and
planting plans for Prestemon Bark not to exceed $1~600.00 as specified
in the July 10, 1973 contract. All ayes, motion carried.
LABELLE PARK
Discussion was held on construction of a well in LaBelle Park. A well
is needed to maintain the water level of the pond, the proposed fountain
in the summer during high evaporation, and also receive better circulation
of water. The cost of using City water would run around $13,000 during
the four month period as compared to $2,250 annually for a well running
continuously.

Motion by Gordon Schelde, seconded by Oliver darvenpa that the City
of Columbia Heights look into a make-up water system for LaBelle Park
and the financing be as recommended by the City Planner. All ayes,
motion carried.
SOUTHWEST PARK
The construction of grading and leveling of Southwest Park for a skating
rink, etc., as requested by Jim Lattery to be discussed with Park
Superintendent, John Murzyn, to determine what Southwest Park Committee
would like to have developed with their present funds.
JAMBOREE CARNIVAL SHOW
Motion by Sebe Heintz, seconded by Gordon Schelde that the Park Super-
intendent, John Murzyn, be designated as the sole coordinator for
setting up and planning the placement of equipment and concessions
for the Jamboree with the help of the Police and Fire Chief Activities
Committee. All ayes, motion carried.
GAUVITTE PARK
Motion by Gordon Schelde, seconded by 0liver Jarvenpa that night-lights
be installed in northeasters part or as needed in Gauvitte Park. All
ayes, motion carried.
MINI PARK
Motion by Gordon Schelde, seconded by Sebe Heintz, that Park Super-
intendent Murzyn receive a firm price and time of delivery for a
portable shelter and present it to City Manager Malcolm Watson as
a recommendation of the Park Board. All ayes, motion carried.
Motion by Oliver Jarvenpa, seconded by Sebe Heintz to adjourn. All
ayes, motion carried.
