August 15, 1973
Meeting called to order by William Hollom, chairman pro tem.
Members Present: Gordon Schetde, Oliver Jarvenpa, William Hollom, Marvin
Super, Sebe Heintz, John Rak and dohn Murzyn
Members Absent: None
Motion by Gordon Schelde, seconded by Sebe Heintz to accept the minutes as
presented in writing. Att ayes.
Motion by Sebe Heintz, seconded by 0iiver Harvenpa to pay all bil'ls out
of the proper funds. All ayes.
At this time John Rak was present and took over the chair.
Columbia Heights Jamboree
Juanita Rice, President of the Columbia Heights Activities Committee and
Dick Bierch were present to propose changing the date of the Columbia Heights
Jamboree. The dates requested by Activities Committee were July 31, t974
through August 4, t974. Discussion on the conflict of future State Tournaments
held in Columbia Heights around those dates. Motion by Sebe Heintz, seconded
by Gordon Schelde that the Park Board grant their request to hold the Annual
Jamboree starting in 1974 from July 31st to August 4th, 1974. All ayes.
Park Superintendent, John Murzyn to write a letter to the Activities
Committee, with a copy sent to the City Council, stating the Park Board
action on the changing of dates for the Jamboree.
Mr. Fred Bunker, President of the Columbia Heights Lion's Club was present to
request the rental of the Field House on a regular basis for Bingo games.
Mr. Murzyn and Mr. Bunker are to work out a schedule and present the proposal
at the next Board meeting.
Awarding of informal bids for fencing at Hilltop Park and Silver Lake Landing.
It was suggested that Columbia Heights, St. Anthony and New Brighton meet on
the possibility of prohibiting motorized vehicles on Silver Lake. Motion by
Sebe Heintz, seconded by Oliver Harvenpa to accept the lowest bid by Shadown
Fence Company for Hilltop Park a 4 ft. fence at $394.00 and Silver Lake
Landing fence at $894.00. Ayes: Sebe Heintz, William Hollom, Oliver Jarvenpa,
Marvin Super and John Rak. Nayes: Gordon Schelde. Motion carried.
Southwest Park
John Murzyn, Park Superintendent presented the grading plans for Southwest
Park, which was drawn by Tom Brinda for the:area 38th to 39th~ The Public
Works Director Gustafson has approved the plans. The Park Board to accept
the grades of Southwest as presented.
Ostrander Park
Mr. Clayton Berg from the Engineering Department presented the plans for
relocation of the alley and hockey rink site in Ostrander Park. The skating
rink will be shorter to allow the full length of a hockey rink. A storm
sewer will be extended to the center of the hockey rink for an estimated
cost of $600.00. Motion by Gordon Schelde, seconded by Sebe Heintz that
we prepare proposals for grading, lights, and asphalting of the new alley.
All ayes.
Gauvitte and Memorial Parks
Clayton Berg requested that the Park Board approve installation of a storm
sewer at Gauvitte Park to take care of the water flow from the apartments
and also a storm sewer at Memorial Park to take care of a low area by Mr. Zahn's
property, which connects with park p~operty. Motion by William Hollom,
seconded by Sebe Heintz to install storm sewers at Gauvitte and Memorial
Parks. All ayes.
Transfer of Funds
Motion by Gordon Schelde, seconded by Marvin Super that we transfer funds
from line item 4751.83 to the following lines items: $175.00 to 4751.23,
$45.00 to 4751.30, $500.00 to 4751.34 and $224.9? to 4751.52. All ayes.
Park System Trip
The Park Board members set Tuesday, August 28, 1973 at 6:00 p.m. to take a
tour of our park system. We are to meet in the front of the Field House.
Park Superintendent to send out letters to the Board members to inform them
of this trip.
Motion by Gordon Schelde, seconded by Sebe Heintz to accept the request of
the Recreation Commission to pay half of the cost of the Dinner Seminar on
August 29, 1973. Ayes: Sebe Heintz, Gordon Schelde, Oliver Jarvenpa,
William Hollom and John Rak. Nayes: Marvin Super. ~
Tennis Court
Discussion was held on tennis courts in Columbia Heights. The Board members
suggested that 4 more courts should be added and fenced all around in Huset
Park and be requested in 1974 budget.' Possibly receive revenue sharing funds
from the City Council.
Gauvitte Park
Park Superintendent informed the Park Board members of the progress at Gauvitte
Park. The sub grading is complete and sodding is projected to start next week.
John Murzyn to advertise for skating rink attendants for the coming skating
season.
Gordon Schelde brought up the need for a Sub Committee for Recreational Activities
for people over 30 years old, such as horseshoe courts, shuffle board, checker
board tables, etc. Gordon Schelde and SEbe Heintz to work on this committee
with Gordon Schelde as chairman.
Marvin Super requested that the pitching mound at Huset Park should be repaired
to its proper height.
Discussion on painting picnic tables to improve the appearance. The Park
Superintendent to check with the Highway Department on what they use for
their tables in rest areas along highways.
John Murzyn reported about the meeting with Brauer and Associates on plans
for Prestemon Park. We gave them our ideas of what we would tike in this
park. A preliminary plan will be presented to the Park Board next month.
Motion by Marvin Super, seconded by Oliver Jarvenpa to adjourn the meeting.
