Members Present: Gordon Schelde, Oliver Jarvenpa, Marvin Super, Sebe Heintz, John Rak and John Murzyn Members Absent: William Hollom Motion by sebe Heintz, seconded by Marvin Super to approve the minutes as presented in writing. All ayes. Motion by Oliver Jarvenpa, seconded by Sebe Heintz to pay all bills out of proper funds. All ayes. Ostrander Park Park Superintendent, John Murzyn, reported on the bidders received for the proposed building: 4 general, 4 electrical 2 plumbing and t heating. Bids to be opened Monday, July 23, t973 at eight o'clock p.m. at the City Hall. Discussion was held on the changing of the present alley to the south end of the park. John Murzyn to contact the Public Works Director Mr. Ear] Gustafson on the alley change and also extending the storm drain for the new hockey rink. Mr. Sebe Heintz to approach the City Council to allow Park Board members to open up bids and then make recommendations to the City Council for their approval. The fencing by St. Timothy's Church property, which was denied by the Park Board was approved by the City Council and paid out of City General Fund. Motion by Marvin Super, seconded by Gordon Schelde to accept and approve the Hockey Study Committee Rerpot on recommendations as presented in writing. All ayes. LaBelle Park Brauer and Associates have said ~they are in the process of working on drawings and the development will start in September. Contract signed with City for $12,000.000. The City Engineering Department will set grades and other services at LaBelle Park to help defray the cost of development. Prestemon Park Discussion on park design for Prestemon Park which a letter from Dean Otterson, City Planner sent a letter to the City Manager for a proposal for professional service for basic services through designs for-a sume of $2,300.00. The Park Board members felt that the above mentioned letter should have been sent to the Park Board for their recommendations. Trees and Shrubs The Park Superintendent reported that the City Council has authorized to purchase trees and shrubs as needed and didn't specify the amount. The Park Board requested John Murzyn to maintain the softball diamond at Mathaire Park at least once a week. Letters & Requests A thank you letter was received from the Columbia Heights Lion's Club for the use of Jefferson Building during the Columbia Heights Jamboree. A request for installation of a fence was received from Mr. Gordon Young at 4713 Heights Drive N.E. between his property and Hilltop Park. Motion by Oliver Jarvenpa, seconded by Marvin Super to deny Mr. Young's request for fencing between his property and park property in Hilltop Park. All ayes. New Business It was recommended and agreed by Park Board members to discuss the proposed 1974 budget at the conclusion of the meeting. Discussion of financial report was centered around the line items that were in the red. It was agreed that the Park Superintendent check into the correct method or procedure of transferring monies from one line item to another. The Park Board recommends that no transfer of funds be made without the approval of the Board. John Murzyn to have a projected balance expen- diture ready to be presented at the next meeting of the Park Board. Motion was made by Gordon Schelde, seconded by Sebe Heintz to pay the maintenance agreement on the 3M "209" copier machine in the amount of $140.00 to cover the period of 7/6/73 to 7/5/74 to be taken from line item 4751.34, maintenance and equipment repair. All ayes. Motion by Gordon Schelde, seconded by Oliver Jarvenpa that regular park employees will not perform any work for other city departments for the months of July, August and September 1973, so the Park Departments can catch up with their work. Ayes: Gordon Schelde, Oliver Jarvenpa, Marvin Super and John Rak. Naye: Sebe Heintz. Motion carried. John Murzyn to write a letter to the Public Works Director informing him of the motion by the Park Board. The Park Board authorized the Park Superintendent to hire two part time personnel to do landscaping work in parks. Park Building Gordon Schelde suggested that we repair our shelter buildings and make them more presentable, such as wooden colored shakes for the roof, painting, etc. Letter was received from Linda Hanse, Director of Recreation, to waive fees for the Women's State Slow Pitch Tournament. Motion by Gordon Schelde, seconded by Sebe Heintz to waive the field permit fee, but the payment for park employees overtime during the tournament be paid by the sponsoring organization. All ayes. Mr. John Rak has to leave the meeting at this time. John Murzyn to check into the Union's views and policies on using part time help during the tournament. John Murzyn, Park Superintendent, requested to cancel the August meeting of the Park Board. Motion by Marvin Super, seconded by Oliver Jarvenpa to cancel the August meeting. Ayes: Marvin Super, Oliver Jarvenpa. Nayes: Gordon Schelde, Sebe Heintz. Motion failed. Clayton Berg from the Engineering Department was present to discuss Sullivan Lake Park Property. He asked the Park Board if they were in favor of exchanging the north property for the property facing 51st Avenue N.E. Mr. Glover is suing the City of Columbia Heights and there is a possibility that it might be settled out of court. John Murzyn or Mr. Berg to check on contract with St. Timothy's Church on what provisions the church sold the property to the City of Columbia Heights. Motion by Gordon Schelde, seconded by Oliver Jarvenpa that the meeting be adjourned. All ayes.
