June 13, 1973
Meeting called to order by Chairman John Rak
Members Present: Sebe Heintz, Gordon Schelde, Oliver Jarvenpa, William
Hollom, John Rak and John Murzyn
Members Absent: Marvin Super
Motion by William Hollom, seconded by Sebe Heintz that the minutes of
the regular and special meetings be accepted as read. All ayes.
Motion by William Hollom, seconded by Jarvenpa to pay the bills out of the
proper funds. All ayes.
Gordon Schelde made a report on the Hockey Study Committee with the following
recommendations to the Board.

REPORT

Equipment for 1973-74 Skating .Season
1. Sweeper equipment added to existing park board tractor.

nets, not to exceed $800.00.
Use money designated and existing plan for upgrading.
Rinks - Five Skating Rinks are now available by the Park Board
Four Locations Designated:
1.) McKenna Park
2.) Mathaire Park
3.) Huset Park
4.) Huset Park (Move from Gauvitte)
5.) Ostrander Park (Move from LaBelle)
Squirt Rinks - The Study Committee felt the adding separate skating areas
without boards for hockey playing would be desirable for younger players.

Others if sites available.
The Study Committee felt the Park Board should use the permanent light
poles they have for the rinks if possible.
The report to be typed and mailed to each of the Board members for
further study.
Mr. Clayton Berg, engineer, was present at this meeting requested by
Public Works Director Earl Gustafson to attend all Park Board meetings
in having better communications between the departments.
Motion by William Hollom, seconded by Oliver darvenpa that we purchase
eight new floodlights to be added to the present Mathaire hockey rink
for a better lighting system. All ayes.
Park Superintendent, John Murzyn presented that Board members with the
final cost estimates for the development of LaBelle Park, which Was
received by the city planner Dean Otterson from Brauer and Associates.
Tom Brinda, park consultant for Southwest Park and Jim Lattery were
present to show the Board the preliminary plans of Southwest Park. The
members reviewed the plans and requested the planner to bring back a
final proposal with grading plans and check with the engineering dept.
Jim Lattery requested signs "no motorized vehicles allowed" to be posted
at this park site. John Murzyn is to have the employees post two signs,
one on 38th Avenue and the other on 39th Avenue. N.E.
Discussion on how to use the $82,500 for park development, which was
designated for development by the City Council.
The Park Board recommendations are listed below for the following parks.
Motion by William Hollom, seconded by Gordon Schelde that John Murzyn
make a list of cost estimates on grading, storm sewers, black dirt, sod
and seeds for park areas to be developed and send a copy to the Mayor
and City Council. All ayes.

Our engineering does not have topogs on final grades for Prestemon and
Southwest parks. A park designer should be hired to upgrade some of the
park plans that we have. The Park Board has allowed designer fees in the
above report.
Discussion on the landscaping project report from Revenue Sharing funds to
be done at Memorial, McKenna, Huset and Gauvitte. It was mentioned by Sebe
Heintz that trees should be planted along the outer perimeter of Prestemon
Park. John Murzyn to talk to Dave Torkildson about using their auger and
also about trees and shrubs. John Murzyn to contact Mr. Watson, City Manager
to place on the agenda of the next Council meeting the purchasing of trees
and shrubs.
Request from Mr. Arford to install fencing between his property and Hilltop
Park property. Mr. Arford feels that the park is generating the traffic onto
his property.
Motion by Gordon Schelde to deny Mr. Arford's request for fencing. The
motion died for lack of a second.
Motion by Sebe Heintz, seconded by Oliver Jarvenpa that the request to install
a fence be granted and not to exceed over $500.00. Ayes: Sebe Heintz, William
Hollom, and Oliver Jarvenpa. Nayes: Gordon Schetde and John Rak.
Discussion on the request of St. Timothy's Chruch to install a four foot
chain link fence on the line between the church and City property along the
north and west sides of Sullivan Lake Park. The estimated cost of this fence
is around $2,500.00 of which the Church Council agreed to pay one half of
this cost. Motion by William Hollom, seconded by Oliver Jarvenpa that the
Park Board deny the request received by City Manager Malcolm Watson from
St. Timothy's Church to install fencing between the line of the church and
park property because it will not serve the purpose of solving problems
around the church area. All ayes.
Letter from Mr. Clem Cloverton from Central Jr. High was read, complimenting
the Park Board for the cooperation they received during the hockey season,
also the quality of the ice which they had many schools report that the ice
was in good condition. He also requested that McKenna Park baseball diamond
be worked on for the next baseball season.
Received a letter from Mr. Paol Redgate requesting that he would like to
establish a permanent memorial for his son Scotty who participated in
recreation prpgrams at LaBelle Park before his death. The Park Board requested
John Murzyn to answer his letter stating that a suitable memorial will be
designated when the park development is completed.
Park Superintendent, John Murzyn reported that the soil test taken at the
0strander Park building site will need pilings and will be requesting informal
quotations on the cost of doing this work.
The 1974 proposed park budget was discussed and it was mentioned to have
committees set up and have the Board members be more involved in setting up
the budget.
Motion by Gordon Schelde, seconded by Sebe Heintz that the meeting be
adjourned. All ayes~
