HomeMy WebLinkAboutMay 15, 1973COLUMBIA HEIGHTS PARK BOARD MINUTES May 15, 1973 Meeting called to order by Chairman protem William Hollom at 7:20 p.m. Members Present: Gordon Schelde, William Hollom, Oliver Jarvenpa, Sebe Heintz and John Murzyn Members Absent: John Rak and Marvin Super Motion by Oliver Jarvenpa, seconded by Gordon Schelde that the minutes be accepted as~presented in writing. All ayes, motion carried. Motibn by Sebe Heintz, seconded by Oliver Jarvenpa to pay bills out of the proper funds. All ayes, motion carried. LaBelle Park Paul Pjare and Lule Folkestad from Brauer and Associates presented to the Park Board the time schedule of the planning and development of LaBelle Park. They also showed slides of the present site of this area and the new concept of the future development. The starting time of construction would be around September 24th, 1973, but Mr. Dean Otterson asked if it would be at all possible to start ground work a month earlier. Sebe Heintz asked Paul Fjare from Brauer and Associates whether their company could give the city a total cost for the entire planning fees. This would be discussed with the Mayor and City Council. A Mr. Bailey requested a few minutes of the Park Board time and at this time he presented the Board members a notice of claim from Mr. and Mrs. Donald Sroka, whose youngster received injuries on ~he slide at Memorial Park. The members refused to sign this paper because the City of Columbia Heights carries the insurance. Our Finance Director Chris Neilsen has been served in the afternoon and signed that he received the claim. Lyle Folkestad of Brauer and Associates continued his presentation of the Plans to the Park Board. The proposed concept of the park will be divided in three parts as passive area, which will consists of flowers, benches, and games for the elderly, the middle part of the park would be the interpreted area, which would consists of a building which would have crafts, slide rooms, other disp]ays and a parking lot. The northern part would be the active area with parking lot, surface games, tennis courts and skating in the winter months. Murzyn reported the results of the bidding on asphalting and curbing in Silver Lake Beach and Gauvitte Park for a total of $5,889.50. A motion by Sebe Heintz, seconded by Oliver Harvenpa that we concure with the City Council in awarding the bid to Dunkley Surfacing. All ayes. Summer Help Park Superintendent, John Murzyn, reported that the County Board will hire ~roun6 200 young peopl~ in th~ county. Th~s~ young people will be planting trees, watering them and also will lay out softball and baseball diamonds, Summer Help (cont.) etc. The money for salaries and materials will come from the Federal Revenue Sharing Funds. Sebe Heintz showed landscaping plans of McKenna Park and said that the county is preparing for another park for tree planning. The concensus of the Park Board is to proceed with this tree planting project depending on if we hire people to help supervise the youngsters. LaBelle Park Brauer and Associates gave their presentation of preliminary proposed plans of LaBelle Park to the residents of that area. The people gave their comments of what they would like in this park and most of them felt that there should be some form of a play area and having a skating area during the Winter. One resident asked about having a softball field, that was told by the planners it would take up too much space. One Tuesday, May 22nd, there will be another showing of the proposed plans to residents of LaBelle Park starting at 8:00 p.m. Discussion on the purchase of Mr. Antonozzi's property along Hart Lake. Possibility of the city to have complete ownership of the shoreline of Hart Lake. Motion by Oliver Jarvenpa, seconded by Seve Heintz that the City Council proceed to negotiate to purchase the Antonozzi property along Hart Lake. All ayes. Meeting with City Manager Watson and City Attorney Kalina' Discussion on Park Board Ordinance #158 on what powers the Park Board members have. The Superintendent of Parks prepares the budget and presents it to the Board members. Then it is reviewed with the City Manager Malcolm Watson. The Superintendent reports back to the Park Board for reviewal. The City Council sets up a meeting with the members of the Board to review the budget for the coming year. The Park Board has to power to transfer money from one line item to another and send recommendations to the City Council. In purchasing material or equipment, the Park Superintendent John Murzyn has the authority to purchase up to $100.00 and them when an item is ower $100 and up to $500 the City Manager has to approve it. Purchases made from $500 to $%,000 the Park Board can receive 3 informal bids and make a recommendation to the Mayor and City Council. Sebe Heintz suggested that the City Attorney should go over the Park Ordinance and proposed amendments if they are needed. The question came up about park employees doing maintenance woek for other city departments. Mr. Watson said that other departments do work for the park system and charge the Park Board. Gordon Schelde said he disagrees that the employees should do all this work for other departments and feels that a study should be made on the possibility of a maintenance man for the city. Letters and Requests Motion by Gordon Schelde, that we deny the request from the Columbia Heights Chapter of the Minnesota Citizens Concern for Life the use of the Field House on May 25, t973. Motion was lost for lack of second. Motion was made by Sebe Heintz, seconded Oliver Jarvenpa that we grant the request for use of the Field House for the Columbia Heights Chapter of Minnesota Citizens Concern for Life on May 25, 1973. All ayes. Reports from the Hockey Committee will be tabled until the next meeting. Motion by Sebe Heintz, seconded by Oliver Jarvenpa that the meeting be adjourned. All ayes. Jo Curyl Secretary
