Gentlemen:
Pursuant to inquiry of Mr. Murzyn as regards
occasions when police officers are needed at the Fieldhouse,
I submit my opinion pursuant to Ordinance #ll9, as follows:
1. Any dance conducted by and where the entire
proceeds are to be devoted to any benevolent, fraternal,
educational or charitable purpose, such dance is semi-public
and the City Council has authority to grant such permit with-
out charge, however, the ordinance specifically requires the
presence of a police officer and the payment for his service
is set at $3 for each such dance.
2. Where any organization sells tickets to the
community at large or to the general public, such dance re-
quires the presence of a police officer.
3. Where a dance is to be attended only by
members of a specific group or organization no police of-
ricer is needed.
4. Where a wedding or any general group that
includes some of the public at large has a party that in-
cludes dancing a police officer must be present at such an
occasion.
