ROI/~ CALL CONSENT AGENDA All items listed with asterisks (****) are considered to be routine by the Park & Recreation Commission and will be enacted as part of the consent agenda by one motion. 3.(****) APPROVAL OF APRIL 25, 2001 MINUTES 4.(****) APPROVAL PAYMENT OF BILLS LETTERS AND REQUESTS A. FRIDLEY/HEIGHTS SOCCER CLUB The Fridley/Heights Soccer Club is requesting use of the event wagon for a family picnic located at Commons Park in Fridley. 6. OLD BUSINESS A. REVIEW AND UPDATE PARKS CAPITAL IMPROVEMENT PLAN Public Works Director/City Engineer, Kevin Hansen, will discuss Parks Capital Improvement Plan. NEW BUSINESS A. 2001 JAMBOREE FIREWORKS BID Attached are the two proposals for the 2001 Jamboree fireworks show. The cost of the fireworks display is $6000.00, of this, $3000.00 was budgeted by the city and the remaining is sought from donations. B. HUSET PARK-HUSET PARK NEIGHBORHOOD ASSOCIATION Members of Huset Park Neighborhood Association will be present to discuss the park needs of Huset Park. PAGE TWO 8. o REPORTS A. Recreation Director B. Commission Members ADJOURNMENT P&RCOMM: AGENDA-MAY01 THESE MINUTES HAVE NOT BEEN APPROVED City of Columbia Heights Park and Recreation Commission April 25, 2001 The meeting was called to order by Eileen Evans at 6:33 p.m. ROLL CAIJ. Members present: Eileen Evans; Jerry Foss; Gary Mayer; Scott Niemeyer; Gary Peterson; Roger Peterson; Keith Windschitl, Recreation Director; Kevin Hansen, Public Works Director/City Engineer Members absent: Bruce Magnuson Also present: Bob Proft; Bob Soderholm APPROVAL CONSENT AGENDA Motion by Foss, second by Niemeyer to approve the consent agenda. All ayes, motion carded. LETTERS AND REQUESTS OLD TIMER'S Old Timer's affiliates, Bob Proft and Bob Soderholm, requested the fees be waived in 2002 for the annual Old Timer's Reunion. Commission Member, Eileen Evans, explained why the fee waive policy was put into place. Recreation Director, Keith Windschitl, explained that the policy is to offset the costs of staff time. Bob Soderholm gave the commission members a break down of the Old Timer's expenses. Bob Proft asked the commission to make an exception to the JPM policy. Motion by Mayer, second by Foss to grant fees to be waived in 2002. All ayes, motion carried. NEW DOGGIE Mary Gilbertson of New Doggie, LLC submitted a letter requesting permission to conduct a group dog training class in the hockey rink at McKenna Park to start in June and run for six weeks. Commission Member, Eileen Evans, asked if New Doggie, LLC has liability insurance and if any problems were to occur, would the city be held liable. Recreation Director, Keith Windschitl, will look into the liability insurance. Motion by Evans, second by Foss to let Mary Gilbertson conduct dog-training classes at McKenna Park provided she has the appropriate insurance. All ayes, motion carded. PAGE TWO OLD BUSINESS RETAINING WAIJJ FOR SOUTHEAST CORNER OF JPM Public Works Director/City Engineer, Kevin Hansen, explained to the commission members the plans for building the retaining wall for the southeast comer of JPM. Commission members went outside to look at where the retaining wall was going to be built and to select the block color they wanted for the retaining wall. The commission members voted on tan keystone modular blocks for the retaining wall. 2001 OUTDOOR RECREATION GRANT APPLICATION Public Works Director/City Engineer, Kevin Hansen, reviewed the 2001 Outdoor Recreation Grant application information with the commission members. He stated that Public Works redid Prestemon Park, completing the playground and walking trail for $100,000.00. The carryovers from the Outdoor Recreation Grant are the Silver Lake Boat Landing and Silver Lake Beach. Kevin Hansen also stated that Ramsdell Park will need a complete makeover with its' parks facilities. NEW BUSINESS REVIEW AND UPDATE PARKS CAPITAL IMPROVEMENT PLAN Public Works Director/City Engineer, Kevin Hansen, stated that he would like to see the Capital Improvement Plan be updated and also stated that City Council only wants items over $10,000.00 to be indicated on the Capital Improvement Plan. City Council dedicated $400,000.00 of the sale of Medtronic tOwards parks funds. Mayor, Gary Peterson commented that the city is considering buying the house on Huset Park west. He also asked when the railroad tracks will be taken out from 39th Avenue NE to 37ta Avenue NE. Public Works Director/City Engineer, Kevin Hansen, informed the commission that the railroad tracks are scheduled for removal in May 2001. SULLIVAN PARK HOUSE-RESHING! Jg~ ROOF Public Works Director/City Engineer, Kevin Hansen, reviewed the project to re-shingle the Sullivan building. Commission Member, Eileen Evans, asked if it would be better to take down the picnic shelter in Sullivan Park due to vandalism. Kevin Hansen said that it would be better to leave the picnic shelter up. Motion by Foss, second by Niemeyer to ask City Council to authorize Public Works to seek bids on shingles. PAGE THREE MURZYN HAIJJ WOOD FLOOR REFINISHING Recreation Director, Keith Windschitl, discussed the options for refinishing the main hall wood floor. The oil-based urethane we currently have just doesn't hold up to the wear and tear the floor receives. $9000.00 has been budgeted for the 2001 floor refinishing. There are two options. One is a water-based chemical and the other is a moisture cure. Moisture cure is more expensive but should protect the floor better. Motion by Foss, second by Niemeyer to continue seeking bids with the final decision being up to the discretion of the Recreation Director, Keith Windschitl. All ayes, motion carded. REPORTS RECREATION DIRECTOR Recreation Director, Keith Windschitl, informed the commission members that the summer city newsletter would be the last one that Janice McGee-Fetzer will be doing. The city newsletter is due out in early May 2001. Recreation Director, Keith Windschitl, informed the commission members that a concerned citizen called in regards to loud football practices, which are taking place at Gauvette Park from 6:30 p.m. to 7:30 p.m. three times a week. Commission members felt that since Gauvette Park is a public park, they could do nothing about the practices. Recreation Director, Keith Windschitl, asked the commission members if they had suggestions on what to do with the Back To The Parks money. He would like to see the money used in the budget. This issue will be revisited at a later date. Recreation Director, Keith Windschitl, informed the commission members that JPM signage will be put in selected locations within Columbia Heights to direct people to JPM. PUBLIC WORKS DIRECTOR/CITY ENGINEER Public Works Director/City Engineer, Kevin Hansen, informed the commission members that the sidewalk will be put in Gateway Park June 2001. Mayor, Gary Peterson, informed the commission members that the American flag and the city flag will be put up in Gateway Park for people entering the city limits to view. Gateway Park is located at the intersection of Resevior and Central Avenue, just north of 37th Ave. NE, in Columbia Heights. COMMISSION MEMBERS Commission Member, Eileen Evans, asked the commission members if it would be possible to hold the next meeting at a park to better visualize the needs for the city parks. The next meeting will be held at 6:00 p.m. on Wednesday, May 23, 2001 at Huset Park. The commission will also be inviting the Huset group to join them in their meeting. Motion by Foss, second by Niemeyer to adjourn. All ayes, motion carried. On July 18th, the soccer club is hosting our end of the season family picnic at Fridley Commons Park. The Fridley/Heights soccer club is a collaboration of residents from both communities. · City of Fridley is waiving all fees for the use of the Commons Park shelter, field preparation and water shelter for waterslide activity. · Fridley/Heights soccer club is providing utensils, beverages and volunteers. Unfortunately we are lacking tables and chairs necessary for people to gather and get to know one another. I believe this is where the city of Columbia Heights can help out with the use of the event wagon. It's my understanding the city council has stipulated use of event wagon be limited to our city limits. Columbia Heights offers no spring/summer soccer program nor do permanent soccer fields exist to host a picnic of this size, therefore gatherings such as these are traditionally held at Fridley. I would ask this board to waive or suspend city limit provision to meet the needs of approximately 100 Heights kids and their families. I believe this is an opportunity to fulfill our obligation to this collaboration. As coordinator of this event and Columbia Heights resident I respectfully request use of the event wagon outside of city limits. Thank you for your assistance. Throughout the show, I have increased the quality of the type of fireworks by quite a amount, by using a large amount of Minnesota manufactured fireworks. I understand that the budget for this show is $6,000.00. We have a larger variety of fireworks to choose from to do a great show for you and the people of Columbia Height's. We carry $5,000,000.00 product liability on all products used and also carry workers compensation on all our employees. The cost of insurance is figured into the show budget. We are a Minnesota company with our headquarters based here in the state and pay state sales tax on the products that we use in the show. If you are exempt, send us a copy of your Sales and Use Tax Permit and the moneys we held out for the sales tax will be applied to product for the show. I would like to see the show site to make sure all the distances are correct as we use the NFPA (National Fire Protection Association ) 1123 guide for distances. I and one other employees are principle members of the technical committee on pyrotechnics for the NFPA. Thc show will be choreographed for you.
