LETTERS AND REQUESTS
A. COLUMBIA HEIGHTS WOMEN OF TODAY
Columbia Heights Women of Today, located in Columbia Heights, are asking for
the fees to be waived for the hall and kitchen on Friday, March 16, 2001.
Columbia Heights Women of Today would like to host a St. Patrick's Day party
for 6t~, 7th and 8th grade students.
B. THE ASSOCIATION FOR WOMEN IN COMMUNICATIONS
The Association for Women in Communications, located in Eagan, is requesting
the fees be waived for the hall, kitchen, and Labelle lounge on Wednesday, April
4, 2001 for a silent auction. The proceeds from the silent auction will contribute
to their operating expenses and expenses for monthly programs.
C. POLISH AMERICAN CULTURAL INSTITUTE OF MINNESOTA
The Polish American Cultural Institute of Minnesota, located in Northeast
Minneapolis, is requesting non-profit rates of $40.00 entry fee and $15.00 per
hour for the use of the hall, kitchen, and Labelle lounge. The Polish American
Cultural Institute would like to hold a Paczki Ball on Saturday, February 9, 200~
for their 20t~ anniversary.

Recreation Director will explain the facility reports.

LETTERS AND REQUESTS
REQUEST FEES WAIVED FOR Isx ANNUAL DIVERSITY FORUM/TASTE OF
COLUMBIA HEIGHTS
Columbia Heights Human Services Commission member, Julienne Wycoff, submitted a letter of
request to waive the fees for the 1a Annual Diversity Forum/Taste of Columbia Heights, to be
held on a Sunday in either March or April of 2001. Bob Ruettimann wanted to clarify whether or
not this is a city function. Bob Ruettimann made recognition to follow the Murzyn Hall Sunday
policy of $40.00 entry fee and $15.00 per hour. Motion by Ruettimann, second by Foss to waive
the hall rental fee of $550.00 and follow Murzyn Hall Sunday policy, and to let the City Council
vote on waving the Sunday policy fee if the City Council finds this to be a city sponsored
function. All ayes, motion carried.
OLD BUSINESS
SEPARATE MURZYN HALL BUDGET FOR MAJOR EXPENSES
Recreation Director, Keith Windschitl, talked to the City Manager in length regarding the
addition of a capital improvement budget for Murzyn Hall which the city does not currently
operate. The problem faced every year is that these large expenses are taken from the regular
Murzyn Hall budget which makes it fluctuate greatly depending on what is needed. Commission
member, Bob Ruettimann, indicated that it might be good to have other city departments pay for
their usage of Murzyn Hall any time they use it for meetings, programs, (etc.). Currently, no city
department is being charged anything for the usage of the hall.

.MURZYN HALL ROOF LEAKS
Recreation Director, Keith Windschitl, reported on the leaks in Murzyn Hall. The Recreation
office, senior center, and the main hall porch area have all had leaks this year. The most
significant of these three being in the main hall in the back left comer. Public Works steamed
parts of the roof over a period of four days. At this time, the leaks appeared to have ceased but
little can be done to prevent further leaks in the future.
YOUTH FOOTBALL LEAGUE
The Recreation Director, Keith Windschitl, stated that the Recreation Department is looking at
different options for our Youth Football League. Currently, the Youth Football League
participates in the North Metro program. Due to the problems of constant changing of schedules,
weight limits, referees not showing up for games, Columbia Heights losing all home field
advantage, and only having six to eight games, the Recreation Department is looking at the
Blaine Organization which would guarantee ten games with some home games. No decision has
been made at this time.
NEI MAINTENANCE
Harry Wilcox, from NEI, contacted the Park and Recreation Department stating that the
Recreation Department would be unable to use the east gym due to the problem in the gym floor.
The center of the floor is soft and weak with no support underneath the suspended floor. Gregg
Gagnon contacted a wood floor company to inspect the damages. The floor contractor put two
cases of epoxy down underneath the floor costing $400.00. The Columbia Heights High School
Athletic Director said that the school would pay for half of the cost due to them also using the
NEI gyms. Commission member, Jerry Foss, asked if any work has been done on the west gym
due to the poor condition that it is in. He stated that the west gym is used extensively by the high
school and traveling basketball teams. The Columbia Heights Athletic Boosters also sponsor an
annual youth state basketball tournament that is held in the west gym. Due to the poor shape and
unsafe conditions of our gyms, the Boosters will be losing the tournament in 2003 which
generates a loss of around $10,000.00 for the Boosters.
REVIEW 2001 DNR OUTDOOR RECREATION GRANTS
Public Works Director/City Engineer, Kevin Hansen, stated that the state is holding over the
denied grants from last year for this year on Ramsdell Park and Prestemon Park. Commissison
member, Jerry Foss, asked if it looks like we will get the grants this year. The Program
Administrator couldn't say one way or the other if the grant would be approved but she said there
is federal money being offered in 2001 which doubles the program dollar availability that can be
distributed. Applications are due by March 31, 2001, and they usually make notification at the

end of May, first part of June.
REPORTS
RECREATION DIRECTOR
Keith Windschitl passed around the Star Tribune paper which featured the Senior Safety Camp in
which our Senior Program participated. The Senior Safety Camp featured: home safety,
medications, and daily preventions. Twenty seniors from our Senior Program participated.
PUBLIC WORKS DIRECTOR/CITY ENGINEER
Kevin Hansen made members aware of the band shell that had been demolished. Public Works
will be removing the debris. This spring they will be laying top soil, and seed will be brought in.
Commission member, Bob Ruettimann, questioned the hill at Labelle Park on whether or not
Public Works was able to keep the hill from ~vashing out the seed. Kevin Hansen said they have
been grading and fertilizing, but it is just washing in certain pans.
COMMISSION MEMBERS
Jerry Foss asked Kevin Hansen if Public Works had received any preliminary heatings on how
the ice skating rinks were doing this year. Kevin Hansen stated that due to the weather we have
had this winter, the attendance was up this year. He did not have any numbers with him. Public
Works usually has the report done in February. Jerry also inquired about the ability to staff the
ice skating rinks. Kevin Hansen said that the staffing turnout was high as the summer help
staffed the ice skating rinks this winter.
Jerry Foss asked the Park and Recreation board if the scoreboard in Huset Park would be
replaced. Kevin Hansen stated that the scoreboard was not in the five year capital plan. Keith
Windschitl thought that the Columbia Heights Athletic Boosters might want to put their name on
the score board. The Recreation Department is trying to get a scoreboard to be used from one of
the dugouts which would eliminate hiring staff to run the scoreboard.
Jerry Foss also stated that the Columbia Heights Athletic Boosters gave $20,000 to the
Recreation Department for the year 2001.
Bob Ruettimann also inquired whether or not the fence would be moved back to regulation size
in Huset Park on the softball field and stated that unless the city can acquire the railroad, nothing
will be done to redesign the park. Nothing will be done unless the city ends up with the land or
expands. Kevin Hansen stated that land acquisition costs for park development are ineligible
costs under the Recreation Grant.

Bob Ruettimann announced the he would like to spend more time with his family resulting in
this being his last year on the Park and Recreation Commission Board. He will serve offthe Park
and Recreation Commission Board until his position is filled.

"Silly Supper" and some games. For this event, we would need the kitchen
and either the lounge or the carpeted area in the main hall.
I understand that the Friday night fee can be waived for a community event
and I hope that this event will qualify. Please let me know if we can go

As you know, our chapter is holding our annual Silent Auction at Murzyn Hall on Wednesday,
April 4~h. This is thc only fundraiser that the Association of Women in Communications holds
each year, and contributes to our operating expenses and expenses for monthly programs.
Our chapter was founded in 1917, and is one of 50 chapters nationally. We are a group of
professional women and men, who work in thc field of communications, including writing oa~d
editing, public relations, graphic design, marketing and advertising. Many of our members are
independent consultants; others work at Fortune 500 companies, or major companie.% such as
Deluxe Check, Land-O- 'Lakes, and Reliant Energy. Others are in communications at colleges,
government agencies or non-profit groups. Wc arc not 'affiliated with any political groups or
actions; our only goal is to pursue excellence in the field of communications.
AWC holds monthly ptx>grams, two professional seminars, membership drives and awards
banquets, in which we willingly pay for the use of a facility. The Silent Auction is a two-hour
event that attracts about 50 members and their guests. Because it is our only fundraiser, we strive
to hold this event for as little cost to our chapter as possible. Therefore, I am writing to ask that
the city waive the fee for the use of the hall.
In exchange, the Silent Auction would be an excellent means to introduce and promote Murzyn
Hall as an ideal, centrally-located vcauc for the many events hosted by AWC, as well as those
related to the individual mcmbers' employment. After much research, we were very happy to
find Murzyn Hall for thc Silent Auction, and are grateful for the use of the facility.

Dear Keith:
Thank you for spending time with me last Friday. The hail seems perfect for our Paczki Ball next
year. I can just see our members, dressed in formal wear or Polish court costumes, filing through
the large doorway onto the wooden floor in the Grand Polonaise. What a 20~ anniversary this
ball will be!
We have hired Polish-bom musicians who are thniliar with the music and we plan to hold a class
prior to the night to teach people how to actualtv dance the Polonaise.
It has been over 30 years since a Paczki Ball has been held~ Twin Cities. Traditionally, it is
held the Saturday before Ash Wednesday--FebruaD- ~7, ~02. We anticipate holding the dance
from 8:0C) p.m. to 12:00 p.m. with the hall rented an hour prior and after to set up and clean up.
Of course, we couldn't a£tbrd to hold this ball if we had to pay the full-scheduled rem. And, that
is the reason tbr this letter, to request Non-Profit Status.
As I mentioned, the Polish American Cultural ir~stitute of Minnesota is a non-profit organized
under Internal Revenue Code Section 501 c (3). Our mission is the preservation and perpetuation
of Polish culture. We do this through various classes, author readings, our Polish Soup Festival,
participation in the Festival of Nations, and our Polish ,~merican Library.
Please send the contract to my attention and I will take it to our Board of Directors to be signed.

The Bleacher Safety Act was passed by the 1999 Minnesota legislature and went into
effect August 1, 1999. The law requires all cities and other organizations owning
bleachers to comply with the Bleacher Safety Act by January of 2001. Due to negative
feedback from bleacher owners and lack of a funding source, revisions to the law were
made by the 2000 Legislature. The deadline for compliance has been changed from
January 1,2001 to January 1, 2002 and the five-tier bleacher standards have been
relaxed. The revision provides that all existing and new bleachers 55 inches and lower
without guardrails are exempt and do not require a Certificate of Compliance.
In response to the 1999 law, $20,000 was budgeted in the 2000 Parks Capital
Improvements to retrofit or replace bleachers. On March 7, 2000 the Council authorized
the retrofit of six bleachers for a cost of $8,304. Labor and materials were supplied by
Flanagan Sales Inc. and the work was completed shortly thereafter. The remaining five
bleachers were scheduled to be replaced.
The City currently owns 11 sets of bleachers. Technically, all of them are in compliance
with the Bleacher Safety Act (revised) due to the fact that none of the bleachers exceed
55 inches in height and that six bleachers have been retrofitted with guardrails. The
remaining five bleachers, all located in Huset Park, are recommended to be replaced to
provide a consistent appearance and level of safety for the community. They are not
suitable to retrofit because of their poor condition and/or use of wood planking material.
This item was reviewed by the Park and Recreation Commission and it was their
recommendation to the Council to replace bleachers in 2000 with remaining funding and
complete the replacement in 2001. $32,000 was budgeted for bleacher replacement in
2001. At this time staff recommends replacement of four (4) sets of bleachers, each five
row, 21 foot in length, with risers, double foot planked foot boards, a 48 inch center isle,
and a chain link guardrail system. Placement would be Huset field #5. All of the
bleachers that have been replaced to date have been purchased from Earl F. Anderson,

Inc. after receiving three quotes. For reasons of design and maintenance, staff
recommendation is to stay with the same vendor.
We have received the following quote:
Earl F. Anderson, Inc.
$11,756.92 includes sales tax and delivery
Staff recommendation is to purchase four (4) sets of aluminum five-tier bleachers from
Earl F. Anderson, Inc. of Bloomington, Minnesota, in the amount of $11,756.92
including tax and delivery from Fund 412-45200-5180.
