REQUEST FEES WAIVED FOR 1sT ANNUAL DIVERSITY FORUM/TASTE
OF COLUMBIA HEIGHTS
Columbia Heights Human Services Commission along with School District 13 are
organizing this event, which will feature several recent immigrant families from around
the world who now reside in Columbia Heights. Here they will tell their stories, show
their art, and wear their native clothing. We will also invite several ethnic restaurants in
Columbia Heights to share samples of their food.
OLD BUSINESS
A. SEPARATE MURZYN HALL BUDGET FOR MAJOR EXPENSES
Commission members would like to see a separate budget that would cover major
expenses such as parking lot and roof repairs.
NEW BUSINESS
A. MURZYN HALL ROOF LEAKS
Recreation Director will discuss recent roof leaks in several areas of Murzyn Hall.

B. YOUTH FOOTBALL LEAGUE
Recreation Director will discuss problems with the current youth football program and
explain other options the department is pursuing.
C. NEI MAINTENANCE
Recreation Director will explain recent maintenance that was done to the east gymnasium
floor.
D. REVIEW 2001 DNR OUTDOOR RECREATION GRANTS
Public Works Director/City Engineer will discuss: 1. Prestemon Park

Motion by Mayer, second by Foss to approve the consent agenda. All ayes, motion carried.

PROPOSED 2002 RENTAL RATES FOR MURZYN HALL
Members reviewed the proposed 2002 rental rates for Murzyn Hall. Members felt that the
projected 5% increase for 2002 was sufficient. Eileen Evans stated that Muzyn Hall would take
in more revenue if the 75% discount was removed from the rental policy. The Recreation
Director explained that 75% discount applies to rentals lasting one hour or less. He also stated
that residents of Columbia Heights also receive a 35% discount off their rentals. Members felt
that renters should only be eligible for one discount at a time. Motion by Ruettimann, second by
Foss to approve the 5% increase for 2002 and to change the rental policy, eliminating the 75%
discount and also eliminating any renter from receiving more than one discount per rental
beginning with any new rentals effective January 2001. All ayes, motion carded.
APPOINT TINA FOSS AS THE PARK AND RECREATION COMMISSION SECRETARY
The Recreation Director introduced Tina Foss to the members. Tina is our new Clerk Typist II
for the Recreation Department. Members welcomed Tina to the city. Motion by Ruettimann,
second by Mayer to appoint Tina Foss as the Park & Recreation Commission Secretary. All
ayes, motion carded.

Bob Ruettimann asked about the separate budget for major expenses of Murzyn Hall and if
anything has been done with that up to this point. Mayor, Gary Peterson, stated that City
Council read it in the Park and Recreation Commission minutes and no action has been taken at
this point.

Motion by Ruettimann, second by Mayer to adjourn. All ayes, motion carried. Meeting
adjourned at 7:06 p.m.

Dear Commission members,
On behalf of the city's Human Services Commission, School District 13 and Crestview Corporation I would like to
request the use of Murzyn Hall on a fee-waived basis. We are planning the 1st Annual "Taste of Columbia Heights"
along with a diversity forum, to be held on a Sunday afternoon in late March or early April.
The event would bring several different ethnic restaurants along Central Ave into the Hall to provide sampling of
their cuisine to the general public. At the same time, new immigrant families selected by Judy Yantos of School
District 13 would tell their stories of why they left their native country, how they got here, why they ended up in
Columbia Heights, etc. We will ask them to wear native clothing, show any artwork or cra~, and perhaps some of
them could perform, as in a dance troupe or musical group. As Crestview is bringing nursing home workers here
fi-om Liberia, they have asked also to participate.
Our goal is to promote understanding and good will between all the different races that have ended up here in
Columbia Heights, as well as to encourage residents to patronize restaurants in their own neighborhood that
previously they may have been uncomfortable going into. We will hope for 100 guests, and commit ourselves to
making this an annual celebration of our diversity.

General Recreation Programs
Outdoor Recreation Grant Program
Program Purpose To increase and enhance outdoor recreation facilities.
Eligible Projects
Park acquisition and/or development/redevelopment; includes among others, picnic
shelters, playgrounds, athletic facilities, trails, boat accesses, fishing piers, swimming
beaches, and campgrounds.
Who May Apply
Cities, counties, and townships.
Priorities
Acquisition, development and redevelopment of outdoor recreation facilities.
Level of
Assistance
Up to 50% of total eligible costs with a maximum grant amount of $50,000. The
State Legislature may increase the maximum grant to $250,000. Applications
requesting up to $250,000 will be conditionally accepted. The minimum grant
amount is $5,000. Costs must be incurred and paid for before reimbursement can be
made.
General
Information
This program was created in 1965. Applicants are eligible to submit multiple
applications and may receive more than one grant. Each application is considered
and ranked individually.
How to Apply
To receive an application, please submit an Application Request Form. Application
Request Forms should be submitted before January 31. The complete application is
due on March 31. Application Request Forms are available on the DNR Web site or
