LETTERS AND REQUESTS
A. COLUMBIA YOUTH WRESTLING CLUB
Columbia Youth Wrestling Club, which is open to all Kindergarten through Eighth
grade youth from Columbia Heights, are requesting fees to be reduced for a
spaghetti dinner. The Head Coach and three assistant coaches, all Columbia
Heights residents, would like to host a spaghetti dinner as a fundraiser for the
Wresting Club at JPM on Sunday, February 17, 2002.
B. SOUTHERN ANOKA COMMUNITY ASSISTANCE
Southern Anoka Community Assistance (S.A.C.A.) is requesting fees to be waived
for a spaghetti dinner as a fundraiser to be held on March 6, 2002 at JPM. They
will use the proceeds to help those in need within our community.
C. LAURA ZAGAROS
Laura Zagaros is requesting fee to be waived/reduced for son's fundraiser. Laura
Zagaros' son, Austin, has been selected as a Youth Ambassador to represent the
United States in Australia and New Zealand this summer and they are responsible
for raising $4400. She currently resides at 5205 - 4th St. NE, Columbia Heights.
She is planning on attending the Park and Recreation Commission meeting to be
held on January 23, 2002.

LETTERS AND REQUESTS:
Recreation Director, Keith Windschitl, discussed the Columbia Heights Fire Fighters
Association request for fees to be waived/reduced. He indicated that the Columbia
Heights Fire Fighter Association is comprised of Columbia Heights Fire Fighters and
retired Fire Fighters and they are looking to hold their annual banquet at JPM to keep the
costs down. January 5, 2002 is currently not rented. Motion by Bill Peterson, second by
Roger Peterson to waive fees for their annual banquet to be held on January 5, 2002 at
John P. Murzyn Hall. All ayes, motion carried.
OLD BUSINESS:
Recreation Director, Keith Windschitt, discussed the proposed 2003 rental rates. The
City Council Members voted at their December 17, 2001 meeting to increase the 2063
rates by 10% and to decrease the Columbia Heights resident discount to 25% effective
January i, 2002.
NEW BUSINESS:
There is no new business at this time.

REPORTS:
Recreation Director, Keith Windschitl, thanked Roger Peterson for his service and
dedication on the Park and Recreation Commission. His last day on the Commission is
Wednesday, December 26, 2001. The Commission members wish him future success.
Recreation Director, Keith Windschitl, thanked everyone for coming and wished
everyone a happy holiday.
Commission Member, Roger Peterson, asked Public Works Director/City Engineer,
Kevin Hansen, on how Public Works determined which skating rinks will be closed for
the 2001-2002 skating season. Public Works Director/City Engineer, Kevin Hansen,
stated that it was based on numbers in attendance during the 2000-2001 skating season
and geographic location.

Dear K~ith,
Thanks for taking the time to speak with me regarding, the potential for donated
space for my son's fundraiser. As I mentioned yesterday, my son Austin has been
selected.as a Youth Ambassador. He will be repmseming the United'States ia Australia
and New Zealand this summer. Austin is one of 27 kids-selected from the state of
Minnesota. We are responsible for raising $4400,4md ate involved in restaurant flyer
promotions and grocery bagging so far. I would like to host an old fashioned cocktail
party. Ideally, my son would be the one who sen,es hors ~l'oexres for tipsand ~lonations.
I plan to invite everybody I know, they definitely will not fit into my house. I amin.the
hopes of a space donation or price break at Murzyn Hall. Iam unsure of the banending
situation; I could talk to the Lyons Club if that is what- is-required. I am a restaurant
manager 4md c~ould surely handle ~the bavtending situation if-allowed. I will be attending
the Park and-Recreation meeting on January 23 at 6:30 to answer any further questions.

NATIONAL PARK SERVICE ANNOUNCES
URBAN PARK GRANTS COMPETITION
Applications Due March 29~ 2002
WASHINGTON -- National Park Service (NPS) Director Fran Mainella announced today the
competition for $28.9 million from the FY 2002 budget appropriations under the Urban Park and
Recreation Recovery Program (UPARR). Eligible cities and counties may request up to $ !
million in matching assistance to rehabilitate critically needed urban park areas.
"Through the Urban Park and Recreation Recovery Program, the National Park Service
actively partners with city and county governments to revitalize existing recreation facilities and
systems, and return them to full public use," Mainella said. "By redesigning and renovating
severely deteriorated facilities, our partners help meet the growing demand for local, close-to-
home recreation opportunities."
More than 400 cities and counties are considered eligible jurisdictions for UPARR grants.
This list is available on the NPS website at www.nps.l~ov/uparr. Other jurisdictions not on the
list but located in a Metropolitan Statistical Area and which address specified stress criteria may
also compete for grants under this program.
The appropriate NPS field office (listed on the website) must receive pre-applications no
later than March 29, 2002. Proposals are then reviewed and evaluated by the NPS and final
decisions are made by the Director. Formal grant offers to successful applicants are anticipated
by mid-May 2002.
From 1978 through 2001, the UPARR program has awarded more than $287 million for
1390 grants in 265 local jurisdictions, in 43 states, the District of Columbia and Puerto Rico.
The UPARR program was established in November 1978 to provide matching grants and
technical assistance to economically distressed urban communities. UPARR provides direct
federal assistance to urban localities for rehabilitation of critically needed recreation facilities.
The law also encourages systematic local planning and commitment to continuing operation and
maintenance of recreation programs, sties, and facilities.

FY 2002 Grant Round - UPARR Rehabilitation grants
SUMMARY: NPS announces the availability of grant funds under the
Rehabilitation phase of the Urban Park and Recreation Recovery (UPARR)
Program and provides information on the application process including
eligible recipients and deadlines for submission of proposals.
DATES: NPS will accept preapplications received on or before March 29,
2002.
SUPPLEMENTARY INFORMATION: For Fiscal Year 2002, $28,900,000 is
available for funding of Rehabilitation projects under the Urban Park
and Recreation Recovery Act of 1978 (Pub. L. 95-625). NPS will consider
proposals for funding projects with a dollar limit of $1 million
(Federal share of total project cost). Grants made in any one State
shall not exceed in the aggregate 15 percent of the total available
($4,335,000). Preapplications must be received by the appropriate NPS
field office by no later than March 29, 2002.
In order to minimize errors and to clarify program requirements,
potential applicants are strongly encouraged to consult with the NPS
field office during preparation of their proposals and to submit their
preapplications prior to the above deadline.
Rehabilitation grants will be targeted to rehabilitate existing
neighborhood recreation areas and facilities that have deteriorated to
the point where health and safety are endangered or the community's
range of quality recreation service is impaired. Proposals must be
designed to provide recreation services within a specified area
identified by the applicant. Proposals may identify improvements at
multiple sites or facilities, each of which must be individually
addressed. Grants may be used to remodel, rebuild, or develop existing
outdoor or indoor recreation areas and facilities. Proposals that are
entirely, or substantially oriented to expansion of existing facilities
are not encouraged and will be closely scrutinized. If a UPARR project
is part of a larger effort, the UPARR project, and its associated costs
must be clearly separable and have a distinct budget for the UPARR
portion of the effort.
Eligible Jurisdictions: Urban jurisdictions which have been
determined eligible for the UPARR program are listed in 36 CFR Part 72,
Appendix B. Eligible jurisdictions may compete for Rehabilitation grant
funds if an approved Recovery Action Program (RAP) is on file with and
approved by NPS. If a jurisdiction's RAP plan ~xpired since FY 199~,
the chief executive officer of that jurisdiction may submit either 1) a
new or updated RAP for NPS review and approval, or 2) a letter of
recertification. A letter of recertification must state that no
significant changes have occurred in its assessment and action plan, and
that the RAP remains current as a guide to community action and
decision-making. In those cases where a jurisdiction has never
submitted a RAP for participation in the UPARR program or its previously
approved RAP plan expired prior to FY 1995, the chief executive officer
of that jurisdiction may submit either 1) a new or updated RAP for NPS
review and approval, or 2) copies of current budget, planning or other
documents that reflect the jurisdiction's recreation priorities,
policies, actions and decision-making processes; which when taken
together, either satisfactorily update the pre-1995 RAP for the purposes
of recertification or otherwise satisfies the RAP planning requirements
for participation in the FY 2002 grant round. NPS may accept a
recertification or approve the alternative RAP documentation through
December 31, 2002, after which a new RAP is required. NPS may allow
urban jurisdictions not on the list of eligibles to compete as a
"discretionary" applicant if the jurisdiction is located in a
Metropolitan Statistical Area and meets the criteria described in 36 CFR

Part72, Appendix A. Ail projects must be in accord with the priorities
outlined in the recertified or approved RAP doctunent.
Grant Implementation and Timing: Grantees must comply with all
applicable Federal laws and regulations for the UPARR program, which
includes completion of a final Grant agreement within 120 days of a
Grant offer based on NPS evaluation of preapplications submitted for
consideration.
Preapplication Requirements: The chief executive officer
applying for a UPARR Grant will be required to certify, in the
preapplication, that the grantee will comply with all requirements of
the UPARR program. Applicants must certify that they have adequate
control and tenure over properties to be assisted through UPARR and must
identify in their applications the type of control they have over those
properties. Additional requirements are outlined in the "UPARR
Preapplication Handbook" available from the NPS field offices (or on the
internet at http://www.nps.gov/uparr).
Matching Requirements: UPARR Rehabilitation Grants are awarded on
a 70/30 (Federal/local) matchinG basis. As an incentive for state
involvement in the program, the Federal Government will match, dollar
for dollar, state contributions to the local share of the total project
cost, up to 15 percent of the approved Grant. The Federal share is
limited to no more than 85 percent of the approved grant cost and the
overall dollar limitations established above for Rehabilitation grants._
Pass-Through Funding: At the discretion of the applicant
jurisdiction, Grants may be transferred, in whole or in part, to
independent General or special purpose local Governments, private
nonprofit agencies or community Groups, and county or regional park
authorities that provide recreation opportunities to the General
population within the jurisdictional boundaries of the applicant
jurisdiction. In such situations, the applicant jurisdiction will bear
full legal responsibility and liability for passed-through funds.
Post-Completion Requirements: In accordance with Section 1010 of
the UPARR Act of 1978, assisted properties may not be converted to other
than public recreation use without the prior approval of NPS and the
replacement of the converted site or facility with one of reasonably
equivalent usefulness and location. This provision applies to all
Rehabilitation projects.

UPARR GRANT ROUND
· The National Park Service has announced the FY 2002 national
competition for $28.9 million under the Urban Park and Recreation Recovery Program
(UPARR).

· Grants are normally 70 percent of the total project cost but can reach up to
85 percent if the State also contributes financial assistance to the project.
· Preapplications must be received by the appropriate NPS field office no

· Rehabilitation grants provide capital funding to renovate existing close-to-
home recreation areas and facilities in economically distressed urban areas.
