All ayes, motion carried. LETTERS AND REQUESTS REQUEST FOR RENTAL DEPOSIT TO BE TRANSFERRED TO NEW 2005 DATE Recreation Director, Keith Windschitl, informed the Commission of the request for a rental deposit to be transferred from Saturday, May 15, 2004 to Friday, May 13, 2005. The renters cancelled their Saturday, May 15, 2004 date in February 2004. Motion to allow the JPM hall deposit to be transferred to Friday, May 13, 2005 while paying Saturday rental rates and a loss of down payment if another cancellation should occur by Payne, second by Mayer. All ayes, motion carried. OLD BUSINESS HUSET PARK LAND DISPOSITION Public Works Director/City Engineer, Kevin Hansen, discussed the usage for the east parking lot in Huset Park under the master plan, currently under development. The park plan shows there is no good use for this parcel of land and staff believes it would be beneficial to sell that portion of land for residential development. Commission Chairperson, Eileen Evans, stated that she was concerned about losing parkland. Kevin Hansen noted that the parking lot (existing private lot) on the west side of Huset Park would be acquired, leaving a net gain in parkland, which could include an aesthetic holding pond and other park related amenities. Housing Assistant, Mark Nagel, reviewed PAGE TWO potential single family housing development and stated that they would be able to receive $235,000 through the Met Council Grant to build 4 homes. Huset Park would receive $200,000 back (after costs) for park redevelopment from the grant. Commission Member, Marsha Stroik, stated that the Commission should move forward with this proposal to generate the funds now to start the redevelopment of Huset Park. Motion by Stroik, second by McDonald to recommend to the City Council to remove the Park Designation from the Huset Park property on that area between 3932 and 3966 Quincy, and to sell that property for residential lots (4 lots), with the proceeds dedicated to the Park Development Fund. Motion carried on a 4-2 vote. NEW BUS1NESS 2004 RECREATION BUDGET MEETING Recreation Director, Keith Windschitl, informed the Commission that the 2004 Recreation Budget meeting has been moved from October 18, 2004 to October 4, 2004 to coincide with the City Council work sessions. The Recreation budget is expected to decrease due to budget cuts. REPORTS RECREATION DIRECTOR Recreation Director, Keith Windschitl, informed the Commission of the task force meeting to be held on May 26, 2004 at the Family Center. They will be discussing the needs of gym space and will be developing sub-committees. Commission Member, Jerry Foss, expressed concern about working with the school district. The question would be who would be in charge of gym time. A research study is being done with the school to determine the best way to approach the issues of lack of gym space. Recreation Director, Keith Windschitl, informed the Commission of the expressed interest in the Silver Lake Beach that Three Rivers Park District still has in this parcel of land. They are currently planning on developing the existing Salvation Army Camp into an environmental arts park for youth and adults. There is some concern that there would be no connecting trail from the Columbia Heights side of the park. They are interesting in purchasing the beach for a possible fishing pier. This particular park cannot duplicate park amenities, which would eliminate the beach if purchased. Silver Lake Beach does get some usage by the community. Public Works Director/City Engineer, Kevin Hansen, noted that the Public Works Department maintains the beach, lift station, control for aeration system and buoys for swimming. Motion by Foss, second by Payne to keep Silver Lake Beach under the Columbia Heights jurisdiction. All ayes, motion carried. PAGE THREE Recreation Director, Keith Windschitl, informed the Commission that the purchase and demolishment of NEI is scheduled for July 2004. Sunday, June 6, 2004 has been designated to the public to come in and purchase what they chose too.
