HomeMy WebLinkAboutJanuary 28, 1998 City of Columbia Heights Park and Recreation Commission January 28, 1998 The meeting was called to order by Chairman Dick Petkoff at 6:30 p.m. ROLL CALL Members present: Jerry Foss; Brace Magnuson; James Nelson; Gary Peterson; Dick Petkoff; Bob Ruettimann; Keith Windschitl, Recreation Director; Kevin Hansen, Public Works Director/City Engineer Members absem: Eileen Evans APPROVAL CONSENT AGENDA Motion by Magnuson, second by Evans to approve the consent agenda. All ayes, motion carried. LETTERS AND REQUESTS There are no letters or requests at this time. OLD BUSINESS NEW BUSINESS REQUEST TO HAVE B.Y.O.B. DURING RENTAL ON FEBRUARY 28, 1998/HEIDI JOHNSON The Recreation Director told members of a recent request from Heidi Johnson to conduct a BYOB bar at her wedding reception at Murzyn Hall on February 28, 1998. Ms. Johnson states that at the time she rented the hall in 1997, BYOB evems were allowed, and she has already sent out her invitations stating that the bar will be BYOB. She is expecting approximately 300 guests, and she will provide free beer for her guests. She has paid for her rental in full, and a CSO is scheduled to be presem. Motion by Ruettimann, second by Foss that we honor the contract in place at the time of Heidi Johnson's remal and allow her to conduct a BYOB bar during her rental on February 28, 1998 with the stipulation that only the bartenders will serve drinks from behind the bar and that if this stipulation is not followed, the bar will be shut down. All ayes, motion carried. COMMUNITY GARDEN PLOTS The Recreation Director updated members on the community garden. We have had to turn down many requests for garden plots because some people have rented multiple plots. Staff propose limiting garden plots to one per household and only renting garden plots to Columbia Heights residents. Staff discussed the possibility of expanding our community garden to other lots within PAGE TWO the city that cannot be built on. The Public Works Director/City Engineer will create a map of available lots for members to view and discuss at the next meeting. DAMAGE TO WOOD FLOOR IN MAIN HALL OF JPM The Recreation Director advised members on damage to the wood floor that occurred on January 22, 1998 during a Columbia Heights Women of Today event. Several round tables were dragged across the wood floor, causing deep scratches in several places. The Recreation Director has spoken with flooring people about the damage and was told that either the entire floor would have to be re-done or the scratches could be temporarily filled in with polyurethane. The floor will be re-done in May of 1998. Members felt that the Women of Today should be contacted and asked what they are willing to do about the scratches since they are responsible for the damage. Members will be updated at the next meeting. WATER LEAKAGE IN JPM ROOF Members were advised that the roof has been leaking, and water has leaked into a lower level storage room and the Senior Center. Members discussed possible solutions to this ongoing problem with the roof. Members asked that the issue be discussed again during the April meeting. Council Member Gary Peterson indicated he will look at the roof this spring. REPORTS RECREATION DIRECTOR The Recreation Director advised members that the new rental rates for JPM were approved by the City Council. The city newsletter is going to the printer on February 6, 1998. Members discussed the possibility of mailing a four-page newsletter to all residents eight times per year. The Recreation Director had received a price estimate of $800 for printing 10,000 copies, $200 for set-up of the document, $1,150 for postage, for a total of $2,150 per issue. If colored paper is used, the cost would increase by an additional $160. Members were updated on the Minnesota Youth Athletic Association. The MYAS uses Murzyn Hall at no cost in exchange for providing free training sessions for our coaches. This agreement was made by Randy Quale and MYAS in 1995. PUBLIC WORKS DIRECTOR/CITY ENGINEER The Public Works Director/City Engineer gave members a copy of the most recent rink attendance report. Regarding the signage at Sullivan Park, members will be provided with a site layout plan at the next meeting. Members requested that the signage for all parks be checked by PAGE THREE the Public Works Department. The MN Department of Natural Resources has plans for Silver Lake Beach, and grant money is available in March. The city hired a new park foreman, Tim Lund. The Public Works Director/City Engineer stated that Tim Lund has been employed in the Park Department for approximately four years and has a math and civil engineering background. Park Foreman Vern Rozmark is in the process of training in Tim Lund before he retires. The Public Works Director/City Engineer indicated he would like to have a comprehensive park plan for all the parks. The Design Team will look at the parks while they are here in April. COMMISSION MEMBERS Members discussed purchasing certificates of appreciation that could be given to individuals as a token of thanks. The estimated cost of the certificates is $300. Commission Member Magnuson will bring a sample to the next meeting. Commission Member Foss reported that Mr. & Mrs. Sanford Peterson indicated they appreciate how nicely the Park Department crew maintains Sullivan Park. They walk around the lake on a regular basis and stated the walking path is always kept in nice condition and is very safe to walk on. ADJOURNMENT Motion by Foss, second by Magnuson to adjourn.
